Reso. # 6613 CITY OF TAMARAC, FLORIDA RESOLUTION NO. R-94-� A RESOLUTION EXPRESSING CONCERN BY THE CITY COUNCIL OF THE CITY OF TAMARAC RELATIVE TO HOUSING FOR THE HOMELESS; URGING THE FEDERAL AND STATE GOVERNMENTS ALONG WITH ALL OTHER LOCAL AND COMMUNITY AGENCIES TO PROVIDE THE NECESSARY HOUSING AND ASSISTANCE FOR PEOPLE WITHOUT OTHER MEANS; EXPRESSING THE VIEW THAT POVERTY, MENTAL ILLNESS AND DRUG ABUSE, WHICH ARE ALLIED AND ASSOCIATED AND CONTRIBUTORY COMPONENTS TO HOMELESSNESS, BE DEALT WITH IN A COMPREHENSIVE AND THOUGHTFUL FASHION; EXPRESSING A WILLINGNESS TO PARTICIPATE IN MEANINGFUL ACTIVITIES TO REDUCE THE INCIDENCE OF HOMELESSNESS AMONG INDIVIDUALS AND FAMILIES IN BROWARD COUNTY; PROVIDING FOR FORWARDING OF THIS RESOLUTION TO INTERESTED PARTIES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, an increasing number of Americans lack suitable housing and constitute a growing homeless polulation; and WHEREAS, poverty, mental illness and drug abuse are part of the cause and part of the problems associated with homelessness; and WHEREAS, the Federal, State and local governments must work together with private industry to develop a comprehensive approach to dealing with homeless problems; and WHEREAS, over fifty (500) percent of the homeless population are single men, fifteen (15°6) to twenty five (25°;) percent of the single homeless population is infected with HIV and thirty (30;) to fifty (500) percent of the homeless population are mentally ill; and WHEREAS, it is important to deal with each and every one of these related and associated problems; and WHEREAS, concepts such as efficient delivery of governmental services, special funding and other matters for aid and treatment for the homeless, the provision of homeless shelters and other activities should all be studied in an effort to alleviate this problem. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25. 26 27 28 29 30 31 32 33 34 35 Temp. Reso. # 6613 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are true and correct and are hereby ratified by the City Council. SECTION 2: The City of Tamarac is willing to actively engage in a dialogue and analysis that will lead to an appropriate response for the growing problems of the homeless. SECTION 3: The Federal Government, the Department of Housing and Urban Development, the Department of Health and Rehabilitative Services of the State of Florida and local governmental agencies must work together to cooperatively assist in solving the homeless problem. SECTION 4: That solutions involving housing facilities, proper care, nutrution and health planning, education and mental health treatment all are important needs for alleviating the distress of the homeless population. SECTION 5: That the population at large must be sensitive to the needs of a growing homeless population. SECTION 6: That cooperative partnership arrangements between Federal, State and local government are necessary to help eliminate the human suffering associated with homelessness. SECTION 7: Copies of this Resolution shall be furnished to all interested parties including the President of the United States, Governor of the State of Florida, the Secretary for Housing and Urban Development, Henry Cisneros, the Florida Department of Health and Rehabilitative Services, the County Commission and other neighboring municipalities. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 Temp.
