RESOLUTION NO. R- 2000-�,31
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO SEEK TEA
- 21 GRANT FUNDS THROUGH THE FLORIDA
DEPARTMENT OF TRANSPORTATION IN THE
AMOUNT OF $225,000 FOR TRANSPORTATION
ENHANCEMENT PROJECTS; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac desires to enhance the
medians on Nob Hill Road between Commercial Boulevard and Westwood Drive; and
WHEREAS, the City maintains the medians on Nob Hill which are in need of
landscape and irrigation improvements between Commercial Boulevard and
Westwood Drive; and
WHEREAS, one of the elements of the Transportation Equity Act for the 21 st
Century (Tea - 21) is the provision of funds for selected transportation enhancement
projects; and
WHEREAS, Tea — 21 funds are granted to local governments through the State
via an application to the Florida Department of Transportation for Transportation
Enhancement Projects hereto attached as Exhibit A; and
WHEREAS, the City Manager and the Director of Public Works, recommend
approval; and

WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the residents of the City of Tamarac to apply for Tea — 21 funds
through the Florida Department of Transportation via an application for Transportation
Enhancement Projects;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City staff and City Officials are hereby authorized to
seek Tea - 21 funds through the Florida Department of Transportation via an
application for Transportation Enhancement Projects in the amount of $225,000.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent of
such conflict.
Section 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.

Section 5: This Resolution shall become effective immediately upon its adoption.

Department of Transportation; (3) comply with the Federal Uniform Relocation Assistance and Acquisition Policies Act for
any Right of Way actions required for the project, and (4) support other actions necessary to fully implement the proposed
project. I further certify that the estimated costs included herein are reasonable and understand that significant increases in
these costs could cause the project to be removed from the Florida Department of Transportation work program.

2. Project Decription:
(b) Describe how the proposed project relates to surface transportation
such as by function, proximity or impact.
The proposed project is significantly related to the intermodal transportation
system in terns of function, proximity, and impact. Additionally, landscape
enhancement is an integral part of the Transportation Element of the City of
Tamarac's Comprehensive Plan.
The installation of landscaping, curbing and irrigation on the Nob Hill Road
medians serves several functions. It will increase the aesthetic value of both the
intermodal transportation system and the surrounding commercial/residential
neighborhoods creating a more pleasant driving experience. The project will
serve as a barrier between opposite directions of traffic thereby increasing public
safety. Installation of curbing will further the safety aspects of the project by
reducing the ability of vehicles to make illegal turns across the median, thereby
increasing driver, pedestrian and maintenance worker safety. Pavers will be
incorporated into the design to provide a pedestrian refuge. Plant materials
(trees, shrubbery, wildflowers and ground cover) will increase pedestrian safety
through visual narrowing, causing pedestrians to cross to the middle of the road,
stopping on the median refuge before proceeding.
The proposed project is important to the intermodal transportation system in
terms of proximity. Nob Hill Road has an Annual Average Daily Traffic count of
approximately twenty-six thousand (26,000) and is functionally classified as a
County Collector. The portion of Nob Hill to be addressed by this project ( from
Commercial Boulevard to Westwood Drive) is located in Tamarac's most rapidly
growing area. The area immediately surrounding the project consists of
multifamily and single family housing units as well as commercial businesses.
The current density is approximately 8 units per acre.
The proposed project will impact both adjacent property values and future
maintenance costs. The incorporation of drought resistant, low maintenance
native species will reduce the number of times the medians need attention which
has the added benefit of increased maintenance worker safety. The installation
of a water conservative irrigation system that utilizes canal water and wells, will
maximize the life expectancy of the plant materials while minimizing water usage.
Question 2(c)
The proposed project is located on a 1.2 mile length of Nob Hill Road between
Commercial Boulevard (SR 870) to the South and Westwood Drive to the North.

• Question 2(d)
The Project will be consistent with the City of Tamarac's Master Landscape Plan
currently being implemented on several State, County, and City thoroughfares. Plant
materials will be native, drought resistant, and low maintenance. Irrigation will be drawn
from canals and/or wells.
Question 2(e)
Broward County owns all rights -of -way within the proposed project location. Right -of
way ownership is documented by plat and deed in the public records of Broward
County. The road is functionally classified as a County Collector.
Question 2(f)
No right-of-way acquisition is proposed for this project. Broward County will retain right-
of-way ownership and the City of Tamarac will retain maintenance responsibilities.
Question 2(g)
Cost estimate has been prepared for purposes of this application. No other work
phases are currently completed or underway.
Question 2(h)
The City of Tamarac will be maintaining the project location with an experienced
landscape contractor under the guidance of the City's own experienced staff of
landscape and irrigation specialists. The City's Landscape Inspector is a
Certified Arborist and maintains membership in the Landscape Inspectors Association,
Landscape Maintenance Association and the Florida Nurserymen & Growers
Association. The City's Landscape Supervisor has over 18 years experience in
landscape and irrigation construction and maintenance, has Lawn & Ornamental Pest
Certification from the State of Florida Department of Agriculture and maintains
membership in the Landscape Maintenance Association.
Question 3(a)
All work phases of the proposed project will be performed and/or contracted and
administered by the Florida Department of Transportation. The City will provide
planning and technical assistance as necessary.

Upon project completion, Broward County will retain ownership of the median rights -of -
way and the City of Tamarac will continue to maintain the medians as per our
Agreement with Broward County and any Agreement between the City of Tamarac and
the Florida Department of Transportation required under the terms of this application.
