A RESOLUTION AUTHORIZING EXECUTION OF A MEMORANDUM
OF UNDERSTANDING WITH THE SERVICE AGENCY FOR SENIOR
CITIZENS OF BROWARD COUNTY FOR THE RETIRED SENIOR
VOLUNTEER PROGRAM.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That the appropriate City officials are hereby
authorized to execute a Memorandum of Understanding with Service
Agency for Senior Citizens of Broward County, Inc., and the City to
participate in the Retired Senior Volunteer Program for a period of
one (1) year.

station to assess and/or discuss needs of volun-
teers and the project.
b. The volunteer station will:
(1) Designate a coordinator to serve as liaison with
the sponsor.

(2) Assure adequate health and safety provisions for
the protection of volunteers.
(3) Collect and validate appropriate volunteer reports
for submission to the sponsor.
(4) in consultation with the sponsor, make investiga-
tions and reports regarding accidents and injuries
involving senior volunteers.

referred by the sponsor. Succinct written assignments
will be given to volunteers, and to the sponsor.

volunteers' -orientation, in-service instruction or
special training.
(9) Provide supervision of volunteers on assignments
and related follow-up support of volunteers, in
coordination with the sponsor.
1. Mandatory Provisions
a. The Retired Senior Volunteer Program sponsor will:
(1) Recruit, interview, select and enroll volunteers
in the project.
(2) Provide orientation to volunteer station staff prior
to placement of volunteers, and at other times as
the needs arise.
(3) Refer volunteers to volunteer station for place- •
ment. (Review acceptability of volunteer assign-
ments.)
(4) Designate a coordinator to serve as liaison with
the volunteer station.
(5) Furnish adequate accident, public liability, and
excess automobile liability insurance coverages
as required by program policy.
(6) Retain full responsibility for the management and
fiscal control of the project.
.� (7) In cooperation with the program Advisory Council,
arrange for a volunteer appeal procedure to
�- resolve problems arising between the volunteer, the
station and/or the sponsor.
(8) Refer to the RSVP Operations Handbook for guidance
in drafting this Memorandum.
(9) Provide for additional agreements peculiar to the
local project and sponsor.
(1,0)Review acceptability of volunteer assignments and
refer volunteers to the volunteer station for
placement.
(11)Ensure that provisions for transporting volunteers
to and from their assignments have been made.
(12)Ensure that provisions for meals when necessary for
volunteers on assignments have been made.
(10) Having facilities to do so, furnish volunteers who
serve more than four hours and/or through a meal
period, with a meal at no cost to them or the sponsor.
(11) Furnish volunteers with any materials or trans-
portation required by an assignment.
(12) Have the right to request the sponsor to remove a
volunteer from service.
(13) Provide public liability and automobile liability
insurance as appropriate. .
(14) Submit vouchers to sponsor when lunches or trans-
portation expenses are made to verify non Federal
support of the project.
(15) Comply with ACTION policies and regulations and
comply with Federal and other laws, Executive
Orders, policies and regulations applicable to and
concerning this project.
(16) Provide an estimate of the number of people ex-
pected to benefit from the services of the Senior
Volunteers.

a. Amendment
This memorandum may be amended at any time by the parties.
b. Distribution
A signed copy of this Memorandum of Understanding will be
on file at the station office, the RSVP office and if re-
quested the ACTION State and Regional offices.
c. Separation from Volunteer Service
The volunteer station may request the removal of a Senior
Volunteer at any time. The Retired Senior Volunteer may
resign from service to a volunteer station or from the
Retired Senior Volunteer Program at any time. Discussion
of individual separations will occur between RSVP staff,
volunteer station staff and the Senior Volunteer to clarify
the reasons, resolve.conflicts or take remedial action,
including reassignment to another agency.

d. Displacement of Employees
Volunteers will not be placed in any assignment which
would displace employed workers or impair existing
contracts for services. '
e. Length of Agreement
The Memorandum of Understanding will be in effect for
one year from date of execution.
f . Termination
The Memorandum of Understanding may be terminated by
either party with thirty(30) days written notice.
