R- 2000- /09 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SEEK GRANT FUNDING FROM THE BROWARD COUNTY CHILDREN'S SERVICES ADMINISTRATION DIVISION IN THE AMOUNT OF $3,250; AUTHORIZING A CITY MATCH IN -KIND IN THE AMOUNT OF $1,633 FOR A TOTAL PROJECT COST OF $4,883; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Broward County Children's Services Administration Division provides grant funds to support summer activity programs; and WHEREAS, grant funds are available for programs that keep children safe and improve their readiness for school; and WHEREAS, the City of Tamarac wishes to provide the participants in the summer recreation program with activities that will accomplish these objectives; and WHEREAS, the City of Tamarac wishes to submit an application, attached hereto as Exhibit 1, to the Broward County Human Services Administration Division for funding for programming designed to improve the communication, social and leadership skills of participants in the summer recreation program while providing them with an exposure to business, civics and careers; and WHEREAS, the City of Tamarac is willing to match the grant request of $3,250 with in - kind funds in the amount of $1,633 for a total project cost of $4,883; and Temp. Reso. # 8970 — April 12, 2000 Page 2 WHEREAS, the City Manager and the Director of Parks and Recreation recommend approval of the application; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to authorize the appropriate City Officials to seek grant funding from the Broward County Children's Services Administration Division, NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The City Manager is hereby authorized to seek grant funding from the Broward County Children's Services Division in the amount of $3,250 with an in -kind match of $1,633 for a total project cost of $4,883 to provide summer recreation program participants with programming to increase their interpersonal, communication and leadership skills. Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portion or applications of this Resolution. 1 Temp. The City is expanding the summer recreation program to accommodate 280 campers and has committed funding to hire10 Counselors in Training (C.I.T's) Funding is being sought to allow for enhancement of the overall program to provide for leadership/presentation skills training workshops for teen campers and CIT's and age specific Junior Achievement lesson plans and materials for all camp participants. Training and program activities will occur as specified within the attached project description. This program will provide all 290 participants in Tamarac's Summer Recreation Program with basic economics/civic education and activities in a teambuilding environment and to further provide those participants age 12-17 with experience in public speaking, roject organization and leadership skills they will need for entry into the workforce. The project will take a "train the trainer" approach to enable the CIT"s and teen camp participants to deliver five activity modules on basic economic/civic conce is to 250 students in the Cit 's Summer Recreation Program. The materials and activities used will be those developed by Junior Achievement (JA). JA materials are nationally recognized, and have been approved for use by the Broward County School Board. All programs/activities will o erate under the direct super -vision of a minimum of two adult Recreation Leaders. Mark Crockett, "Creating Successful Schools for All Early Adolescent Students: No Easy Answers", In NASSP Bulletin, December 1995 JA programs provide the critical link from theory or concept to the practical by providing both the facilitators (teens) and the campers a valuable, practical set of lessons which are regarded as fun by participants. The younger campers will see the teens as role models and exhibiting leadership skills. They will also receive valuable training in civics, career choices, business/economic education and teamwork. The teens themselves will gain presentation, management, communication and other interpersonal skills important to school and ultimately workplace success. 0 Summer Camp Program- ---Tamarac 2000: What are the program activities? The program activities are lessons from Junior Achievement, Inc. curriculum developed for students grades K -12. The material is age -appropriate and activity oriented and will focus on K -5 for this project. The objective of the material at any age level is civics, economics, and business education which is delivered through activities that are fun, hands-on and practical. Where will the program activities be delivered? Ten (10) classrooms will be secured by the City of Tamarac as part of the summer recreation program. Who are the Facilitators of the Summer Camp Program? Ten youth who have been designated as "Counselors in Training" and 20-30 youth from the Tamarac Teen Camp, will be trained by Junior Achievement in three sections; 3 hours per day for three days. This training will include presentation skills, class management techniques, and the specifics of the JA curriculum materials they will be presenting to the campers along with a role-play session for practice. • The curriculum they will be presenting was developed by Junior Achievement, Inc. to allow for delivery of the materials by teens to younger, elementary school students. How will the programs/activities be delivered? Facilitators will work in teams consisting of one CIT and 2 - 3 teen camp representatives. Each team will work with a group of 20-30 campers. Utilizing the age/grade level specific materials provided through Junior Achievement, each team will deliver 5 sessions to each group of campers. When will the program activities take place? The program activities will most likely be delivered one day per week over a five week period. (There is flexibility in the delivery schedule. However, each grade level will receive a total of 5 presentations.) The duration of each session is approximately one hour. The activities will vary according to the age/ grade level of the "camper" but ranges from 35 minutes to 45 minutes each. Each facilitator team will deliver a minimum of five sessions. What are the supervision considerations? Along with the adults assigned to the campers, Junior Achievement staff will be visiting, observing and monitoring the delivery of the program each week through observation of the sessions and providing ongoing feedback to each facilitator/ team. 3
