R- 2000- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO SEEK GRANT FUNDS THROUGH THE BROWARD BEAUTIFUL COMMUNITY GRANT PROGRAM IN THE AMOUNT OF $5,000 WITH A LOCAL MATCH IN THE AMOUNT OF $5,000 FOR A TOTAL PROJECT COST OF $10,000 FOR BEAUTIFICATION OF THE MEDIANS ON COMMERCIAL BOULEVARD; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to enhance the medians on Commercial Boulevard between Prospect Road and Rock Island Road; and WHEREAS, the City maintains the medians on Commercial Boulevard which are in need of landscaping and irrigation improvements; and WHEREAS, funds are available through the 2000 Broward Beautiful Grant Program for purposes of improving enhancing and preserving the natural beauty and environment in Broward County; and WHEREAS, the City desires to provide for additional flowering plants on the Commercial Boulevard medians between Prospect and Rock Island Roads; and Temporary Reso. 9022 — May 15, 2000 Page 2 WHEREAS, the City is willing to match the 2000 Broward Beautiful Grant Program request of $5,000 with City funds in the amount of $5,000 from the Grants Matching Fund; and WHEREAS, the City Manager and the Director of Public Works, recommend approval; and WHEREAS, the City Commission of the City of Tamarac deems it to be in the best interest of the residents of the City of Tamarac to apply for a Broward Beautiful Community Grant Community Grant Award attached hereto as Exhibit A. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The appropriate City staff and City Officials are hereby authorized to seek Broward Beautiful Community Grant funds through the Broward Beautiful Organization in the amount of $5,000 with a local match in cash of $5,000 from the Grants Matching Fund for a project cost of $10,000 Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in 1 1 Temporary Reso. 9022 — May 15, 2000 Page 3 application, it shall not affect the validity of the remaining portion or applications of this Resolution. I further certify that all information submitted herein is true and correct, and demonstrates the intent of the applicant to install and maintain the proposed project according to the plans, specifications, and costs attached herein. Located in western Broward County, Tamarac is the 11th largest of Broward County's 29 municipalities. The City has a current population of 52,413. According to the most recent census data, the median age of the residents is 63.5 with 48% being age 65 or older. The per capita income of Tamarac's residents is $18,012, less than Broward County's $22,583. The large number of retirees living on fixed incomes may explain this factor. Organization Mission and Goals Tamarac is structured in a Commission -Manager form of government. Four Commissioners are elected for staggered three-year terms from each of the City's four districts, with the mayor being elected Citywide. The purpose and function of the City is to facilitate the needs of the citizens within the City of Tamarac. Tamarac is a full service City providing Police, Fire Rescue, Water, Recreation, Community Development, Building and Public Works Services. The proposed project would be coordinated by the City's Public Works Department as part of the effort underway to restore and beautify the City's medians along the Commercial Boulevard Corridor. Current Programs, Activities and Accomplishments The White House recently designated Tamarac a "Millennium Community", and the U.S. Conference of Mayors named us one of America's most livable cities through its "City Livability Award" program. Tamarac is currently undergoing a period that involves rapid new growth in the westernmost areas of the City and revitalization connected with the original communities on the eastern side of the City. Projects underway include a 17 million dollar street resurfacing project and revitalization of the Commercial Boulevard/441 corridor. Projects taking placing along Commercial Boulevard include the refurbishing of Sunshine Plaza at the intersection of State Road 7 and Commercial Boulevard, enhancements to community association entranceways, median improvements, and the construction of the new Senior and Community Center. 0 • Description of the Proposed Project The problem to be addressed by this grant is the lack of adequate landscaping along the medians on Commercial Boulevard between Prospect and Rock Island Roads. This arterial serves as a main corridor to the City. As one of the originally developed areas of the City, it is the focal point for the City's current revitalization efforts. While Tamarac has undertaken a plan to enhance the medians through installation of trees sod, plants and irrigation, funding is being sought to allow for the inclusion of additional flowering plants and understory plantings as a means to further beautify the area and continue the community revitalization project. The attached landscape plan provides an overview of the project and details the placement, location, types and quantities of plants that would be acquired with funding provided through Broward Beautiful. Of course, a sign would be posted upon completion of the project recognizing Broward Beautiful as a partner in the City's community revitalization effort.
