CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2000 - 14(1
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE A
PARTNERSHIP AGREEMENT BETWEEN THE CITY OF
TAMARAC AND THE MENTAL HEALTH ASSOCIATION OF
BROWARD COUNTY RELATING TO PARENT TRAINING;
PROVIDING FOR INSURANCE REQUIREMENTS;
PROVIDING FOR WAIVER OF LIABILITY; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac and the Mental Health Association of Broward
County, Inc., share a common goal to promote the health and mental well-being of the
citizens and residents of the City of Tamarac and Broward County through their
respective programs; and
WHEREAS, the Mental Health Association of Broward County offers Parent
Workshops for the purpose of bringing skill -building opportunities to parents, guardians,
and other caregivers, who seek to become more effective as they raise their children;
and
WHEREAS, it is the recommendation of the Director of Parks and Recreation
that the City of Tamarac enter into a Partnership Agreement with the Mental Health
Association of Broward County relating to parent training for the provision of parent
workshops; and

WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be
in the best interest of the citizens and residents of the City of Tamarac to adopt the
partnership agreement between the Mental Health Association of Broward County and
the City of Tamarac relating to parent training.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this
Resolution.
SECTION 2: That the City Commission of the City of Tamarac hereby authorizes
the appropriate City officials to execute a partnership agreement with the Mental Health
Association of Broward County relating to parent training, attached hereto as "Exhibit
1 ".
SECTION 3: That the City of Tamarac hereby requires that the Mental Health
Association of Broward County provide the City with a certificate of insurance listing the
City of Tamarac as an additional insured.
SECTION 4: That all participants in the "Parent Workshops" program will be
required to sign a Liability Waiver which shall indemnify and hold harmless the City, its
elected and appointed officials, and agents from any and all claims, suits, actions,
damages, liability and expenses.
SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.

SECTION 6: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 7: This Resolution shall become effective immediately upon adoption.

PARTNERSHIP AGREEMENT
between
MENTAL HEALTH ASSOCIATION OF BROWARD COUNTY
and
City of Tamarac
Relating to Parent Training
The Mental Health Association of Broward County, Inc. (MHA) and the City of Tamarac (City) share a
common goal to promote the health and mental well-being of citizens in Broward County through their
respective programs and services.
As a part of this partnership agreement, MHA shall work with the City to provide parenting education
opportunities at City hosted sites and in cooperation with City program staff.
Parent Workshops bring skill building opportunities to parents (including guardians and other
caregivers) who seek to become more effective as they raise their children. Themes include
communication, stress management, anger management, problem solving and decision making as
examples. Workshops may be age appropriate as in "parents of teens" or `parenting infants". MHA and
City staff will work together to determine what themes may attract greatest participation.
To provide this service, M1 A will:
• Assign a project liaison to work with City staff.
• Meet with City staff to coordinate time, site and theme for parent workshop(s).
r Engage competent parent educators to conduct workshops at City host site(s).
• Provide free and fee (optional) parenting materials appropriate to workshop themes.
• Conduct pre and post assessment of participating parents to determine effectiveness of
workshop(s) and also to confirm participant satisfaction with workshop(s).
• Work jointly with City staff to arrange for children's activity as needed to facilitate parent
participation at workshop(s).
To facilitate this service, the City shall:
• Assign a project liaison to work with MHA staff
• Meet with MHA staff to coordinate time, site and theme for parent workshop(s).
• Promote the workshop(s) in City newsletters or via other City sponsored media.
• Provide a suitable workshop site and also a site for children's activity as needed to facilitate
parent participation at workshop(s).
• Provide refreshments for parents and children attending.
This Partnership Agreement shall be in effect from the date of signing and may be terminated by either
party with written notice.
