HomeMy WebLinkAboutCity of Tamarac Resolution R-79-125INTRODUCED BY: L///� TEMP. # 11� C� 1 CITY OF TAMARAC, FLORIDA 2 RESOLUTION NO. 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA, REQUESTING THE FLORIDA CABINET 4 TO RECONSIDER A PREVIOUSLY ENTERED ORDER PRO- HIBITING BACKPUMPING OF SURPLUS WATERS INTO 5 THE PUBLICLY -OWNED CONSERVATION AREAS ADJACENT TO WESTERN BROWARD COUNTY AND REQUESTING THE b COUNTY COMMISSION, ALL U.S. REPRESENTATIVES FROM DADE, BROWARD AND PALM BEACH COUNTIES, 7 U.S. SENATORS AND THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT TO IMMEDIATELY JOIN WITH 8 THE CITIES OF WEST BROWARD COUNTY AND DO ALL WITHIN THEIR POWER TO SEE THAT BACKPUMPING 9 DURING EMERGENCIES INTO THE CONSERVATION AREAS IS ALLOWED TO OCCUR. 10 11 WHEREAS, in April 1979, Broward County, Florida, suffered 12 severe flooding as a result of an abnormal rainfall, which could not be 13 resolved with the current drainage facilities available in Broward County; and 14 WHEREAS, the April, 1979, rainfall was a warning that positive, 15 concrete and immediate action to improve drainage must be taken immediately to 16 1 prevent a catastrophy in terms of loss of life in the future, and 17 WHEREAS, the present drainage facilities, specifically, the 18 C-13 and C-14 canals, west of State Road 7, were originally designed solely 19 to accomodate agricultural land uses; and 20 WHEREAS, the Hillsborough Canal, which also purports to drain 21 portions of western Broward County, has never received any project benefits 22 so as to efficiently accomodate any particular drainage use; and 23 WHEREAS, in 1979 one-half of the population of Broward County 24 resides west of State Road 7 and the projected growth of Broward County will, 25 1 in the future, be predominantly west of State Road 7; and 26 WHEREAS, future growth will also create needs for new sources 27 of drinking water; and 28 WHEREAS, the dangers to lives and property as to future flooding 29 will only be complicated by future growth; and 30 WHEREAS, a recognized cost effective solution to the potential 31 flooding problem in western Broward County exists wherein, a dual purpose can 32 be accomplished whereby surplus waters could be pumped into the conservation 33 areas such waters also providing necessary future water supplies, and 34 WHEREAS the Florida Cabinet has heretofore prohibited the back- F1 1 pumping of said surplus waters into said conservation areas; and 2 WHEREAS, the City Council of the City of Tamarac endorses the 3 concept of backpumping surplus waters into the conservation areas adjacent 4 and adjoining western Broward County in times of flooding emergency and believes 5 that the Florida Cabinet should reconsider its position prohibiting the said b backpumping. 7 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 8 CITY OF TAMARAC, FLORIDA: 9 SECTION 1: That the Florida Cabinet is hereby urged to 10 recognize a very real threat to human life due to insufficient drainage and 11 to reconsider its previously entered order prohibiting the backpumping of 12 surplus water into the conservation areas adjacent and adjoining western 13 Broward County and allow and direct the U.S. Army Corps of Engineers to imme- 1 4 diately initiate a study to determine the feasibility of the backpumping of 15 surplus water into the conservation area in times of flooding emergency, which ]6 backpumping would, if permitted, provide additional flood protection and a 17 needed water source for the citizens of Broward County through the most 18 efficient and economical procedure available. 19 SECTION 2: The County Commission, all U.S. Representatives 20 from Dade, Broward and Palm Beach Counties, U.S. Senators and the South 2 1 Florida Water Management District are urged to immediately join with the cities 22 of West Broward County and do all within their power to see that backpumping 23 during emergencies into the conservation areas is allowed to occur. 24 PASSED,APPROVED AND ADOPTED this day of ,1979. 25 26 MAY R 27 ATTEST: 28 29 CITY CLERK 30 I HEREBY CERTIFY THAT I have approved the form and correctness of 31 this RESOLUTION MAYOR: 32 DISTRICT 33 4CT AYA T DISTRICT DISTRICT 34 DISTRICT RECORD Of COUNCIL VOT' 2.
