A RESOLUTION URGING THE BROWARD BOARD OF
COUNTY COMMISSIONERS TO DENY APPROVAL OF
A PLAT ENTITLED"TAMARAC SOUTHLAND PLAT".
WHEREAS, a plat has been submitted to the Broward County
Commission entitled TAMARAC SOUTHLAND PLAT, and the proposed use
of the property has not been indicated by the developer, and
WHEREAS, the land area of the proposed plat, is within the
unincorporated area of Broward County and is currently zoned B-3,
General Business, and
WHEREAS, the County Land Use Plan, adopted November 22, 1977,
designates the subject land for residential use at ten (10) units
per acre, but further allows that up to five (5) percent of a
residential area in a flexibility zone may be developed as a com-
mercial use so long as no one parcel exceeds ten (10) acres in size,
and
WHEREAS, the Broward County Commission has received a recom-
mendation from its Planning Division that since the County has not
adopted and certified a Land Use Plan for its unincorporated areas,
that the Board of County Commissioners adopt a policy of denial of
all plats which are not in conformity with the adopted Broward Land
Use Plan, and
WHEREAS, the Planning Division has suggested the County plan
its flexibility zones in a way to permit identification of the
optimum amount, and most appropriate location of neighborhood services
at the time of certification of the local Land Use Plan for the un-
incorporated areas, and
WHEREAS, the City of Tamarac is deeply concerned that approval
of this plat by the Board of County Commissioners could create a
substantial threat to the health, the welfare and safety of the
citizens in the immediate area, and therefore wishes to urge the
County Commission to deny the subject plat.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: The City Council of the City of Tamarac strongly
urges that the Board of County Commissioners deny the plat submitted
to it entitled "TAMARAC SOUTHLAND PLAT" in accordance with the
recommendation of its Planning Division staff, which points out
the plat is not in conformance with the County Land Use Plan.
SECTION 2: The City Council asks the County to develop a
plan delineating the permitted uses in its flexibility zones adjacent
to residential areas of the City of Tamarac and to provide the City
an opportunity to be heard and to give its input at the earliest
stages of the drafting of such proposal.
SECTION 3: The City Clerk is hereby instructed to transmit
certified copies of this resolution to each member of the Board
of County Commissioners and attach thereto a petition transmitted to
the County on October 14, 1977, as amended on February 8, 1978, which
reflects the concern of the people living adjacent to the area of the
proposed plat. ®�

1. BAILEY ROAD, also known as North West 62nd Street, lies in
and adjacent to the City of Tamarac, the City of North Lauderdale
and unincorporated county areas.
2, The Bermuda Club Complex lies in Tamarac, partly fronting
on Bailey Road. Bermuda Club is a residential condominium housing
mostly, if not all, senior citizens. Four of the buildings of this
complex are constructed on Bailey Road, extending from N.W. 64th
Avenue to N.W. 61st Avenue.
3. All of the land fronting on Bailey Road is occupied by
condominiums, farms, one -family homes or lies vacant.
4. None of the streets or roads intersecting Bailey Road are
occupied by businesses, except State Road 7.
5. Bailey Road runs from State Road 7 westerly to N.W. 64th
Avenue. The major highways circumscribing the area in which Bailey
Road is situated are: State Road 7, at the Easterly end; Kimberly
Road, to the North; McNab Road to the Northwest; N.W. 57th Street
and Commercial Boulevard to the South.
All of these roads have business areas. The businesses include
two Publix Supermarkets, one Grand Union, One Wynn Dixie, as well as
businesses selling furniture, carpets, party items, stationery, ice
cream, bicycles, flowers, hardware, drugs, fruit, gas and oil, repairs,
banking services, convenience stores and restaurants of all kinds.

7. Along the perimeter of the area surrounding Bailey Road, there
are 320 stores, with 105 of them vacant - that is, one of every three
is now vacant.
8. Attached as an exhibit is a list of major business areas
surrounding -Bailey Road, showing total stores, etc. and number of
vacancies.
9. Along these perimeter roads are sites for additional businesses,
more than sufficient to satisfy the needs of present and future area
residents.
10. THE NUMBER OF VACANT STORES, ALREADY CONSTRUCTED, SHOWS
CLEARLY THAT MORE STORES AND BUSINESSES ALONG BAILEY ROAD ARE NOT
NOW $ AND WILL NOT BE IN THE FUTURE, NEEDED WITHIN THE AREA DESCRIBED._
�• 11. One would be inclined to believe that land developers and
land owners make careful and realistic and intelligent decisions on
what to build. The large number of vacant .Mores around this area
and in other areas of Broward County indicates that some of them gamble,
need tax deductions and guess wrong. Developers' interests should be
subordinate to the greater good of the community.

12. Vacant, uncared for stores, lead to delapidated and deteriorated
neighborhoods and are attractive to those engaged in or inclined to
criminal activities - crime of all kinds, rape, drug sales and danger
to the residents of the community is present or likely to be present
in such places.
13. There is nothing more frightening to pedestrians, -particularly
the elderly living in the condominiums along Bailey Road. -than the
darkened areas with vacant stores.
14. Signs have been erected along Bailey Road advertising the
fact that the sites are zoned for business. Purchasers have not been
attracted and businesses have not been constructed.
The financial loss to abutting owners, which may be caused
by rezoning the road to residential use in an otherwise resi-
dential area, would be minimal, in fact, the land would be
ore valuable if it were known that the purchasers Mould have
} sidenti.al use, without the danger of business encroachment.
