HomeMy WebLinkAboutCity of Tamarac Resolution R-79-075Introduced by: e/7yI Temp. # 1V-7 ? 1 CITY OF TAMARAC, FLORIDA 2 RESOLUTION NO. 3 A RESOLUTION SUPPORTING DETERMINATE SENTENCES FOR JUVENILES AND SUPPORTING USE OF MILITARY 4 BASES BEING ABANDONED TO HOUSE JUVENILES s6 WHEREAS, there has been a tremendous growth of 7 juvenile offenses in Western Broward County, and 8 WHEREAS, police reports indicate that in 1978, 44% of 9 all arrests were of juveniles, and 10 WHEREAS, in 1978, in Tamarac, 52% of arrests were of 11 juveniles, and 12 WHEREAS, in Tamarac, 39% of all misdemeanors were 13 by juveniles, and 14 WHEREAS, in Tamarac juveniles accounted for at least 15 120 burglaries with a reported property loss in excess of 16 $72,000.00 and 79 acts of vandalism resulting in property damage 17 in excess of $11,000.00, and 15 WHEREAS, the consideration has been given to the 19 publishing of names of the parents of the offenders which does 20 not seem to be the most advantageous method of handling the 21 situation, and 22 WHEREAS, the Juvenile Courts have indicated that 23 arrested juveniles are frequently back on the streets within 24 24 hours, and 25 WHEREAS, the Okeechobee Rehabilitation Center is 26 currently overcrowded with 480 juveniles detained in quarters 27 designed for 271 persons, and 28 WHEREAS, the only corrective measure insofar as the 1_'29 30 courts are concerned is for the Florida legislature to draft legislation the Courts making stronger. 31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 32 OF THE CITY OF TAMARAC, FLORIDA: 33 SECTION 1: That the City Council requests the Florida 34 Legislature to provide determinate sentences for juvenile offenders. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 SECTION 2: That the City Council requests the Florida Legislature to provide resources for retention of juveniles with dignity. One source of housing is military installations within the State which are in the process of being closed. Tamarac requests that the State take whatever actions are needed to see that such facilities are turned over to the proper authorities for use as juvenile detention facilities. SECTION 3: Copies of this resolution are to be sent to all members of the Broward Delegation, and to the Broward League of Cities for distribution to all other Cities in Broward, to the Chief Judge of the Seventeenth Judicial Circuit, to Judge Alcee Hastings, and to the Florida League of Cities for distribution to their members. SECTION 4: This Resolution shall be effective immediately upon its adoption.
