RESOLUTION OF NECESSITY FOR
LEVYINr AND COLLFC,TING SPECIAL
ASSESSMENT FOR THE CONSTRUCTION
OF A PARALLFL SERVICE ROAD AND
APPURTENANCES THERETO ON BLOCKS
11 AND 12 OF LYONS COMMFPCIAL
SURDIVISInN NO. 3
WHEREAS, the City Council of the City of Tamarac upon the
recommendation of the City of Tamarac's Planning Commission deems
it is the best interest of the citizens of Tamarac to provide
public access to certain lands adjacent to the east riaht-of-way
on University drive, the same beina Blocks 11 and 12 of Lyons
Commercial Subdivision No. 3 and
WHEREAS, pursuant to the procedures setforth in Ord. 75-23
for levying and collectina special assessments for the construction
of local improvements, the City Council of the City of Tamarac
desires to cause local improvements to be constructed, and
WHEREAS, the necessity of the proposed access improvements
benefitinca the abutting property owners, will require the notifi-
cation to those property owners directly affected from the special
assessment
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TAMARAC:
SECTION 1: NOTICE OF PUBLIC HFARING. You are hereby notified
that there will be a public hearino before the City Council on
April 21, 1976 at 2:00 p.m. in the Council Chambers, City Hall,
5811 m,W . 88th Avenue, Tamarac, Florida, for the purpose of hearing
any objection or
remonstrances that may
be made to the improvements
described in Section
2. � schematic plan
of the said improvements
is available for
review at the City Hall
in the office of the City
Clerk, weekdays
from 9:00 a.m. to 5:00 p.m.
SECTION 2:
GENERAL DESCRIPTION OF
THE IMPROVEMENTS TO BE
CONSTRUCTED. Pursuant
to the procedures
setforth in Section 1 of
Ordinance 75-23
the general description
of the proposed improvements
for the parcels
of land in Blocks 11 and
12 of Lyons Commercial
Subdivision No.
3 are as follows:
A. Nature and Extent of Project.
The purpose
of the special
assessment district
will
be to install a reverse
flow parallel
service
road beginning 30'
north
of the south property line
of Lot
1, Block 12
to 30' south of the
north
property line of Lot 11,
Block 12
and beginning
30' north of the
south
property line of Lot 2,
Block 11
to 30' south
of the north property
line of Lot 24, Block 12. The appurtenances in conjunction to the pro-
posed improvement will primarily consist of a one way access road with
three new deceleration lanes and seven ingressand egress access drives
and aprons.
B. General Character of the Construction Materials. The 12' asphalt
pavement will be constructed according to Broward County standards with
minimum of 8" crush rock subbase and 12" of asphaltic concrete surface.
C. Estimated Cost for the Improvements. Based on a preliminary investi-
gation, the general cost of the proposed improvements excluding preparing
the engineering plans and related technical assistance,will be approxi-
mately $35,000. A schematic location sketch (A) is attached for review.
D. Method for Assessment. The special assessment upon the property
onwers benefited by the public improvement shall be levied in proportion
o the total cost of the improvements.
