EXPRESSING A PREFERENCE BY THE CITY COUNCIL OF
CITY OF TAMARAC, COUNTY OF BROWARD, STATE OF
FLORIDA, TO PARTICIPATE IN A COUNTYWIDE BLOCK
GRANT PROGRAM TO ACCRUE MAXIMUM BENEFITS AS SET
FORTH IN TITLE I OF THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974.
WHEREAS, the Housing and Community Development Act of 1974 was signed
by President Ford on August 22, 1974, and
WHEREAS, this new law consolidated several existing categorical grant
programs for community development into a new, single program of community
development block grants under the Act's Title I, and
WHEREAS, these block grants are established for hold -harmless and
formula cities and counties throughout the country, guaranteeing the block
grant funds to recognized cities and counties submitting an acceptable grant
application, and
WHEREAS, Broward County has been designated an entitled urban county
and the Broward County Board of County Commissioners intends to make appli-
cation for its entitled funds and to act as the administrator of the block
grant, as stipulated by the Department of Housing and Community Development's
block grant regulations, and
WHEREAS, the City of 'Tamarac may participate in this countywide block
grant program and share equitably in the entitled one hundred (100%) percent
block grant funds, and
WHEREAS, preliminary guidelines indicate that greater benefits can be
accrued by the City and the County if the City joins with the County in the
preparation of a unified block grant application to maximize areawide benefits,
and
WHEREAS, there is a need to cooperate and coordinate with the County in
order to provide the specified input data and materials for grant application;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL of the city of Tamarac,
Florida:
SECTION 1: That the City does intend to cooperate and coordinate with
the Broward County Board of County Commissioners in the preparation of a block
grant application for Broward County, Florida.
SECTION 2: That the City of Tamarac, intends, if at all
practicable, as more becomes known of the program and of HUD reg-
ulations, to enter an Inter -Local Agreement with the Board of
County Commissioners to guarantee the City's participation in the
block grant program and to maximize the community development benefits
possible through such a unified block grant program, so long as the City
of Tamarac will be entitled to receive its pro rasa share of funds that
are made available to the County.
