4 A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA,
REQUESTING GOVERNOR GRAHAM TO TAKE ACTION TO
$ REQUIRE REAPPORTIONMENT OF THE BROWARD
METROPOLITAN PLANNING ORGANIZATION TO PROVIDE
FOR LEGAL REPRESENTATION BY ALL AFFECTED
CITIES OF BROWARD COUNTY; AND PROVIDING. AN
EFFECTIYE-
9 WHEREAS, Broward County is an area which has established
10 a Metropolitan Planning Organization pursuant to
11 Section 339.176, Florida Statutes (1984); and
12 WHEREAS, the Broward County Metropolitan Planning
13 Organization is a significant legal entity responsible for
14 the management of the County's comprehensive transportation
15 planning process, which process results in the development of
16 specific plans and programs affecting the planned development
17 of Broward County; and
18 WHEREAS, the membership of the Metropolitan Planning
Organization must, according to law, be determined on an
.:0 equitable geographic -population ratio basis; and
31 WHEREAS, the membership of the Metropolitan Planning
22 Organization must, according to law, be reviewed at least
Z3 once every five years to insure equitable membership among
24 the affected units of general purpose local government; and
25 WHEREAS, the last such legally mandated apportionment
26 occurred in 1977; and
27 WHEREAS, under applicable law the Broward Metropolitan
28 Planning Organization should have been reapportioned not
29 later than 1982; and
30 WHEREAS, notwithstanding a continuing county -wide
population shift from East to West having resulted in north-
2 west Broward County becoming a larger and more important part
Ms of Broward County, neither the city of Tamarac nor other
34 cities comprising the northwest sector of Broward County,
including the cities of Parkland, Coral Springs, Margate and
North Lauderdale, have or have ever had any representation of
the Broward County Metropolitan Planning Organization; and

WHEREAS, over the last several months, the Broward
County Planning Organization has been made specifically aware
of the requirement to reapportion every five years; and
WHEREAS, despite such awareness, the Broward County
Metropolitan Planning Organization has refused to petition
the Governor to reapportion the Broward County Metropolitan
Planning Organization in accordance with applicable law; and
WHEREAS, the Broward County metropolitan Planning
Organization has no intention of complying with applicable
statutes and intends to continue to deny the cities of the
northwest sector of Broward County such equitable repre-
sentation the Broward County Metropolitan Planning Organ-
ization.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing Preamble is hereby
ratified and confirmed as true and correct by the City
Council of the City of Tamarac, Florida.
SECTION_2: That the City Council of the City of
Tamarac, Florida hereby requests Governor Graham to immed-
iately intervene and mandate reapportionment in accordance
with the laws of the State. F.S. 339.175 (1984).
SECTION-1: That a copy of this Resolution shall be sent
to Governor Robert "Bob" Graham.
SECTION 4: That this Resolution shall become effective
immediately upon its passage.
