R--85--.�4 3 A RESOLUTION ESTABLISHING A SALARY BENEFIT 4 PLAN FOR CONFIDENTIAL, SUPERVISORY AND EXEC- UTIVE/MANAGERIAL CITY EMPLOYEES, AND PR DjNC, AN _EFFE T E ZATE.. Personnel Director have WHEREAS, the City Manager and 7 proposed a "Salary and Benefit Plan" for employees outside, 8 the bargaining units; and 9 WHEREAS, the City Council has considered this plan and 10 desires to implement it; 11 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 12 THE CITY OF TAMARAC, FLORIDA: 13 9_U=V1' That the personnel manual shall apply to all 14 City employees outside the bargaining units unless specif- 15 ically provided in the manual, however any of the following 16 provisions contained in this resolution that may be in con - 17 flict with the personnel manual shall supercede the manual. 18 Nothing in this resolution shall affect the status quo of the 19 issuance of employee car allowances or city vehicles to 20 certain employees. 21 BBC TI 2: That the following "Salary and Benefit Plan" 22 for employees outside the Bargaining Units is hereby 23 established: 24 25 Salary and Benefit Plan for Employees Outside the Bargaining Units 26 A. Confidential Employees 27 1. Specifics of the Plan are as follows: a. Five percent (5%) wade increase effective retro- actively to October 1, 1984. 30 b. Additional four percent (0) wage increase on Rev. 1/9/85 1 2 3 4 April 1, 1985. d. Application of FPE pay plan for wage Range and Steps to these employees. 2. Job classifications that are included in the Confi- dential Employees Plan are as follows: a. Fiscal Assistant b. Computer Operator c. Accounting Clerk II d. Programmer e. Insurance Manager f. Statistical Secretary g. Accounting Clerk II/Secretary h. Secretary to Mayor i. Secretaries to City Council, City Attorney, Personnel, and Charter Board j. Personnel Secretary k. Legal Secretary 1. Executive Secretary m. Accounting Clerk II/Billing Supervisor n. Legislative Aide B. Supervisory Employees 1. Specifics of the Plan are as follows: a. All the benefits listed above as A.1. a. through d. b. "Wellness Program" added to the available benefits listed in A.l.b. above. c. Sick leave accrued at the rate of one -and -a - quarter (1-1/4) days per month with no maximum limit. d. Group term $40,000 life insurance policy for employee (premium paid by City). e. Yearly physical examination of employee by City's doctor at no cost to employee. 2. Job Classifications that are included in the Super- visory Employee Plan are as follows: a. Purchasing Officer b. Fire Captains C. Fire Inspector d. Police Lieutenants e. DP Manager f. Public Works Superintendent g. Recreation Superintendent h. Superintendent of Operations i. Field Superintendent, Utilities West j. Chief Operator, Utilities West k. Lift Station Superintendent,'Utilities West 1. Chief Wastewater Operator M. Five percent (5%) salary increase effective retroactively to October 1, 1984. b. Effective retroactively to October 1, 1984, one thousand dollar ($1,000) benefit package from FPE Contract ratified December 12, 1984 with additional option of "Wellness Program." c. Sick leave accrued at the rate of one -and -one-half (1-1/2) days per month with no maximum limit. d. Group term $50,000 life insurance policy for employee (premium paid by city). e. Yearly physical examination of employee by City's doctor at no cost to the employee. f. Pay plan Steps replaced by unlimited sliding scale within the limits of the pay Rah e for each job classification involved. g. City Manager is authorized to grant salary in- creases from 0% to 10% as he deems deserving during the fiscal. year (within pay range of job classification). The City Manager is not authorized to grant any salary increases to a level that exceeds the City Manager's salary. h. Vacation after fifteen (15) years employment with the City accrued at the rate of two days per month with no maximum accrual. i. Employee may be a member of City's pension plan or may elect to have City place its contribution (presently 6.7% of salary) in a City approved deferred Compensation plan. j.. Longevity benefit for years in job classification I 1■ -3- uu 1 Temp. #3469 Rev. 1/9/85 1 2 3 4 based on the following precentages of annual salary: 5 -- 9 yrs = 2.5%/yr. 10 - 14 yrs = 5.0%/yr. 15 - 19 yrs = 7.5%/yr. 20 - 24 yrs = 10%/yr. 25 or more yrs = 12.5%/yr. Lump sum payment made in first pay period in December. 2. Job classifications that are included in the Execu- tive/Managerial Plan are as follows: a. Assistant City Manager b. City Clerk c. Assistant City Clerk d. Finance Director -_ e. Deputy Finance Director f. Personnel Director g. Assistant Personnel Director h. Utilities Director/City Engineer i. Deputy City Engineer j. Chief Building Official k. Public Works Director 1. Operations Manager/4,,js1st,ant, Public Works m. Fire Chief n. Assistant Fire Chief o. Police Chief p. Police Captain q. Recreation Director =QT1ON_ 3: That this Resolution shall take effect immediately upon its passage and shall expire September 30, 1985 unless extended or amended by a subsequent Resolution of the City Council.
