WHEREAS, the Broward Manpower Council desires to engage the City of Tamarac to serve the Broward Manpower Council as a sub - grantee by carrying out employment opportunity activities and services relating to a reduction in unemployment within the structure of Title VI of the Comprehensive Employment and Training Act; and WHEREAS, the City of Tamarac wishes to enter into said agreement with the Broward Manpower Council. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the Mayor and the City Manager are hereby authorized and instructed to enter into and execute on behalf of the City of Tamarac, Florida, an agreement No. 77-6-07 (i), CETA TITLE VI in the amount of $186,736.00 between the City of Tamarac and the Broward Manpower Council for the following projects; (a) City Beautification - $18,310.00 (b) Water Meter Installation - $63,610.00 (c) Jet -Vac Inspection - $20,268.00 (d) Sidewalk Construction $76,163.00 (e) Painting Project - $8,385.00. Total amount of this grant being $186,736.00, a copy of which is attached hereto as "EXHIBIT A". SECTION 2: That this agreement is effective on June 1, 1977, and shall remain in force until August 3.1, 1978. PASSED, ADOPTED AND APPROVED this 15th day of J ly, 1977. This amendment calls for 22 positions budgeted at $! N/A in administrative costs, and $ 186,736.00 in salaries and fringe benefits for a total contractual figure of $186,736.00 DAMES A. This amount is in addition to theFamount „ ' designated in Budget Summary attached to Agreement No. 77-6-07 _• ! such expenses must be allowable under Federal, State and local guidelines. JAMES A. The Agent shall provide the BIMC, on a monthly basis, with proper support- ing documentation conforming to the requirements of CETA/BMC, a breakout of the funds already expended under this Agreement for the previous month. Such financial status reports will be required within ten (10) working days following the end of each month. 4. Reimbursement by the BMC shall be made contingent upon receipt of the monthly financial status report; upon receipt of such report, the BMC will reimburse the Agent for the expenses stated therein which are acceptable and allowable. 'The cumulative amount paid on any given month shall not exceed the total amount to be spent in performance of this Amendment. 5. In no case shall salaries and concomitant fringe benefits be paid in advance of work performed. 6. The BMC reserves the right to adjust the outflow of funds more or less than originally anticipated up to the amount of the amended budget. 7. The attached updated Proposal, listing the actual number of positions to be funded, Budget and Occupational Summaries are in addition to the Budget and Occupational Summaries attached to Agreement No. 77-6-07 All other Attachments to Agreement No. 77-6-07 are incorporated by reference into this Amendment. 8. Eligibility Criteria for applicants to be employed for the project funded by this agreement shall be as follows: A. Eligibility (I) An applicant for public service employment will be eligible to I become a participant under.this program, if at the time of i application and selection: ! a. The participant resides within any jurisdictional area located: within Broward County, Florida, and b. Participant is a person whose family income is equal to or below seventy percent (70%) of the lower living standard income level as defined in Article I of this contract. This figure shall be based on the lower of.: (i) Income annualized and based on the three (3) months immediately preceding application (ii) Income received within the twelve (12) months preceding application for seasonal, summer youth emplo}nient or others whose income cannot properly be reflected based on (I) above (iii) The sums of (i) or (ii) above are exclusive of any pay- ments made to applicant which will cease upon applicants obtaining employment, as determined by DOL, The lower living standard income level may vary from time to time in accordance with DOL guidelines requir- ing adjustment. Contractors shall be notified of such changes by the BMC, and i�. BROM Page 2 (c) Participant meets one of the five criteria listed below: (i) Participant is unemployed at the date of application and during the twenty weeks immediately prior to app- lication has been receiving unemployment compensation for fifteenor more weeks (ii) Participant is ineligible to receive unemployment comp- I ensation at the date of application and has been unemploy` ed for fifteen of the twenty weeks immediately prior to application, or (iii) Participant, at the date of application, is unemployed and has exhausted all unemployment compensation benefits to which he/she is entitled, or (iv) Participant is unemployed at the time of application and was unemployed during fifteen of the twenty weeks immed- iately prior to application and who, during that fifteen week period was first ineligible for unemployment comp- ensation as described in C (ii) above and then became eligible for and received unemployment benefits. (v) Participant is a member of a family which has been re- ceiving Aid to Families with Dependent Children under Title IV of the Social Security Act. (d) If applicant meet., the criteria of Section 8 A (I) and is a veteran who has served on active duty for a period of more than 180 days or who was discharged or released from active duty for a connected disability, he/she shall be immediately eligible upon discharge for participation in the CF.TA project. i Section 501, Article V, titled Selection Procedure, 501.3. shall be re- placed by the following: Selection Procedure +' 501.1 The Florida State Employment Service (FSES) shall be responsible ` for certifying the eligibility of PSE applicants. 1 Section 500 Article V titled Eligibility, 500.2 Exceptions shall not apply to participants hired under this agreement. j ill. Agent agrees to seek the permission of the DOL through written application ito the KIC prior to purchasing any materials or equipment totaling more than $1,000.00. L2. Agent shall- institute fiscal controls as established by the BiiC from time to time so as to be able to satisfactorily account for all monies spent in conjunction with each separate project, the project cost in administra- tive overhead where applicable and participant wages and concomitant fringe benefits. 3. Canal banks north of 57th Street from 88th Avenue to 94th Avenue. b. Parcel and canal banks bordered on north by Greenbriar on west by University and south of McNab and east by 70th Avenue. c. Lots and adjacent canals south side of McNab Road from 100th Avenue to Westwood Boulevard. d. Between Commercial and 57th Street from 84th Terrace to N. W. 88th Avenue e. Lot adjacent to turnpike entrance and Commercial Boulevard (N.W. corner) . f. Lot at rear and to south of Commercial Boulevard and 441. g. Parcel at rear of Grants Shopping Plaza, between Treehouse Apartments and State Road #7 h. Parcel south of Bailey Road and east of Sabal Palm Village. i. Parcels between 57th Street and Commercial Boulevard from 64th Avenue to 84th Terrace. j. Parcels west side of 88th Avenue from McNab Road to Southgate Boulevard including canal banks. k. Parcel north of hospital and south of Elementary School and west of University Drive. 1. Area at eastern boundary.of city and immediately north and south of McNab Road. DAMES A. BROWN. The project will result in minimizing hazards caused by densely overgrown areas. 1 i Project B-07 Name of Project: Water Meter Installation Project Dates of Project: August 1, 1977 to July 31, 1978 i Number of Positions: 6 Total Project Funds: $63,610.00 Project Description: The agent will locate pipelines and expose i water service shut-off valves and install water meters for. 1,000 resi- dential customers serviced by city owned utility plant. The project will result in accurate plans of system on file, and billing and costs based on actual use. Project F-07 Name of Project: Jet -Vac Inspection Project Dates of Project: June 1, 1977 to May 31, 1978 Number of Positions: 2 Total Project Funds: $20,268.00 Project Description: The agent will inspect and clean storm sewers which serve approximately 10,000 persons. The project will result in j' completion of inspections t in nineteen (19) subdivisions. !I Project G-07 jName of Project: Sidewalk Construction Project Dates of Project: September 1, 1977 to August 31, 1978 Number of Positions: 7 V Total Project Funds: is $76,163.00 Project Description: The agent will construct sidewalks on University Drive and McNab Road, an area surrounding Tamarac Elementary i School and major thoroughfares. The project will result in a minimum of 3.5 miles of concrete safety walks. Project H-07 i Name of Project: Painting Project i± Dates of Project: August 1, 1977 to July 31, 1978 Number of Positions: 3 Total Project Funds: $8,385.00 Project Description: The agent will paint City Hall building and adjacent structure, sewer plant and fire hydrant. The project will result in reduction in maintenance costs and time in cleaning, and also provide better visibility and location of fire hydrants in the event of need to locate for servicing and repairs.
