R-94- 77 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ACCEPT AND EXECUTE ADDENDUM NO. 94-07 TO THE ENGINEERING AGREEMENT WITH HAZEN AND SAWYER PROVIDING FOR HYDRAULIC MODELING OF WATER AND WASTEWATER SYSTEMS OF TAMARAC UTILITIES WEST AND TAMARAC UTILITIES EAST; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to accept and execute Addendum No. 94-07 to the Engineering Agreement with Hazen and Sawyer providing for hydraulic modeling of water and wastewater systems of Tamarac Utilities West and Tamarac Utilities East; and WHEREAS, it is the recommendation of the Utilities Director that Addendum No. 94-07 providing for the hydraulic modeling of water and wastewater systems of Tamarac Utilities West and Tamarac Utilities East between the City of Tamarac and Hazen and Sawyer, be approved and executed. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: -SEQTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City Officials are hereby authorized to accept and execute Addendum No. 94-07 (attached hereto as Exhibit 1) with Hazen Temp. Reso 6932 Rev. l - 12/16/94 and Sawyer, Inc. providing for hydraulic modeling of water and wastewater system of Tamarac Utilities West and Tamarac Utilities East for an amount not to exceed $77,000.00 to be funded from Account No. 425-888-536-67G, entitled HYDRAULIC STUDY/WATER AND SEWER. ECTION_3: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portion or applications of this Resolution. It is understood • that said services will be provided in accordance with our City Consulting Engineering Services Agreement with the City, as authorized by the City on February 23, 1994. Except as may be explicitly revised or amended below for application specifically to this Addendum, all provisions of said Agreement shall apply. Colombia 4_ �L.-�4, HAZEN AND SAWYER C� • • Task Order 1.1 iW� CITY OR TAMARAC HYDRAULIC MODELING TASK SCHEDULE General Description WATER SYSTEM HYDRAULIC MODEL Investigative Phase Review present and future service areas and local service zones based upon existing system mapping information and planning data provided by the City. Review customer water billing reports to determine water demands based upon established service areas and local service zone for system modeling purposes. Prepare a technical memorandum describing the results of the investigation. Field Phase Review existing City operating records to determine the current performance of distribution system elements (high service pumps, trunk main flows, storage tank levels, etc.) to assist in the determination of overall system performance and the identification of key areas for specific field tests. Hazen and Sawyer shall coordinate field study by City staff of the distribution system to determine performance of the existing system and to provide base data for distribution system modeling to supplement existing operating data, as appropriate. The City will provide information on pipe material and approximate age which will be used determine initial Hazen -Williams "C" values. Hazen -Williams "C" value flow tests and hydrant flow tests will be conducted by City staff on key mains and on a representative number of small mains. In addition to providing information for the computer model, the tests will help determine the presence of closed or throttled valves on the larger mains and missing sections in smaller mains. Up to six tests would be conducted by City staff on mains 12 inches and larger, and ten tests on mains 10 inches and smaller. City will provide and install a field gauging connections (typically on fire hydrants or hose bibbs), flowmeters, pressure recorders and labor as required. Page 2 of 6 Hwd.8608C001 Time of Performance�'� Comnensatlon('� 180 Days $35,000 HAZEN AND SA VIR Task Time of • Order General Description Performance(') 1.3 Analysis Phase s Develop mathematical model of the water distribution system water main skeleton network based upon the City's existing water distribution CADD base map, taking into account the results of tasks for model calibration and verification. A separate model will be developed for Tamarac Utilities East (TUE). Models shall be based upon the Cybernet software package. Utilize the model to identify required facilities to maintain adequate water supply and pressure for consumption and fire flow demands based upon planned and projected growth. No pipelines less than 8-inches in diameter shall be considered in the skeleton system, except in TUE. City will provide minimum pressure to be supplied by the City of Fort Lauderdale, the source of the water for the system. After review of the modeling results, Hazen and Sawyer shall recommend areas for the City to field verify results and/or add to the skeleton model in the future. Evaluate model results. Prepare a technical memorandum identifying problem area and listing feasible options for rehabilitations, improvements and expansion of the existing distribution system. The purpose of the technical memorandum shall not be construed as to being a "Master Plan". Completed model of the skeleton system shall be furnished to the City for future analyses. Training of City personnel in the use of Cybernet is not included in this project. 2 WASTEWATER SYSTEM HYDRAULIC MODEL 180 Days 2.1 Investigative Phase Confirm present and future service areas and local service zones based upon existing system mapping information and planning data provided by the City. Hazen and Sawyer shall coordinate a field study by City staff of the system to determine the routing of current flows and performance of the existing wastewater transmission and pump station system. The City will provide information on pipe material and approximate age which will be used by Hazen and Sawyer to determine initial Hazen -Williams "C values. City staff will provide and install all field gauging taps, flowmeters, pressure recorders and labor as required to gather the necessary data. 2.3 Analysis Phase Develop mathematical model of the pump station and . force main system taking into account current and projected wastewater flows within individual collection zones. A separate model will be developed for TUE. Analysis does not include the gravity system and lift/repump stations upstream of gravity sewers. Determine the adequacy of pumping stations connected to the force main system to meet future pressure flow conditions under various operational scenarios. Hazen and Sawyer shall review current flow routing schemes and recommend modifications to minimize repumping where feasible. The City shall furnish basic pump station data from maintenance/inventory records compiled for each station. Data shall include pump performance curves, station configurations (two pumps, three pumps variable speed, etc.) and related data for implementation. The study area includes up to 50 lift stations. After review of the modeling results, Hazen and Sawyer will recommend areas for the City to field verify results. • Page 4 of 6 Hwd.8608C001 HAZEN AND SAWYER 0 • 1 Task Order General Description Evaluate model results. HYDRAULIC ANALYSIS AT LAND SECTION 7 3.1 Hazen and Sawyer shall perform hydraulic analysis for the water and wastewater systems in Land Section 7 as needed, as requested by the City. It is the intent of this Task to size pipelines for development prior to completion of the hydraulic computer modelling.
