CITY OF T& ARAC , FLORIDA
RESOLUTION NO. R- ~7 7-,P
RESOLUTION TO THE GOVERNOR AND THE
LEGISLATURE OF THE STATE OF FL OBIT,'A
AND OTHER CONCERNED FEDERAL AGENCIES
AND OFFICIALS.
WHEREAS, Broward County, Florida is second in population
in the State of Florida, and it has an identifiable five percent of
its population as drug abusers and
WHEREAS, the problems and perils incident to drug
abuse have become ubiquitous nationwide, throughout the State of
Florida and in Broward County; and
WHEREAS ; it has become publicly recognized that appro-
priate facilities for treatment and assistance to those in need of
such treatment or assistance are now a necessary and integral part
of local- government concern; and
WHEREAS, the National Institute of Drug Abuse funds
annually treatment slots which represents treatment facilities and
centers within each state in the United States; and
WHEREAS , the Broward County allocation for the National
Institute of Drug Abuse funded treatment slots represent only two
percent of the total allocation assigned within the State of Florida;
and
WHEREAS, Dade County, Florida, whose population is
33 percent larger than that of Broward County, Florida, obtains ten
times the Federally funded prevention and treatment dollars which
accrue to Broward County; and
WHEREAS, statistically the average Health and Re-
habilitative Services District in Florida receives funding for 64
treatment slots per 100,000 population; and.
WHEREAS, it has been shown that Broward County, Florida
receives only ten treatment slots per 100,000 of population; and
WHEREAS, because of the burgeoning onslaught of drug
use and abuse in Broward County, Florida, it has become increasingly
difficult to offer vitally needed services to the citizenry of

WHEREAS, the patent inequitities in the allocation
process and the exclusion of Broward County Florida, in the method
of funding is a matter of public concern;
NOW., THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
THE CITY OF TAMARAC , FLORIDA, that
} SECTION 1: This Council of the City of Tamarac..
Florida respectfully requests that the inequitities of the allocation
processes be more closely examined and scrutinized in order to
determine whether or not Broward County, Florida, receives appropriate
allocations
SECTION 2: The Governor of the State of FlOtdia and
the State Legislature be cognizant of the actual need for additional
treatment and prevention facilities and programs in Broward County
which will serve to benef it all the citizens in Broward County and
the State of Florida.
SECTION 3: As Broward County grows, so grows the
State of Florida, and with it the need for programs and facilities to
combat and to eliminate a societal problem which can be defeated
with appropriate and immediate action.
