R-90- /ZJ A RESOLUTION AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A LETTER OF COMMITMENT WITH THE FLORIDA RECREATION AND PARK ASSOCIATION, INC., PERTAINING TO THE FLORIDA WINNING RECREATION ALTERNATIVE PROGRAM (W.R.A.P.) TO ALCOHOL AND OTHER DRUG USE GRANT PROGRAM; AND PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the appropriate City officials are hereby authorized to execute a Letter of Commitment from the Florida Recreation and Park Association., Inc., pertaining to The Florida Winning Alternative Program (W.R.A.P.) To Alcohol and Other Drug Use Grant Program, a copy of said Letter of Commitment being attached hereto as "Exhibit 1". SECTION 2: This Resolution shall become effective upon adoption. WINNING RECREATION ALTERNATIVE PROGRAM (W.R.A.P.) TO ALCOHOL AND OTHER DRUG USE GRANT PROGRAM PARTICIPANT LETTER OF COMMITMENT In an effort to guide youth in Florida away from drug and alcohol abuse, the Florida Recreation and Park Association has acquired a grant from the Governor's Office to provide alternatives to drug and alcohol abuse through parks and recreation. It is the goal of this grant to implement prevention activities in recreation programs throughout the State and provide youth with alternatives to drug use. We would like to congratulate the City of Tamarac Public Works & Parks & Recreation Department on being selected to receive the technical assistance specified for the drug prevention program. Your role as a model program will be critical for all parks and recreation departments in the State of Florida, as well as a model in the Country, as Florida is the only State offering such a program. The success of your program may effect similar endeavors in the future. This letter of commitment will serve to clarify the expectations of all parties involved. What You Should-txpect From The Prevention Resource Specialist: 1. One (1) five (5) hour training session (offering .5 C.E.U.) will be held at the recreation department with all recreation staff who will be involved in implementing the drug prevention program. The training date and time will be determined at a later date based on availability of the staff and the prevention resource specialist, but must take place between March and July, 1990. 2. One additional site visit will be made sometime between May and September. 3. A minimum of eight (8) additional- hours will be spent with the contact person to assist in identifying resources, making community contacts and understanding the evaluation procedure. 4. The Prevention Resource Specialist will be accessible by phone for assistance, information, etc. • • • g- 5 a .15. Letter of Commitment Page Two 5. A Resource Manual will be provided for all staff involved in the training. 6. Any drug prevention materials that are available through the Florida Recreation and Park Association will be provided for the department. 7. The Resource Specialist will provide information on where to attain additional resources such as books, posters, videos, movies'. 8. The Prevention Resource Specialist will provide any other technical assistance that is available. What Is Expected Of the Tamarac Public Works and Parks and Recreation Department: 1. Ann Sorenson will be the main contact person. She is assigned to work closely with the prevention resource specialist, oversee the implementation of the drug prevention program and assist in necessary preparation for the training. Should for any reason the main contact person _ need to be changed, the replacement must be mutually accepted. 2. All recreation staff involved in implementing the drug prevention program will attend the training by the Prevention Resource Specialist, and any additional training set by your contact person. 3. A Drug Prevention Program will be implemented and evaluated at 3 recreation centers or sites, as identified in your application. 4. The Drug Prevention Program will serve approximately 1685 youth as projected in the application. 5. Cosponsor at least one special event with a community organization based on a drug prevention theme. 6. Any changes of information submitted on the application need to be discussed and agreed upon by the department and the Prevention Resource Specialist. .0 Letter of Commitment Page Three 7. Implement to drug prevention program in existing programs on a regular basis. 8. Provide two programs specifically about alcohol. All parties understand and commit to the success of the program through the meeting of all expectations listed here and any additional expectations that arise during the period of the program which are mutually accepted.
