R-95- iI A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE OFFICIALS TO ENTER INTO AN AGREEMENT WITH WILLIAMS, HATFIELD AND STONER, FOR THE DESIGN, BIDDING, PERMITTING, CONSTRUCTION DOCUMENTS, AND CONTAMINATION ASSESSMENT PLAN FOR THE REMOVAL AND REPLACEMENT OF THE FUEL CONTAINMENT STRUCTURE AT TRACT 27 WATER PUMPING STATION AND THE REMOVAL OF THE FUEL CONTAINMENT STRUCTURE AT THE WATER TREATMENT PLANT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Work Authorization No. 5 to the Engineering Agreement with William, Hatfield and Stoner for the design, bidding, permitting , construction documents, and Contamination Assessment Plan for the removal and replacement of the fuel containment structure at Tract 27 water pumping station, and the removal of the fuel containment structure at the Water Treatment Plant; and WHEREAS, it is the recommendation of the Utilities Director that Work Authorization No. 5 providing for the design, bidding, permitting, construction documents, and Contamination Assessment Plan for the Tract 27 fuel containment structure and the Water Treatment fuel containment structure removal be approved and executed. Reso. 6951 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City Officials are hereby authorized to accept and execute Work Authorization No. 5 (attached hereto as Exhibit 1 ) with Williams, Hatfield and Stoner, Inc. providing for the design, bidding, permitting, construction documents, and Contamination Assessment Plan for the removal and replacement of the fuel containment structure at Tract 27, and the removal of the fuel containment structure at the Water Treatment Plant, for an amount not to exceed $31,600 to be funded from Account No.432-888-533-671, entitled "TRACT 27 FUEL CONTAINMENT STRUCTURE". SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part of application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. -2 - I SECTION 5: passage and adoption. DATE•Q5 117q< WORK AUTHORIZATION NO. 5 FOR ENGINEERING SERVICES PROTECT NO. (CITY) 4027.05 (WHS) TITLE: Fuel Tank Replacement at the Nob Hill Road Water Pump Station and Fuel Tank Removal at the Water Treatment Plgn I. Project Description The purpose of this work authorization is to prepare plans and specifications for the removal of a below ground fuel storage tank and for the construction of a new above ground tank at the remote water pump station at 7750 Nob Hill Road. The work authorization also includes specifications for the removal of the existing generator fuel tank at the City water treatment facility. Work includes assisting the City in • obtaining necessary permits, preparing contract documents for bidding and construction and the required Contamination Assessment Plan. II. Scope of Work WHS will be using a subconsultant, EMCON Southeast, who specializes in environmental services for fuel facilities to prepare plans, technical specifications and permit applications for the project work. WHS's primary duty will be to provide project management, coordination with the City, quality control and some inspection time associated with certification of permits. The scope of specific work items are as follows: Task 1-_Prepgration of Bid Specifications The consultant will prepare bid specifications, plans, drawings, closure permit applications, and schedules of value with line items for approximated bid quantities for contractor pricing for the following: 1. Removal of the abandoned 2,000 gallon above ground storage tank, containment system and generator muffler located at the water plant at 7803 NW 61st Street in Tamarac, Florida. 4027-05.WA5/68P/010695 n' ��- / "tg-- WORK AUTHORIZATION NO. 5 Page Z 2. Removal of the existing 2,000 gallon underground fiberglass storage tank located at 7750 Nob Hill Road in Tamarac, Florida. This will include plans for excavation, materials disposal and site restoration. 3. Construction and installation of a 2,000 gallon aboveground fuel storage tank at 7750 Nob Hill Road. This will include plans in accordance with state, county and city regulations. Plans will include berming and/or landscaping around the tank to prevent it from becoming a nuisance. The consultant will provide two copies of these specifications and plans to the City of Tamarac for review. The consultant will allow for making minor plan revisions under this proposal so long as they do not require more than 8 labor hours to complete. A final set of plans and bid specifications will be prepared which will include City standard contract documents. The consultant will provide 10 sets of plans and specifications for bidding by the City. • Task 2 - Meetinjzs The consultant shall attend one prebid and one preconstruction meeting to be held within the City of Tamarac. The consultant will allow for a total of 8 labor hours to be allocated towards responding to questions and comments concerning the bid specifications or plans by either bidders or selected contractor. Task 2 - Inspections The project engineer will make two site inspections to each facility during the tank removal phase as well as two inspections during the tank replacement at 7750 Nob Hill Road. A final inspection will be made of each facility once construction and site restoration is complete. Consultant will provide three copies of a signed and sealed letter which will describe the results of this inspection. The consultant will provide certifications of the permits and associated surveys. 4027-05.wA5/68P/010595 ):�' �'6- /'� WORK AUTHORIZATION NO. 5 Page 3 Task 4 - Contamination- AssessmentPlan (CAP) A CAP is required for all sites where fuel storage tanks are removed (i.e. closed) according to Broward County Ordinance, Chapter 27. This CAP must be signed and sealed by either a licensed P.E. or P.G. The consultant will provide for the necessary testing, data and analysis to complete OAPs for both facilities. The testing shall include sampling and analysis of soil using approved field analytical equipment during the tank removal operations as well as collection of a sample of soil for analyses required for disposal should the excavation at one of the sites be considered excessively contaminated. Installation and sampling of two monitoring wells and analysis of two groundwater samples required sample blanks for chemical associated with diesel fuel will also be included in the testing. Data shall include assimilating waste manifest data from the tank disposal, providing scaled drawings of the tank areas and providing background data concerning the history of the two tank facilities. The City of Tamarac will be provided with a draft copy of each CAP. Comments will be incorporated into each document so long as they take no more than 8 total labor hours to address. . The City of Tamarac will receive three bound copies of each CAP, plus submittal of these documents to Broward County will be made by the consultant. Work required for removal of contaminants as a result of the CAP, shall be additional services covered by a separate authorization or amendment. III. Schedule Plans and specifications for City review will be prepared within 90 calendar days after the date of execution. The time required for permitting is agency dependent and may vary. Services during advertisement and bidding will start shortly after the final design has been approved and permitted. The bidding and construction phase is expected to last 6 months. IV. Compensation The proposal cost and proposed scope of work are based on information available to WHS at this time. If conditions change, unforseen circumstances are encountered, or work efforts are redirected, the cost will require written modification and approval. Payment of services is authorized by Section III, Fees and Payments for Services of the above referenced Agreement. 4027-05.wA5/68P/010595 0 0 E WORK AUTHORIZATION NO. 5 Page 4 The cost of performing the scope of services shall be paid on an hourly rate basis plus reimbursable expenses. Rates and reimbursable expenses are as defined in the Agreement.
