R-95-100 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TAMARAC AND THE SERVICE AGENCY FOR SENIOR CITIZENS OF BROWARD COUNTY, INC., SPONSOR OF THE RETIRED AND SENIOR VOLUNTEER PROGRAM, RELATING TO PROVISION OF THE RSVP VOLUNTEERS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The Service Agency for Senior Citizens of Broward County, Inc., Sponsor of the Retired and Senior Volunteer Program, hereinafter referred to as RSVP will provide Volunteers to help in the Office of Social Services and at the Reception Office; and WHEREAS, the City of Tamarac will provide the premises and logistical support for the assigned volunteers; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to authorize the appropriate City officials to execute a Memorandum of Understanding between the Service Agency for Senior Citizens of Broward County, Inc., Sponsor of RSVP and the City of Tamarac for the placement of volunteers; and WHEREAS, the Social Services Coordinator recommends approval of the execution of the Memorandum of Understanding between the City of Tamarac and The service Agency for Senior Citizens of Broward County, Inc., Sponsor of the RSVP for placement of volunteers. 2 Temp. Reso. # 7064 I 1 1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution, SECTIQN 2• That the administration of the City of Tamarac is hereby authorized to execute the Memorandum of Understanding between The Service Agency for Senior Citizens of Broward County, Inc., Sponsor for RSVP and the City of Tamarac, attached hereto and made part hereof as Exhibit "A". SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. The Retired and Senior Volunteer Program will: (1) Recruit, interview, enroll volunteers in the Retired and Senior Volunteer Program (2) Provide orientation to RSVP volunteers regarding available volunteer assignments and RSVP benefits. (3) Furnish RSVP volunteers with adequate accident, personal liability, and excess automobile liability insurance cover- ages as required by program policy, (4) Provide assistance to RSVP volunteers for the actual costs incurred for transportation to and from volunteer assign- ments, official RSVP project activities, including; orienta- tion, Advisory Council Meetings and recognition events with- in the limitations prescribed by the sponsor's reimbursement Policy and the availability of funds. (5) Provide assistance to RSVP volunteers for the actual costs incurred for meals within the limits prescribed by the spon- sor's reimbursement policy and availability of funds. 0 Page - ? (8) Review volunteer assignment descriptions and refer volunteers to the Volunteer Station. (9) Provide appropriate recognition for service for RSVP volunteers. '__.� (10) In cooperation with the RSVP Advisory Council, arrange for a volunteer appeal procedure to resolve problems arising between the volunteer, the station and/or the sponsor. B. (3) Request that the RSVP project refer senior volunteers to serve in various assignments.. (4) Make final decisions on placement of volunteers. (5) Provide pre -service orientation and in-service training to the volunteer as necessary. (6) Provide for the supervision of the volunteers on assignment. (7) Provide for the volunteers' safety. (8) Report accident and/or injuries involving a RSVP volunteer to the RSVP office. (9) Establish procedure for validation and submission of RSVP volunteer reports to the RSVP office. (10) Provide or help to arrange for volunteer transportation. (12) Provide or help to arrange volunteer recognition. II. Special Provisions A. Separation from Volunteer ServiceZTermination of Assignment: The Volunteer Station may request the removal of a Senior Volunteer or terminate an assignment at any time. The Retired Senior Volunteer may resign from service or, from the Retired Senior Volunteer Program at any time. Dis- cussion will occur between RSVP staff and the Station staff regarding the cause for separation or termination of assignment. B. Displacement of EmIAO-red Workers;__ RSVP volunteers may not be placed in any assignment which would displace employed workers, supplant the hirin<< of employed workers, or impair existing contracts for service. C. Amendment: This Memorandum may be amended at any time by mutual agree- ment. D. Distribution: A signed copy of this Memorandum of Understanding will be on file at the Volunteer Station, the RSVP office and if re- quested, the ACTION State and Regional offices. E. Length�of Agreement: The Memorandum of Understanding will be in effect for one year. F.
