A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO ENTER INTO AN
AGREEMENT WITH HAZEN & SAWYER, P.C. TO PROVIDE
FIELD EVALUATION, SANITARY SEWER EVALUATION
SYSTEM REPORT, CONTRACT DOCUMENTS AND
CONSTRUCTION OBSERVATION FOR THE INFLOW &
INFILTRATION REHABILITATION IN THE WOODLANDS
COUNTRY CLUB AREA AT A COST NOT TO EXCEED
$118,100.00 TO BE FUNDED FROM THE UTILITIES WEST
CAPITAL IMPROVEMENT (GRANT) FUND; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Broward County Office of Environmental Services has conducted an
I&I (Inflow & Infiltration) Study identifying Tamarac as having an excessive amount of I&I
conveyed to Broward County Treatment Facility; and
WHEREAS, Broward County I&I Report has identified Master Station No. 454,
Grants Plaza, as having 37% 1&1 from its service area (east of Northwest 64th Avenue) and
Master Station No. 455, Water Treatment Plant, as having 32% 1&1 from its service area
(west of Northwest 64th Avenue); and
WHEREAS, the Utilities Department has conducted its own I&I Study and has
assessed the financial impact as being approximately $500,000.00 annually; and

WHEREAS, the City Commission of the City of Tamarac has approved and funded
the I&I Program for FY 1995 as recommended by the Utilities Department from the Utilities
West Capital Improvement (Grant) Fund; and
WHEREAS, the City Commission has directed the Administration to research the
feasibility of using Stormwater Management Utility Funds; and
WHEREAS, the Utilities Department has established the Woodlands Country
Club area (which is served by Master Station No. 454) as the highest priority to reduce I&I;
and
WHEREAS, it is the recommendation of the Utilities Director that Addendum No. 95-
05 providing the Field Evaluation, Sanitary Sewer Evaluation System (SSES) Report,
Contract Documents and Construction Observation required for the I&I rehabilitation of the
Woodlands Country Club area sanitary sewer system, not to exceed $118,100.00 be
approved and executed; and
WHEREAS, the City Commission of the City of Tamarac, deems it to be in the best
interest of the citizens and residents of the City of Tamarac to accept and execute
Addendum No. 95-05 to the Engineering Agreement with Hazen & Sawyer, P.C. for the
Field Evaluation, SSES Report, Contract Documents and Construction Observation
required for the I&I rehabilitation of the Woodlands Country Club area sanitary sewer
system.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this resolution.
SECTION 2: The appropriate City Officials are hereby authorized to
accept and execute Addendum No. 95-05 (attached hereto as "Exhibit 1 ") with Hazen &
Sawyer, P.C. under the Engineering Consulting Services Agreement (attached hereto as
"Exhibit 2") providing for Field Evaluation, TV Inspection/Sewer Cleaning, Manhole
Inspection, Limited SSES Report, prepare Contract Documents and Construction
Observation for the Inflow & Infiltration Rehabilitation in the Woodlands Country Club area
(attached hereto in map form as "Exhibit A") for an amount not to exceed $118,100.00 to
be funded from the Utilities West Capital Improvement (Grant) Fund or from Stormwater
Management Funds, if deemed appropriate by Staff.
SECTION 3: All Resolutions or parts of Resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid,
in part or application, it shall not affect the validity of the remaining portion or application
of the Resolution.

In accordance with your instruction, we are pleased to submit this Task Order Authorization
(Addendum No. 95-05) to provide engineering services as described hereinafter. It is understood
that said services will be provided in accordance with our City Consulting Engineering Services
Agreement with the City, as authorized by the City on February 23, 1994. Except as may be
explicitly revised or amended below for application specifically to this Addendum, all provisions
of said Agreement shall apply. In accordance with Section I of the Agreement, ENGINEER has
assigned Job Number 8606 to the task(s) included under this Addendum.

Preamble
The CITY of Tamarac (CITY) has experienced severe
Infiltration/Inflow (1/1) problems in the Woodlands Country
Club area. In order to correct these problems, the CITY
has initiated an 1/1 reduction program. The program shall
consist of a limited Sewer System Evaluation Survey
(SSES) based on 1/1 information already obtained by
CITY and the rehabilitation of a portion of the Woodlands
sanitary sewer system. Hazen and Sawyer, P.C. (H&S)
will work with the CITY on several tasks of this program.
. The Woodlands Country Club area is located in the
southeast corner of the CITY. It is bordered to the north
by Commercial Boulevard, to the east by Rock Island
Road, to the south by 44th Street and, to the west by
64th Avenue. The sanitary sewer system consists of 278
manholes, 52,500 linear feet of gravity lines and six lift
stations. 1/1 flow reduction activities consisting of
SSES/Rehab work will be directed at this area. The
CITY has video taped 33 of 278 sewer pipe segments.

Smoke Testing Supervision 45 Days
Smoke testing is performed by CITY Forces under dry
weather conditions with equipment furnished by the CITY
and is intended to detect inflow such as storm sewer
cross -connections and point source inflow leaks in
drainage paths, roof leaders, cellars, yard and area
drains, fountain drains, abandoned building sewers, and
faulty service connections. The whole Woodlands
service area will be smoke tested.

The CITY will coordinate with municipal departments
(Utilities, Police, and Fire) serving the area and with
traffic authorities. The purpose of these meetings is to
coordinate each phase of the work with all departments
affected. H&S shall supply door hangers for public
notification to be distributed by the CITY.
Approximately 52,500 linear feet of sewer lines will be
smoke tested. This task will require approximately 100
independent smoke tests.
H&S shall assist the CITY with equipment requirements,
public notification assistance, smoke testing forms and
the documentation of observations regarding each leak
identified on a smoke sketch. The smoke sketch will
include location, personnel, date, and a schematic layout
of the manhole and sewer line under testing. The CITY
will photograph and identify smoke leaks.
2 TV Inspection/Sewer Cleaning 60 Days
The intent of this Task is to identify sewer pipes that
require repairs to reduce 1/1. Prior to performing the TV
Inspection, the sewer pipes must be cleaned.
The intent of sewer line cleaning is to remove foreign
material from the sewer lines for clear viewing of the
interior surface of the pipe during TV Inspection and to
restore the sewer to near original carrying capacity. Part
of the success of TV Inspection depends upon the
cleanliness of the lines. Conditions such as broken pipe
and major blockages may prevent cleaning from being
accomplished, especially where additional damage would
result if cleaning were attempted or continued.
The cleaning equipment shall be capable of removing
dirt, grease, roots, rocks, sand and other materials and
obstructions from the sewer lines and manholes. Where
deposition remains over three passes with the jet cleaner
(high pressure), then heavy cleaning employing
numerous passes with the jet cleaner.

Task
Order General Description
After cleaning, the pipe segments shall be video taped
with a closed-circuit pan -and -tilt camera. Each lateral
shall be identified by the associated house(s) street
address. Active when flow is coming out of laterals, the
water meter(s) of the associated house(s) shall be
checked.
Debris from the sewer cleaning operation shall be
collected at downstream manholes, removed from the
system by physical or mechanical means and disposed
to a local location designated by the CITY. Disposal
costs are not included. This scope assumes that the
sewer cleaning debris proves to be non -toxic similar to
the treatment plant grit which has been classified as non-
toxic.
Payment for TV Inspection and cleaning will be made on
. a unit price basis as follows: Normal cleaning and TV
Inspection $1.50/LF and heavy cleaning and TV
Inspection $3.50/LF. It is estimated that 40,000 feet of
sewer lines will be Inspected; approximately 4,500 feet
of which requiring heavy cleaning. H&S will engage the
services of a subcontractor to perform the cleaning and
video taping of the sewer lines.
3 Review Video Tapes
H&S shall review approximately 52,500 linear feet of
sewer line video tape made either by or for the CITY in
the Woodland areas, and make necessary repair
recommendations.
Review of videotaped pipelines shall be performed to
determine the location and extent of any obstructions
such as dropped joints, protruding tees, broken pipe, and
other pipe defects that may permit groundwater
infiltration.

General Description
The specific location, condition, estimated flow rate and
costs of rehabilitation for each source if 1/1 defined in the
selected segments shall be determined. Descriptive
records of all structural defects, service connections,
abnormal conditions and other pertinent observations
shall be prepared during TV Inspection. Videotapes shall
be produced of the entire TV Inspection and shall be
turned over to the CITY at the completion of the
program.
Manhole Inspection
The purpose of this phase of the program is to determine
the physical condition of manholes and connecting sewer
lines, location and length of the sewer system, and
identify excessive infiltration and inflow within the
designated drainage areas. Manholes shall be inspected
from above ground; manholes will not be entered
Information obtained during the physical survey will be
utilized in determining rehabilitation costs and methods.
It is estimated that 95 percent (264 of 278) of the
manholes within the Woodlands system will be physically
inspected. It is assumed that the remaining manholes
will not to be located and/or not be accessible to H&S or
the CITY.
Payment for manhole inspection will be made on a unit
price basis of $45.00 each. It is estimated that 264
manholes will be inspected.
Limited SSES Report
H&S shall complete the SSES report which shall identify
the specific location, conditions, estimated flow rate and
cost of rehabilitation for each defined source of
excessive 1/1 detected in the previous tasks.

H&S shall organize the rehabilitation program in terms of
technology, quantities of work and unit cost for each
technology. The objective is to prepare four construction
contracts in order to procure specialty contractors to
perform the work. It is assumed that contracts for the
performance of work will be "piggy -backed" off of other
existing contracts in the area.
