CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-92-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TAMARAC IN OPPOSITION TO GOVERNOR CHILES'
PROPOSED 2-1/2 PERCENT TAX ON CENTRALIZED
WATER, SEWER AND SOLID WASTE SERVICES AND
PROVIDING FOR AN EFFECTIVE
WHEREAS, Governor Chiles has proposed a 2 and one-half
percent state tax on all centralized water, sewer system users and
customers of solid waste services; and
WHEREAS, centralized water and sewer services are among the
most basic of all municipal services; and
WHEREAS, this tax would fall on the most highly taxed people
in our state - those who live in urban areas; and
WHEREAS, approximately 30 percent of all water users receive
their water from wells and, therefore, would be exempt from this
tax; and
WHEREAS, approximately 40 percent of the people in Florida
are not hooked up to a centralized sewage system and, therefore,
would not have to pay the tax; and
WHEREAS, this proposal encourages wells and septic tanks and
discourages central service and collection systems for water and
sewer and, therefore, provides additional incentives to urban
sprawl; and
WHEREAS, this tax is the most regressive of all taxes because
it is unrelated to any measure concerning ability to pay, and it
falls on necessities even more basic than food and medicine; and
WHEREAS, this tax is expected to raise $100 million in state
revenue as a portion of Governor Chiles' $1.3 billion investment
budget; and
WHEREAS, this $100 million of urban citizens' funds will be
used to off -set the state's failure to provide educational
enhancements from the lottery.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF TAMARAC, FLORIDA:
SECTION _1_,. That the City of Tamarac opposes the Governor s
proposal to tax municipal delivery systems including water, sewer
and solid waste.
SECTION • That the City of Tamarac urges its legislative
delegation to defeat this proposal.
SECTION • That copies of this resolution be sent to the
Governor, all members of the Florida Legislature and the Florida
League of Cities.
SECTION 4: This Resolution shall become effective immediately
upon its passage.
