CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-95,2?
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, ENDORSING THE
CONCEPT OF CRIME PREVENTION THROUGH
ENVIRONMENTAL DESIGN (CPTED) REVIEW PRIOR
TO THE ISSUANCE OF DEVELOPMENT PERMITS;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFEQTIYL DATE.
WHEREAS, the Broward County Sheriff and Captain of the Tamarac District have
endorsed the Concept of Crime Prevention through Environmental Design (CPTED); and
WHEREAS, the City of Tamarac finds that Crime Prevention Through Environmental
Design (CPTED) review is effective in the deterrence of crime; and
WHEREAS, the City of Tamarac endorses the concept of CPTED review prior to
the issuance of development permits, and
WHEREAS, the Director of Community Development recommends approval of this
request, and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to approve the
concept of CPTED review prior to the issuance of development permits.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
$ ('TION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and is hereby made a specific part of this Resolution.
SECTION 2: That the City of Tamarac endorses the concept and the
following principles of Crime Prevention Through Environmental Design (CPTED) to be
utilized prior to the issuance of a development permit:
1) Provision of natural surveillance.
a. The placement and design of physical features to maximize visibility.
This will include building orientation, windows, entrances and exits,
parking lots, walkways, guard gates, landscape trees and shrubs,
fences or walls signage and other physical obstructions.
b. The placement of persons and/or activities to maximize surveillance
possibilities.
C. Lighting that provides for nighttime illumination of parking lots,
walkways, entrances and exits.
2) Provision for natural access control.
a. The use of sidewalks, pavement, lighting and landscaping to clearly
guide the public to and from entrances and exits.

b. The use of fences, walls or landscaping to prevent and/or discourage
public access to or from dark and/or unmonitored areas.
3) Provision of territorial reinforcement.
a. The use of pavement treatments, landscaping, art, signage, screening
and fences to define and outline ownership of property.
4) Maintenance
a. The use of low maintenance landscaping and lighting treatment to
facilitate the CPTED principles of natural surveillance, natural access
control and territorial reinforcement.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
�T. ION : If any clause, section, other part or application of this Resolution
is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
