A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE CITY
MANAGER TO APPLY FOR FINANCIAL ASSISTANCE FROM
THE BROWARD COUNTY TREE TRUST FUND PROGRAM FOR
THE BEAUTIFICATION OF MEDIANS WITHIN "THE
BOULEVARDS" NEIGHBORHOOD IN TAMARAC, FLORIDA
IN THE AMOUNT OF $20,000.00; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE
I
WHEREAS, the City of Tamarac has prepared a grant application
for the beautification of medians within "The Boulevards"
neighborhood, in Tamarac, Florida under the Broward County Tree
Trust Program; and
WHEREAS, it is a requirement of the program that, this
Resolution be adopted and become an official part of the
application; and
WHEREAS, the City Manager is authorized to submit an
application requesting $20,000.00 in financial assistance from the
Broward County. Tree Trust Program for the beautification of
medians within "The Boulevards" neighborhood, in Tamarac, Florida;
and
WHEREAS, the City of Tamarac is in a fiscally and legally
responsible position to satisfactorily develop, operate and
maintain the project in accordance with the program requirements;
and
WHEREAS, the Assistant City Manager, Dina M. McDermott
qs
designated as the official liaison agent and City Manager John P.
Kelly is authorized to accept the grant and execute all
appropriate documents and contracts for the purpose of
administering the grant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

The City of Tamarac has a long-standing commitment to maintain a balance
between environmental and resource conservation protection. Our major goal
is the continuation of beautification of the City through landscaping public
medians and rights -of -way.
The City of Tamarac proposes as part of its Urban and Community Forestry
Program to plant native trees, shrubs, groundcovers, and wild flowers within
road right-of-ways to enhance our community.
Tamarac residents are dedicated and fully support the City's commitment to the
preservation of the environment and our on -going beautification project.
The project installation is planned to begin August 1992 and be completed by
December 1992.
The design concept consists of using plant material to define the entrances to
the City with supplemental plantings along streets and highways to:
- Add natural character to our community
- Provide colors, flowers, beautiful shapes, forms and textures
- Screen harsh scenery
- Soften the outline of roads and buildings
- Provide space definition and landscape continuity
- Reduce air pollution
- Fight the atmospheric Greenhouse effect
- Conserve water and reduce soil erosion
- Save energy
- Increase economic stability
- Reduce noise pollution
- Create wildlife and plant diversity
- Increase property values

BEAUTIFICATION
"The Boulevards" Landscape Plan design concept consists of using plant
material to define the entrance to "The Boulevards" at Prospect Road and
beautify medians within the neighborhood area. By improving the aesthetic,
environmental, and ecological qualities of the roadway and entry corridor into
the City, Tamarac will adopt an improved environmental awareness and
conservation as a blueprint to guide their future development.
Criteria for plant material selection includes ease of maintenance, proven
hardiness, and lack of supplemental watering requirements based on soils and
drainage patterns. The plan follows sound native and xeriscape principles.
If this project receives funding from the Broward County Tree Trust Fund
Program, the City of Tamarac will be responsible for the installation and
median maintenance. The City will also promote native and xeriscape
principals to area residents, using this project as a model planting.

SIZES
All sizes shown for plant material on the plan are to be considered as
minimums. All plant material must meet or exceed these minimum
requirements for both height and spread. Any other requirements for specific
shape or effect as noted on the plan will also be required for acceptance.
PLANT QUALITY
All plant material furnished by the landscape contractor unless otherwise
specified shall be Florida No. 1 or better, and shall be installed as specified in
grades and standards for nursery plants, part I, (3rd Ed., 1973) and part II (3rd
Ed., 1975) by the Florida Department of Agriculture and Consumer Services
Division of the plant industry.
PLANT ,INSTILLATION
All plantings shall be installed using sound horticultural practices as provided
by the American Horticultural Society. Plant installation and maintenance shall
occur without the interruption of traffic along Prospect Road or any adjacent
trafficways. Final grade in all planting areas is 2" below the curb, unless

All new trees and shrubs shall be located and planted so they are in
compliance with the setback requirements of the Florida Department of
Transportation and Broward County.
SAFETY
Landscape contractor is responsible for safety on the job, for his employers and
the public. Contact the City of Tamarac Engineering Department prior to
commencing work.
PLANT SOIL
All plant material installed shall be planted with planting soil, per detail, that is
clean and reasonably free of construction debris, weeds, viable weed seeds,
rocks, pests, and disease. The topsoil is be be amended with 40% muck. The
muck is to be free of excess calcium and have a light acid reaction (5.5 to 6.5
PH).
The minimum topsoil requirements are as follows:
Groundcover B" deep continuous layer.
Shrubs 4" deeper & 6" wider than container or rootball.
Trees 12" deeper & 12" wider than container or rootball.
Planting soil backfill for Palms shall be sand that is free of excess salt and other
contaminants.

FERTILIZE
• Trees and shrubs shall be fertilized with 21 gram fertilizer tablets with a 20-10-5
Nitrogen, Phosphorous, Potassium analysis.
Fertilizer application rates are as follows:

B & B shrubs and shrubs in large containers:
One tablet for each 1 foot of height.
Trees:
One tablet for each 1/2 of trunk diameter measured 18" above finished grade.
Palms shall be fertilized with a mimimum 50% organic fertilizer containing
Nitrogen, Phosphorous and Potassium as major elements and containing minor
elements including Iron, Manganese, Magnesium, and Zinc. Application shall
be according to manufacturer's specifications.
Areas to be sodded shall be fertilized with a 50% organic 6-6-6 Nitrogen,
Phosphorous, Potassium analysis fertilizer with Iron Manganese as minor
elements. Application shall be at the rate of pound of Actual Nitrogen per
thousand square feet and shall be fully incorporated into the top two inches of
soil.

Sod destroyed during construction shall be replaced at the contractors
expense. Sod shall be Argentine Bahia. Place sod on smooth sod bed.
Remove any rocks and other debris prior to sodding. Sod shall be placed so
there are no gaps or voids between pieces. Top dress with sand to ensure its
establishment.
Where sod meets a mulched bed, the cut edge shall be even and sharp. Sod
level shall not impede water flow from adjacent surfaces.
WATEBINCa
Hand watering shall be done in accordance with Florida Department of
Transportation and Broward County standard watering practices and shall keep
the plant masses and planting soil uniformly moist to maintain a healthy
growing condition for a minimum of 120 days.
MULCH
Mulch shall be pine needles.. All trees in grass/sod areas are to have a 36"
saucer ring covered with a 3" layer of mulch. Cover all shrub beds with a 3
layer of mulch. Pine trees shall have pine needle mulch bed covering all trees
in grouping.

MAINTENANCE
Contractor shall be responsible to maintain plant material and sod until final
acceptance exclusive of the watering note above.
SUBSTITUTIONS
Substitutions of plant material shall be permitted only upon submission of
documented proof that the particular type specified is not obtainable.
Substitutions shall be submitted for approval by the City of Tamarac.
DWARANTEE
All plant material and work shall be guaranteed for one year from date of final
job acceptance. During the one year guaranatee any plant material that dies or
is in an unhealthy condition shall be replaced with the same plant type at least
equal to the size and quality originally specified. The replacement material
shall also be quaranteed for one year from the date of its installation. The
guarantee will be null and void if plant material is damaged or killed by
lightning, hurricane force winds, hail or freeze.
UTILITIES
The landscape contractor is responsible for verifying there are no conflicts with
above or below ground utilities prior to commencing landscape installation.
Notify City's representative if conflicts exist.
All trees and palms shall be a minimum of 15m away from all overhead
transmission lines.
Contractor shall be responsible for the immediate repair of any damage to
utilities and curbing, caused by his work.
