CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-95-Agq
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE AN
AGREEMENT WITH CARR SMITH ASSOCIATES TO
PROVIDE PROFESSIONAL SERVICES FOR THE
PROPOSED ROLLER HOCKEY ARENA AT TRACT 27
SPORTS COMPLEX, FOR AN AMOUNT NOT TO
EXCEED $29,920; PROVIDING FOR CONFLICT,
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE. _
WHEREAS, Section 287.055, Florida Statutes, (Consultant's Competitive
Negotiation Act), makes a provision for a "continuing contract" with a firm to provide
professional services to the City for projects in which construction costs do not exceed
$500,000; and
WHEREAS, the City has selected the consultant in accordance with the provisions
of Florida Statutes, who will provide professional services as directed by the Owner for
such projects and/or tasks as may be required from time to time by the Owner; and
WHEREAS, it is the recommendation of the Public Works Director and City Engineer
that the agreement for professional services with Carr Smith Associates of Fort Lauderdale,
Florida be executed; and

WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interest of the citizens and residents of the City of Tamarac to be able to obtain
professional services expeditiously when a need arises in connection with a study or a
partial or complete construction project; and
WHEREAS, it is the recommendation of the Public Works Director and City Engineer
that Carr Smith Associates be retained to provide professional services for the Roller
Hockey Arena at Tract 27 Sports Complex for an amount not to exceed $29,920,00; and
WHEREAS, the City Commission of the City of Tamarac deems it in the best interest
of the citizens and residents of the City of Tamarac to retain Carr Smith Associates to
provide professional services for the Roller Hockey Arena at Tract 27 Sports Complex for
an amount not to exceed $29,920.00; and
WHEREAS, Account Number 142-888-572-63G entitled Roller Hockey has been
established for this project to fund the professional services; and
WHEREAS, the City Code of the City of Tamarac allows the City Manager to
approve individual and separate change orders to contracts, provided each change order
totals less than $10,000; and
WHEREAS, change orders are an acceptable and sometimes unavoidable part of
a contract; and

WHEREAS, future change orders are likely to occur and the amount of $10,000 is
deemed prudent and sufficient by the Public Works Director and City Engineer at this time
to cover future change orders associated with this project; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
ectio 1: The foregoing "WHEREAS' clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this Resolution.
Section Z That the appropriate City Officials are hereby authorized to execute an
Agreement with Carr Smith Associates to provide professional services to the City for the
Roller Hockey Arena at Tract 27 Sports Complex for an amount not to exceed $29,920.00,
a copy of said agreement being attached hereto as Exhibit "'I".
Section 3: That funding for these professional services be from Account Number
142-888-572-63G entitled Roller Hockey.
Section 4: That if any clause, section, or part of application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portion or application of this
Resolution.

Section 5: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
Section 6: This resolution shall become effective immediately upon its passage
and adoption.

RE: TRACT 27 TAMARAC SPORTS COMPLEX
ROLLER HOCKEY ARENA
SCOPE OF SERVICES AGREEMENT
Dear Mr. Sparks:
Carr Smith is pleased to submit herein our revised Scope of Services Agreement and Manhour
Estimate (Attachment A) for providing Planning, Engineering and Survey services to the City of
Tamarac for the design of improvements associated with the proposed Roller Hockey Arena.
More specifically the services are divided into three phases as follows:
PP1,gseI - Site Planning Services
Carr Smith shall prepare a site plan showing existing improvements and proposed
improvements at the Sports Complex. Processing through the DRC committee shall be the
responsibility of the City Engineer's office.
Phase II - Sits Engineering Services
Carr Smith shall prepare construction documents for public bid of the proposed Roller
Hockey Arena. Documents shall include 1)Horizontal Control Plan, 2) Grading & Drainage
Plan, 3) Fencing Plan, 4) Lighting Plans, and appropriate specifications and details.
In addition to the construction documents outlined above, I have included 12 hours of
bidding assistance and/or construction inspection time.
Phase III -Off-Site Engineering Plans
Carr Smith shall prepare plans for the construction of left and right turn lanes at the project
entrance on Nob Hill Road. Plans shall be submitted to Broward County Engineering
Department for their approval and permitting, and shall meet their requirements for
construction in County Right -of -Way. All permit and review fees shall be the responsibility
of the City of Tamarac.

The proposed manhours (Attachment A) were developed based on our discussions of services to be
provided and should be in accordance with your stated objectives. We will perform the services
outlined above for a total fee not to exceed $ 29,200.00.
Should this agreement be acceptable to the City of Tamarac, please execute below and return a copy
to this office. Should you have any questions and/or need additional information, please do not
hesitate to call me.
