A RESOLUTION ADOPTING THE TAMARAC COMMUNITY DEVELOPMENT PLAN.
WHEREAS, the Local Citizens Committee has presented to the
City Council their recommendations for the Tamarac Community
Development Plan, and
WHEREAS, the City Council has reviewed such plan and is
desirous of adopting same.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
TAMARAC, FLORIDA:
SECTION 1: That the Tamarac Community Development Plan
prepared by the Local Citizens Committee, attached hereto and made
a part hereof by reference, is hereby adopted by the City Council
for the City of Tamarac, Florida.
SECTION 2: That the Local Citizens Committee is hereby
authorized to present the City's Community Development Plan to
the Countywide Citizens Coalition.

SUBJECT: CITY OF TAMARAC GRANT PROPOSAL FOR 1977-1978
REFERENCE:
This Committee met yesterday with Richard Rubin and
Evan Cross to recommend to the City Council specific projects to be
a part of Tamarac's 1977-1978 grant proposal for Community Develop-
ment Block Grant Program. Committee members are Mr. Murray Goldstein,
Mrs. Marion Messina and myself, all continuing members from last year.
Mrs. Helen Sobel and Mr. Charles Sherman are new members this year.
As required by the 1974 Community Development Act,
under which the Block Grant Program was initiated, local citizen
participation, in conjunction with staff members of the City, has
produced four projects we feel should be the grant proposal of
Tamarac this year (this year's proposal will be funded for fiscal
year 1977-1978).
It was also voted unanimously to recommend to you to
submit the projects in the same priority order as listed on the
attached outline of projects. Of the many reasons for this, we
feel the intergovernmental and intercommunity cooperation shown by
making Bailey Road our priority item will help maximize the amount
of funds we could receive on this project because priority listing
is required by Broward County if multiple projects are submitted
by applicants for Block Grant funds.
This Committee will continue to meet periodically to
keep abreast of any happenings with this year's proposal and to
formulate projects for the future.

PROJECT I - BAILEY ROAD IMPROVEMENTS FROM 441 TO NW 64TH AVENUE
COSTS:
A. BAILEY ROAD CANAL FILL PROJECT:
Fill = 30,000 cubic yards x $2.00/cubic yard =
Culvert = approximately $300/linear foot =
B. PAVING OF BAILEY ROAD: 2 Lanes for two miles (to
include fourteen (14) foot wide lanes 8" base,
1" asphalt)
For 1 mile = 147,840 square feet =

1. The canal contains effluent from Broadview Utilities that
a. flows through Tamarac
b. is stagnant at one area of the canal, causing
septic and pathogenic conditions
2. Bailey Road is a hazard due to
a. narrow lanes
b. deep canal adjacent to the road
c. not enough room to place a guardrail between
the canal and road
3. Bailey Road canal fill and subsequent paving has been
designated as a priority project by`the Countyf yet no funds are
foreseen in the future in the County budget.
4. The completion of this project is necessary to Tamarac
because
a. it will provide the City a primary route once
construction on Commercial Boulevard commences
b. McNab Road completion to 64th Avenue will re-
quire a good road to travel farther eastbound
to 441.
C. filling in and completion of Bailey Road will
provide safe means of travel for Tamarac
residents
d. it indicates the City's desire to work with
Broward County and surrounding communities
5. Broward County estimates that a two lane Bailey Road .
could not safely handle expected future traffic usage.

JUSTIFICATION:
1. This is a program needed to maintain the roads in
Tamarac at safe levels for the residents of the City.
2. It is necessary to begin at the eastern end of
the City, for these are the oldest roads and most
needy of repair.
3. The longer the roads are neglected, the more
expensive it becomes to provide proper maintenance.
PROJECT III - RECREATION
COSTS:
Lights for two (2) proposed ballparks
JUSTIFICATION:
1. This would allow more frequent usage of the
park facilities.

PROJECT IV - SENIOR CITIZENS FACILITY

JUSTIFICATIONS:
1. The City of Tamarac has been seeking funds for a center
for its senior citizen population. This has been
a potential project for the Community Development
funds for each of the two previous year of the program.
2. This is a recognized need of the City for its majority
population.
