WHEREAS, bids were advertised in the Fort Lauderdale News/Sun Sentinel, a newspaper of general circulation in Broward County, Florida, on Saturday, October 13, 1990 and Friday, October 19, 1990; and WHEREAS, bids were opened on Monday, October 29, 1990; and WHEREAS, Hydro Pumps, Inc., is the lowest fully responsive and responsible bidder.
