A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA
ACKNOWLEDGING THE CITY'S RESPONSIBILITY TO
PROVIDE EDUCATIONAL MEASURES AND TARGET
LITTER PREVENTION BEHAVIOR MODIFICATION
WITHIN THE CITY, AND ENCOURAGING LOCAL
CITIZEN INVOLVEMENT AND COMMITMENT IN LITTER
PREVENTION: AND AUTHORIZING THE CITY MANAGER
TO SUBMIT THE ATTACHED APPLICATION FOR LITTER
PREVENTION FUNDS FOR FISCAL YEAR 1990/19911
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Florida has passed the Solid Waste
Management Act of 1988: and
WHEREAS, this Act requires County governments and their
partner Cities to reduce their waste stream by 30% by 19911
and
WHEREAS, the City of Tamarac acknowledges that all
citizens have a responsibility in reducing the waste stream
by recyclingi and
WHEREAS, the City of Tamarac acknowledges the City's
responsibility to provide educational measures and target
litter prevention behavior modification within the City: and
WHEREAS, the City of Tamarac encourages local citizen
involvement and•com,itment•in litter prevention:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1: That the Council of the City of Tamarac
formally ratifies its commitment to provide educational
measures and target litter prevention behavior modification
within the City and encourages local citizen involvement and
cr, nmitment- in litter prevention.

SECTION 2: That the Council of the City of Tamarac
designates the City Manager as the administrative staff
person responsible for implementing a litter prevention
Program by September 31, 1991.
SECTION 3: That the Council of the City of Tamarac
continues -to support Broward County and other partner
municipalities to assure that the County as a whole attains
litter prevention programs and litter free area.
SECTION 4: That the City of Tamarac submits the
attached application for Litter Prevention Grants Fund for
fiscal year 1990/91.
SECTION 5:. This Resolution shall become effective
immediately upon its passage.

CITY OF TAMARAC
LITTER PREVENTION GRANT PROPOSAL
The City of Tamarac in response to the 1988 Solid Waste Management
Act submits this application to the State of Florida Clean Florida
Commission for Fiscal Year 1990/91 Utter Prevention Grants.
The City of Tamarac presents this application for the City's population
totalling 44,160 residents. The application provides for:
A The partial funding for equipment to handle the Litter Patrol
Program Clean Up Effort, an Educational Program and posting of
signs on vacant lots for 'No Littering or Dumping'.
B. The partial funding of a community and education awareness
program which includes informational flyers and newsletters.
The application for the implementation and partial funding of this
proposal is requested at a maximum level of $25,000.
I. The City of Tamarac currently studies litter problems through our Code
Enforcement Division. Code Enforcement Officers make two (2) daily
rounds of the City investigating code violations and observing conditions
of city roads, median strips, swoles, and vacant lots. The Code
Enforcement Officers spot check local businesses and property owners
to see if they are aware of illegal littering and dumping In their area. The
City plans to increase these studies and continue litter prevention efforts
throughthis division.
2 Presently Broward County Division of Solid Waste provides several
community based programs; such as a Glad-Bag-A-Thon twice a year
to encourage residents to help pick up litter in a targeted area; and a
community education program that Includes an annual residential flyer.
Both, of these programs are targeted .specifically for areas of
unincorporated Broward County.

The Broward Sheriffs .Office special Enforcement Division offers a reward
to those that report Illegal dumping .in Broward's unincorporated'
residential areas., Presently there is no official litter prevention program in
our municipality ,or surrounding sister cities. Several cities participate In
Wake It Shine Days' encouraging residents to pick up litter, but none
participate on a regular basis.
3. The City of Tamarac began on intensive recycling program in single
family residences � In early 1990.. Tamarac joined with four other cities
(Margate, ,Coconut Creek, North Lauderdale and Lauderhill) to begin
recycling newspapers. tamoroc through Its monthly newsletter to all City
residents has encouraged community involvement and through an
Intensive education program on the need to recycle and preserving our
environment is the leader of the five cities group (in tonnage collected).
The local Boy Scouts Troop is collecting Aluminum (until the City starts in
December 1990). Many local community and business leaders have
asked to participate in recycling and at the some time requested that
they be, part of our beautification process (and help keep our City
clean).
4. Current litter condition - Utilizing data collected from our Code
Enforcement Division daily visits and visual observation, Tamarac can
draw some conclusions in regard to the type and quantity of material
illegally deposited on medians, swales and vacant lots.

On site investigations,- visual : observations and verbal surveys indicate
that in eastern more'populated areas of the.city, there is a higher density
of litter thrown from cars and pedestrians on to medians and swales.
Household and yard goods are dumped on to vacant lots and
undeveloped & unoccupied residences. More bulky waste, yard
waste, outomotive'-ports and general litter is dumped, but in larger
quantities.
In the western area of -the City where development is growing and
population is shiffing ' west, but where 'there are more vacant lots and
undeveloped parcels of land,'- more' bulky ,waste, yard waste,
automotive parts and general litter is dumped, but In larger quantities.

These areas represent two distinctly different areas in Tamarac. Using this
information Tamarac could estimate annually that approximately 125-
150 tons of solid waste is illegally disposed of in Tamarac's vacant lots,
medians and swale areas.

I. The City of Tamarac proposes a Utter Patrol Program. This program
will provide residents of Tamarac with a direct method of cleaning up
their community. In addition it provides for a community education
program aimed at generating awareness for current solid waste
disposal practices with emphasis in the prevention of Illegal dumping
and littering:

This program will provide residents of Tamarac with a visual reminder of
the need to keep their community clean. Patrol will consist of one (1) full
time employee assigned to ensure the beautification of areas which are
highly visible, such as signs and medians leading into the City, swoles
and vacant lots. The Utter Patrol will be assigned 0 special pick-up truck

visibly marked Litter Patrol, with appropriate equipment to pick up litter in
medians and swales. The truck will include mounting flashing lights and
marked 'Litter Patrol - Caution This Truck Stops Frequently' Included in this
vehicle will be educational and informational handouts for the general
public.
Another key target area of this program will be vacant lots. The Litter
Patrol will monitor these lots for illegal dumping and respond to Code -
Enforcement. The Litter Patrol will work in conjunction with the City Codes
and post anti -dumping littering signs on vacant lots where there is an
abundance of violations.
The Litter Patrol Education Program in conjunction wifh Code
Enforcement Officers will provide workshops to local schools, community
and civic groups, condominium and homeowner associations and how
to join their friends and neighbors on how to prevent litter. The workshops
will be available to any group requesting the Litter Patrol and will be held
at their clubhouse or nearest community center.
Emphasis on litter prevention will be to educate the residents as to the
correct usage of the disposal services available to them to prevent
Illegal dumping or littering as a result of no service. In addition it creates
on awareness of the high cost and problems associated with the clean
up of illegally dumped residential trash.
B. The City of Tamarac will also participate in May of each year with
Broward County's Glad-A-Bag-A-Thon. We will concentrate on an area in
Tamarac that needs clean up and seek community volunteers to pick
up litter and illegally dumped solid waste. This program has met with
great success and Tamarac feels that it is time to expand the program
outside of unincorporated municipal areas.

The City of Tamarac Developmental Services Division is undertaking a
comprehensive clean-up and education program aimed at preventing
unsightly litter and illegal dumping which occurs in medians, swales and
vacant lots in Tamarac.
The primary goal of this program is to educate the community about
litter, illegal dumping, and area resources available to assist the
community.
The secondary goal is to enhance community beautification through
the removal of litter and addressing illegal littering and dumping. .

education of. residents and community leaders to the rules and
regulations regarding their bulk trash service; and the problems
and cost associated with non-compliance.

existing services and/or an active participant in community clean

C. To substantiate projected cost and savings associated to each
alternative program. while evaluating its effectiveness.

3.. The City's match of $25,000 in cash is budgeted in the General
Fund Budget. (See attached Authorization Resolution for application
and funding).
A The City of Tamarac will proceed with the Utter Patrol Program
as described above but on a much smaller scale if total funding
from the Clean Florida Commission is not received.
The City of Tamarac has made the commitment to a cleaner
community. This is evidenced by the City's commitment to establish Litter
Patrol Division of the City and to work in conjunction with our residents and
business community.
The need to educate residents as to the impact of littering and illegal
solid waste disposal is significant.
The assistance of grant funds to achieve this goal is a positive step and
one. which the City of.Tomarac appreciates.
Consideration of grant funding in the amount of $25,000 for this grant is
requested.
