R-92- 143d A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA AMENDING THE REVISED PERSONNEL MANUAL FOR THE EMPLOYEES OF THE CITY TO INCLUDE REVISIONS IN SECTION 10, RECRUITMENT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AU -EFFECTIVE DATE, WHEREAS, on February 24, 1988, the City Council of the City of Tamarac adopted Resolution R-88-57 to adopt a revised Personnel Manual; and WHEREAS, the Personnel Department has recently reviewed and revised the Recruitment Policy within the City to allow more time for in-house applicants to apply; and WHEREAS, the City Council of the City of Tamarac, Florida deems it to be in the best interests of residents of the City of Tamarac -to revise the Recruitment Policy. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION-2: That the Personnel Manual for the Employees of the City of Tamarac adopted on February 24, 1988 be amended to revise Article 10 "Recruitment" to include that "the department head shall recommend his/her selection'of the best qualified applicant to the City Manager and that the posted in-house policy shall be five (5) working days instead of three (3) days (attached hereto and made a part hereof as "Exhibit "A"). SECTIQN 3: All resolutions or narts of rP�qnliitinnfi in conflict herewith are hereby repealed to the extent of such Conflict. 3 f i N Temp. Reso. #_ 6 7 9 8 REV. 11/30/92 SECTION 9: If any clause, section, other part o application of this Resolution is held by any court of competen jurisdiction to be unconstitutional or invalid, in part o application, it shall not affect the validity of the remainin portions or applications of this Resolution. ._ECTION 5: This Resolution shall become effectiv immediately upon its passage and adoption. The department head shall recommend his/her selection of the best qualified candidates to the PeF68Rnel DiFeetO City Manager. All job offers will be made by the Personnel Department. The City encourages promotion from within through job posting. All job vacancies, below the level of department head shall be posted in-house for thF "' days working day§ prior to initiating outside recruitment procedures. A department head has the right to promote qualified employees from within his/her department for a vacant position. If an employee is promoted in this manner, the job vacancy will be the position vacated by the promoted employee. Where there is no in-house appointment for the position: -the Florida State Employment services shall be notified of vacancy for recruitment purposes as well as for Veteran's preference; -organizations reaching minorities and handicapped individuals shall be notified; -advertisements shall be placed in local newspapers or professional journals or both; -active applications on file shall be reviewed and considered 14 EXHIBIT "A"
