R-95-//0 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR FINANCIAL ASSISTANCE FROM THE UNITED STATES INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) THROUGH THE BROWARD COUNTY METROPOLITAN PLANNING ORGANIZATION (MPO) FOR A TRANSPORTATION ENHANCEMENT PROJECT TITLED "BIKE RACK PARKING SYSTEM` PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac, Florida, wishes to encourage residents to use bicycles as a form of transportation; and WHEREAS, the City Commission of the City of Tamarac is requesting a Bike Rack Parking System Project be considered and placed on the Broward County Metropolitan Planning Organization (MPO) enhancement cycle 1995 priority projects list; and WHEREAS, the City Commission of the City of Tamarac, Florida, wishes to place bicycle parking racks and maps (indicating location of the city bike racks) in the City parks, the City Hall and BSO parking area, and in the eight (8) large shopping centers; and WHEREAS, it is a requirement of the program that this resolution be adopted and become an official part of the application; and WHEREAS, the City Commission of the City of Tamarac, Florida, is willing to contribute local funds in the amount of Twenty Thousand Dollars ($20,000.00) (20 percent of the match) for financial assistance to the project; and WHEREAS, the City Commission of the City of Tamarac has an officially adopted local comprehensive plan, including a trafficway element, pursuant to the Local May 12, 1995 -Temp. Reso. #7076 2 Government Comprehensive Planning Act, and all segments of the public were offered an opportunity to participate in the planning process leading to the adoption of this document; and WHEREAS, the City Commission of the City of Tamarac has determined the Bicycle Rack Parking System project to be consistent with the goals, objectives and policies of the Tamarac Comprehensive Plan; and WHEREAS, the Director of the Community Development Department recommends approval of this request; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to have a Bike Rack Parking System. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and is hereby made a specific part of this Resolution. SECTION 2: The City Manager is hereby authorized to request consideration and placement of the Bike Rack Parking System Project on the Broward County MPO's Transportation Enhancement Priority Lists, for funding under the Intermodal Surface Transportation Efficiency Act (ISTEA). (One or more may apply). The bicycle parking system will enhance the intermodal transportation system by providing parking at the heavily used and popular shopping centers within the City of Tamarac, as well as the municipal areas such as the library, City parks and the City Municipal Complex. This system is directly related to Policy 05.03.03 of the Broward County Land Use Plan for bikeways, pathways and greenways. By creating ample and secure bicycle parking, there should be an increase usage of bicycles, thus reducing the amount of automobile traffic throughout the City. The eight (8) shopping centers are located on major thoroughfares in Broward County, i.e., Commercial Boulevard, University Drive, McNab Road, Pine Island Road, Nob Hill Road, and U.S. 441. 2.(c) Where is the project located (and what are the termini, if appropriate)? Include location map. The project location is Citywide. The specifics are: Sunshine Plaza located on the northeast corner of U.S. 441 and Commercial Boulevard; 2. Midway Plaza located on the northwest corner of NW 57 Street and University Drive; 3. University Commons located at the southeast corner of McNab Road and University Drive; 4. Big Lots Plaza located on the northeast corner of University Drive and NW 57 Street; 5. Albertson's located at the northeast corner of University Drive and McNab Road; 6. Tamarac Town Square located at the southwest corner of Southgate Boulevard and Pine Island Road; Page 5 7. Tamarac Square West located at the northwest corner of Pine Island Road and McNab Road; and 8. The project special characteristics include ample and secure parking facilities at all of the major shopping centers in the City of Tamarac, as well as all of the municipal City facilities and community facilities used exclusively for bicycle and bicycle trail systems consistent with the Outdoor Recreation and Florida Plan of 1994, the Broward County Comprehensive and Land Use Plan and the City of Tamarac Comprehensive and Land Use Plan. Large laminated maps illustrating all City bike parking locations, bike paths and trails will be placed at each location. Smaller brochure type maps (8 % " x 14") will also be printed and available for bike users. 2.(e) Describe the project's existing right of way ownerships. Page 7 k7yt//o 0 Supplemental Facilities Providing bicycle parking facilities is an essential element in an overall effort to promote bicycling. People are discouraged from bicycling unless adequate parking is available. Bicycle parking facilities should be provided at both the trip origin and trip destination and should offer protection from theft and damage. The wide variety of bicycle parking devices fall into two categories of user needs: commuter or long-term parking, and convenience or short-term panting. The minimum needs for each differ in their placement and protection. Long-term parking is needed at locations such as employment centers, transit or subway stations, and multi -family dwellings. Facilities should be provided which secure the frame, both wheels, and accessories and which offer protection from the weather. Bicycle lockers and attended storage areas are good examples of long-term parking facilities. Short-term parking is needed at locations such as shopping centers, libraries, recreation areas, and post offices. Facilities should be very convenient and be near building entrances or other highly visible areas which are self policing. The facility should be designed so that it will not damage bicycles (bent rims am common with racks that only support one wheel). If bicycle parking is not properly designed and located., bicyclists will use trees, railings, and other appurtenances. This practice can damage the appurtenances and create an obstruction for pedestrians. Several factors should be considered when planning and providing bicycle parking facilities. Cate should be given in selecting the location to en, that bicycles will not be damaged by motor vehicles. Pmidag facilities should not intcrfetwith the normal pedestrian flow. Also, facilities should be designed so that persons parking their bicycles will not disturb other parked bicycles. The amount of security needed to prevent theft needs to be evaluated for each a=ea- Facilities should be able to accommodate a wide range of bicycle shapes and sizes including tricycles and trailers if used locally. Finally, facilities should be simple to operate. If possible, signs depicting how to operate the facility should be posted. In addition to bicycle parking facilities, there are several other improvements that complement bicycle paths and roadway improvements. For example, on long, uninterrupted bicycle paths, turnouts or rest areas may be provided. Provisions should be considered for interfacing bicycle travel with public transit, such as racks on buses, buses converted to carry bicycles aboard, or allowing bicycles on rapid rail facilities. Printing and distributing bicycle route maps is a high benefit, low cost project that is easily accomplished. Maps can help bicyclists locate bikeways, parking facilities, and identify the relative suitability of different segments of the road system. Also, maps can help bicyclists avoid narrow, high speed, or high volume roads, one-way streets. barriers, and other problems. The City Commission of Tamarac believes the Bicycle Parking System to be well suited to the needs of the community as it is expected to grow into the 21 century. 1. General Score 1.1 Benefits to neighborhoods and community quality of life There are a growing number of bicyclists in the City of Tamarac as well as in the adjacent cities. More and more individuals are using bicycles not only for recreation and exercise, but also as an alternate form of transportation. Using a bicycle as a mode of transportation, replacing the vehicle, increases the need for safe parking facilities and property marked routes. By providing bicycle enhancements, the City of Tamarac will add to the quality of life our residents and visitors, as well as encourage the use of bicycles as an alternate mode of transportation. 1.2 Community Needs The Community Development Department regularly receives questions and concerns regarding current sidewalks and bicycle paths as well as questions and concerns about future plans for sidewalks and bicycle paths. The City of Tamarac has a large constituency of residents who use bicycles, and many of them are over the age of 62. 1.3 Cost Effectiveness The combination of high, medium and low security bicycle parking facilities make the plan economically sound. 1.4 Bonus Score Funding from ISTEA makes this project feasible in a shorter period of time. 2. Activity Specific Score 2.1 Mobility Specific Group The Bicycle Parking Rack System is a qualifying activity within the Transportation Enhancement Project categories. Page 18
