A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TAMARAC., FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR FINANCIAL ASSISTANCE FROM
THE AMERICAN CONSERVATION FUND FOR THE
DEVELOPMENT OF THE OUTDOOR LEARNING CENTER
PROJECT LOCATED AT 7531 N. UNIVERSITY DRIVE,
TAMARAC, FLORIDA, IN THE AMOUNT OF TWENTY
THOUSAND DOLLARS ($20,000.00); PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Tamarac has prepar
a grant application for the development of the outdoor learni
center project located at 7531 N. University Drive, Tamaraq,
Florida, under the American Conservation Fund; and
WHEREAS, the City Council of the City of Tamarac, ful
endorses and supports the development of the Outdoor Learni
Center Joint Facilities Project with Broward County; and
WHEREAS, the City of Tamarac has an officially adopted loca
comprehensive plan, including a recreation and open space an
trees element, pursuant to the LocalGovernment Comprehensiv
Planning Act, and all segments of the public were offered a
opportunity to participate in the planning process leading to th

adoption of this document; and
WHEREAS, the City of Tamarac has an on -going prog am o
public participation which encourages involvement by all segment
of the population, including minority and disadvantaged citizen
in the planning for and selection of recreation, open space an

The City of Tamarac in its efforts to advance the knowledge and
understanding of conservation and natural resources has entered into
a cooperative effort joint facilities project with the School Board
of Broward County and Tamarac Elementary School.
We are in the process of constructing an Outdoor Learning Center. It
is located behind the Tamarac Elementary School and Tamarac Multi.
Purpose Recreation Center. The opening date for the Center will be
September 15, 1992.
The project will provide an exciting alternative to classroom
science instruction for students and residents of all ages. The City
of Tamarac and the Tamarac Elementary School received a grant
funding in the amount of $60,850 from the Broward Education
Capital Outlay (BECO) Program.
The BECO Program was created last year to encourage joint efforts
between cities, schools, businesses, community groups and agencies
to finance the design and construction of a joint -use facilities
project. Our center received partial grant funding. Attached is a
copy of our BECO Grant Proposal.

The center includes five (5) theme gardens; one to attract
butterflies, one to attract birds, one to attract wildlife, a xeriscape
garden (demonstrating drought tolerant plantings), and a hardwbod
forest cypress preserve and a prairie land amphitheater.
The City of Tamarac and the Tamarac Elementary School are
providing in -kind services and volunteer labor by employees and .
residents. In a time of tight budget restraints, it is extremely
difficult to obtain funds for new projects. We respectfully request
$20,000 to complete the project. Continental Cablevision has just
sponsored our Xeriscape Garden in the amount of $ 3,500. We are
seeking corporate sponsors for the other gardens or prairieland
theater. The outdoor learning center affects the entire community
and will provide a real and vibrant natural environmental setting for
residents of all ages.

PROJECT LEARNING AND DOING (PLAD)
The City of Tamarac and the Tamarac Elementary School are requesting grant
funding for a joint -use facilities project at the school site.
The purpose of this project is to provide elementary students and our residents
an exciting alternative to classroom science instruction with the cooperative
effort of the City of Tamarac, the Tamarac Elementary School, our community
partners, parents, school and city staff we will establish a "hand; -on" outdoor
learning center.
This center will contain an outdoor learning environment. The environment will
include a sheltered outdoor class -size gazebo and theme gardens focusing on
flowering plants, trees, shrubs, and other flora indigenous to the Florida climate.
A meandering walkway from the Tamarac Multi -Purpose Communi�ky Recreation
Center is planned that will provide a walking tour to the outdoor learning center.
The theme gardens will consist of a Xeriscape Garden, a Butterfly and Bird
Garden, Wetland Area and a Plant Nursery for the Students. Each theme
garden will have signs describing the name of the garden and its contents.
PLAD will provide a stimulating atmosphere for nature exploration. It will
provide an opportunity for educators, students and area residents to step into an
environment using the "hands-on" approach that will develop awareness,
knowledge and an appreciation for the world of living and non -living things.
Students will be exposed to simple plant propagation and be able to watch
plants grow in the theme gardens.
The outdoor classroom will allow teachers to explore the Florida environment in
a natural setting. Students will be able to learn more about insects, plant
growth, weather, water, and wildlife in a natural habitat. They will also be able
to participate in interdisciplinary activities related to nature. Discussions of
career opportunities will also be an 'outgrowth' of studies.
The students will cultivate their own garden. Plants will be selected according
to their respective ecological communities and their wildlife value as a source of
shelter and food supply. Staff from both the Elementary School and City will
donate their time needed to provide the labor for ground preparaticn.

outdoor learning center activities. Approximately 950 students enrolled at
Tamarac Elementary School will benefit from this project during the school day.
A free series of educational programs will be provided by the City of Tamarac
for the benefit of the community. The series will include South Florida 's history
of flora and fauna.

Benefits by Planting - Home Insulation and Solar Power; and Lawn Watering.
The lecture series will be provided to the residents free of charge during the
early evening hours. The series is designed for the average resident interested
in the environment, how to create or add to a garden.

To provide the residents the opportunity to interact with the environment in a
natural setting; learn ways to save money on cooling and water bills; attract
beautiful wildlife to their gardens; preserve native plant vegetation and supply
food to wildlife.
We feel that the constantly changing environment provides new challenges to
our students and our residents on a daily basis. Instruction in the area of
natural resources and environmental preservation should be an on -going
consideration. This proposal seeks to meet the challenges that tomorrow may
bring.

OUTDOOR LEARNING CENTER
TAMARAC: On February 14, 1992 p.m. the City of Tamarac and The Tamarac
Elementary School will break ground to commence the construction of the
Tamarac Outdoor Learning Center.
The Tamarac Outdoor Learning Center is a joint -project between
Tamarac, Tamarac Elementary School and the Broward Coun School Board•
Two-thirds of the construction cost is funded through the Broward Education
Capital Outlay grant, with the city providing the remaining funding. The project
Will include a classroom size gazebo, five major theme gardens including: a
Xeriscape Garden (sponsored by Continental Cable), a Bird and Butterft
Garden, a Cypress Preserve, a Hardwood Forest, and Prairie Flatlands. y
The Outdoor Learning Center will provide a natural outdoor settin for the
students; nature walks, tours and programs for our residents. g
The official ground breaking ceremony for the Tamarac Outdoor Learning
Center will be held on February 14, 1992 at 9:30 a.m, behind the Tamarac
Multi -Purpose Center, 7501 University Drive in Tamarac Park.
