RESOLUTION NO. R-95- 4
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO ENTER INTO AN
AGREEMENT WITH HAZEN & SAWYER, P.C. , FOR THE
DESIGN, BIDDING, PERMITTING AND CONSTRUCTION
DOCUMENTS FOR THE INSTALLATION OF WATER AND
WASTEWATER UTILITIES ASSOCIATED WITH THE
DEVELOPMENT OF THE NORTH HALF OF LAND SECTION
7, HIATUS ROAD AND THE EASTM/EST SERVICE ROAD
(N.W. 67th STREET); PROVIDING FOR FUNDING IN
ACCOUNT NO. 432-888-536-67L ENTITLED, "NORTH HALF
LAND SECTION 7 UTILITIES"; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be
in the best interest of the citizens and residents of the City of Tamarac to accept and
execute Addendum No. 95-01 to the Engineering Agreement with Hazen & Sawyer,
P.C. for the design, bidding, permitting and construction documents for the installation
of the water mains, force main, lift station and gravity sewer associated with the
development of the North half of Land Section 7, Hiatus Road and the East/West
Service Road (N. W. 67th Street); and

WHEREAS, the City of Tamarac is encouraging development in the area
between the Sawgrass Expressway, Nob Hill Road, Commercial Boulevard and McNab
Road (Land Section 7) as a light industrial area; and
WHEREAS, the City plans to encourage development in this area by
facilitating road, water and wastewater infrastructure to support light industrial users;
and
WHEREAS, the City of Tamarac Utility Department will be funding certain
Water and Wastewater Utilities within the area of the proposed Hiatus Road and the
East/West Service Road (N.W. 67th Street) in the North half of Land Section 7; and
WHEREAS, The costs of the engineering services for the construction
documents of the water and wastewater utilities will be funded by a transfer of $68,700
from Account No. 432-872-588-99C entitled "Resources Available" (a CIAC
Contingency Fund) to Account No. 432-888-536-67L, entitled " North Half Land Section
7 Utilities" (a Capital Expenditure Fund); and
WHEREAS, it is recommendation of the Utilities Director that Addendum No.
95-01 providing for the design, bidding, permitting and construction documents for the
installation of City Utilities for the North Half of Land Section 7 be approved and
executed.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
resolution.
SECTION 2: That the appropriate City Officials are hereby authorized to
accept and execute Addendum No. 95-01 with Hazen & Sawyer, P.C. providing for the
design, bidding, permitting and construction documents for the installation of water and
wastewater utilities for the North half of Land Section 7 (attached hereto as Exhibit 1"
and in map form as Exhibit "2"), for an amount not to exceed $68,700.
SECTION 3: That $68,700.00 is approved to be transferred from
Account No. 432-872-588-99C, entitled "RESOURCS AVAILABLE" to Account No.
432-888-536-67L, entitled "NORTH HALF LAND SECTION 7 UTILITIES".
SECTION 4� All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.

SECTION 5: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining portions or
applications of this Resolution.

Addendum No. 95-01 to the Engineering Agreement to
Provide City Consulting Engineering Services
North Half Land Section 7 Utilities
In accordance with your instruction, we are pleased to submit this Task Order Authorization
(Addendum No. 95-01) to provide engineering services as described hereinafter. It is understood
that said services will be provided in accordance with our City Consulting Engineering Services
Agreement with the City, as authorized by the City on February 23, 1994. Except as may be
explicitly revised or amended below for application specifically to this Addendum, all provisions
of said Agreement shall apply. In accordance with Section I of the Agreement, ENGINEER has
assigned Job Number 8610 to the task(s) included under this Addendum.

PREAMBLE
UTILITIES
This addendum provides design services for utilities for
the undeveloped area of the North half of Land Section
7. The area included is bound by the Sawgrass
Expressway, McNab Road, Nob Hill Road and
Commercial Boulevard. Work is being performed in
conjunction with Roadway design being performed by
Carr Smith Associates.
NORTHWEST 67TH STREET
(East/West'Connector Road)
1.1 Geotechnical Services
• A field exploratory program shall be conducted
consisting of up to four standard penetration borings to
a maximum depth of 12 feet and two up to a maximum
depth of 25 feet.

1.2 Prepare Northwest 67th Street Contract Documents
Hazen and Sawyer, P.C. shall prepare plans and
specifications for construction of a wastewater force
main, sanitary sewer, water main and a lift station along
Northwest 67th Street in association with the expansion
of Hiatus Road in Land Section 7. Compensation is
based upon receiving accurate roadway survey and
base AutoCADD drawings from Carr Smith Associates
through the City. Since Carr Smith is preparing roadway
drawings, conflict resolution will not be required. Plan
and profile drawings shall be prepared utilizing
AutoCADD. Plans shall be drawn at a scale of 1 inch =
20 feet. The Underground Utilities (sanitary sewer,
wastewater force main and water main) shall be part of
a road construction contract prepared by Carr Smith.
The lift station shall be a separate bidding package.
Design was initiated under a separate contract
amendment.

The plan view for the Underground Utilities shall contain
all three underground utilities. Three separate profiles
shall be prepared, one for each underground utility.
Lift station design shall be based on the standard
Tamarac submersible lift station. The City will provide
AutoCADD files of the standard design. Hazen and
Sawyer shall coordinate with FPL for providing electrical
service to the lift station. Platting and easement
drawings, and dedication are by others. Pump selection
shall be based on flow projections for proposed
development and hydraulic analysis being performed
under a separate addendum.
1.3 Permitting 75 Days
Hazen and Sawyer, P.C. shall prepare and submit
permit applications for the force main and sanitary sewer
for BCDNRP to approval, and attend one meeting with
City/BCDNRP to discuss applications.
Hazen and Sawyer, P.C. shall prepare and submit a
permit application for the water main to BCPHU (FDEP's
local reviewer) for approval, and attend one meeting with
City/BCDNRP to discuss applications.
Dredge and fill permitting for wetland areas is being
performed by others.

1.4 Bidding Services --
Hazen and Sawyer, P.C. shall prepare bidding
documents for the City (reproducible drawings and
original technical specifications), entertain questions from
bidders pertaining to the Underground Utilities, attend a
prebid conference and prepare addenda for the
Underground Utilities contract.
Hazen and Sawyer, P.C. shall prepare bidding
documents, entertain questions from bidders, attend a
prebid conference, prepare and issue addenda, check
low bidder references, prepare a recommendation for
award for one contract and attend one City Council
meeting for the lift station contract.
2 HIATUS ROAD UTILITIES
2.1 Geotechnical Services

will not be required. Plan and profile drawings shall be
prepared utilizing AutoCADD. Plans will be drawn at a
