R-85--� 4 A RESOLUTION SETTING OUT VARIOUS FACTS 5 RELATED TO THE PROPOSED REVISIONS OF 6 GRANT APPLICATIONS AND PLANS FROM SPRAY IRRIGATION TO DEEP INJECTION WELL FOR TREATED WASTEWATER DISPOSAL IN TAMARAC 7 REGARDING VICE MAYOR SYDNEY STEIN'S TRIP TO TALLAHASSEE TO ADDRESS THE FLORIDA 8 ENVIRONMENTAL REGULATION COMMISSION REGARDING UTILITY RATES; AND PROVIDING AN 9 EFFECTIVE DATE. 10 WHEREAS, Vice Mayor Sydney Stein has been wrongly accused of travelling to Tallahassee, Florida to change the City's proposed method of wastewater disposal from spray 12 irrigation to deep well injection; and 13 WHEREAS, there have been additional erroneous accusations regarding unauthorized actions by Vice Mayor 14 Stein on behalf of the City regarding wastewater treatment proposals; and 15 WHEREAS, the City Council desires to set the record 16 straight, end rumors and avoid the proliferation of misin- formation; 17 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 18 19 OF THE CITY OF TAMARAC, FLORIDA: ETIQB-- : That the following facts are hereby acknowledged as true: 20 a) On July 18, 1984, the City Council's concern over 21 the cost effectiveness of spray irrigation versus deep well injection resulted in the City Council 22 authorizing James M. Montgomery, Consulting Engineers, Inc., to reevaluate the cost Z3 effectiveness of the wastewater disposal alter- natives available to the City. This consulting 24 firm studied the facts and made two recommendations to the City Council: 25 (1) Implement a deep well injection system for 26 disposal of wastewater. 27 (2) Petition the appropriate agencies to amend the grant application from spray irrigation to Z8 deep well injection. 29 b) On August 29, 1984, Vice Mayor Stein visited Tallahassee at the request of Acting City Manager 30 Steve Wood for the purpose of making a presenta- tion on behalf of the City regarding required revisions to Tamarac's utility rate structure. The new rate structure required removal of a 25% 32 surcharge for utility customers located outside the City and removal of discounted rates for Community 33 Clubhouses. The City was against both of these State requirements. 34 c) On October 10, 1984, the Broward County Environ- mental Quality Control Board denied the City of Tamarac's variance request to delete the require- -1- k Temp. #3497 ment for lining the ponds associated with the spray irrigation project. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 d) On October 24, 1984, the City Council unanimously adopted the James M. Montgomery, Consulting Engineers, Inc., report recommending the deep well injection project as the most cost effective alter- native available to the City. e) CH2M Hill Engineers was retained by the City Coun- cil on November 14, 1984 to prepare and submit an application to the Florida Department of Environ- mental Regulation for a Step 3 grant including all the required design drawings and contract documents for the deep well injection. CH2M Hill Engineers was also authorized to amend the Broward County 201. Facilities Plan from the spray irrigation project to the deep well injection project. B3N"_T QN _2_: Vice Mayor Stein has not taken any unauthorized actions causing the application to be amended because: a) The action taken was by the unanimous vote of the City Council; and b) The application has not yet been amended to deep well injection.. (The deadline for the amendment of the grant application is March 1, 1985.) aN IQN_3: That the City Clerk is directed to furnish copies of this resolution to representatives of The Miami Herald (Neighbors section), The Fort Lauderdale News/Sun Sentinel, and the Sunrise/Tamarac Mirror.
