RESOLUTION NO. R- 2000-178
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO SUBMIT A
PROPOSAL TO THE FLORIDA DEPARTMENT OF
ELDER AFFAIRS IN THE AMOUNT OF $24,500 FOR
THE CITY'S EVALUATION OF THE DEPARTMENT
OF ELDER AFFAIRS ELDER READY COMMUNITY
ASSESSMENT; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Tamarac recognizes that the City
of Tamarac is at the forefront among Florida's communities in regards to planning
services which consider the needs of older residents; and
WHEREAS, the Florida Department of Elder Affairs has developed the "Elder
Ready Community" assessment as an instrument to gauge a communities ability to
meet the needs of citizens over the age of 60; and
WHEREAS, the Department of Elder Affairs is inviting proposals from
communities to evaluate and make recommendations for revision of the "Elder Ready
Community" assessment; and
WHEREAS, the City of Tamarac wishes to submit a proposal for funding in the

amount of $24,500 to provide for the City's participation in the evaluation of the
Department of Elder Affairs "Elder Care Community" assessment; and
WHEREAS, the City Manager and the Director of Parks and Recreation
recommend approval; and
WHEREAS, the City Commission of the City of Tamarac deems it to be in the
best interest of the residents of the City of Tamarac to submit a proposal for funding
from the Department of Elder Affairs attached hereto as Exhibit A.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: The appropriate City staff and City Officials are hereby authorized to
submit a proposal to the Florida Department of Elder Affairs in the amount of $24,500
to fund the City's evaluation of the "Elder Ready Community" assessment.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent of
such conflict.
Section 4: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in

application, it shall not affect the validity of the remaining portion or applications of this
Resolution.
Section 5: This Resolution shall become effective immediately upon its adoption.

Proposal to Department of Elder Affairs
Elder Ready Communities Assessment
June 12, 2000
Background Information
The City of Tamarac is located in Broward County, in southeastern Florida. In Broward
County the 60+ population is approximately 25% of the total residents. The City of
Tamarac was originally incorporated as a retirement community in 1963. Consequently,
Tamarac has a high percentage of residents age 60 and above. The most recent,
census data indicates that the median age in the City is 63.5 with 55% of the population
being age 60 or over. This original population has "aged in place" so that Tamarac
today has a segment of the population age 85 and older which is significantly higher
than both the County and State averages. The City continues to attract recent retirees
and expects that the baby boom generation currently in residence will remain through
their retirement years. Medical and technological advances have contributed to an
increase in longevity for the "younger" old cohort, as well as the `older" old cohort, with
special considerations for quality of life issues such as, housing, healthcare,
transportation, social services and recreation.
The City Commission has developed a strategic plan, Tamarac 2000, which serves as a
framework for the future actions of the City. The objective of Tamarac 2000 is to ensure
that Tamarac has a comprehensive planning process to identify, create and evaluate
City services to ensure that the needs of the population, most notably the more

vulnerable elder segment, are consistently addressed. The Commission recently
funded the first phase of a master plan project which will inventory and assess existing
recreational and social service resources and identify supplementary resources needed
to meet the changing needs as our demographics shift.
The demographics of the aging population in Tamarac are as follows:
55% of the City population is 60+; Broward County is estimated at 25%.
23% of the City population is 75+; Broward County is estimated at 10%
Proposal Information
As part of the Master Planning process the City wishes to develop a comprehensive
plan that will ensure that Tamarac continues to meet the needs of the elder population.
In order to accomplish this objective, the City proposes to incorporate the use and
evaluation of the DOEA Elder Ready Community Survey as follows:
Phase 1 — Evaluating the Elder Ready Community Survey
The Department of Elder Affairs has developed an assessment tool designed to assist
communities in determining their "elder readiness". This tool is a comprehensive
approach to evaluating various segments of the community, ultimately allowing a City to
determine which areas are lacking and therefore need to be addressed in future
planning efforts. The objective is to identify the services required to enable an individual
to age in place, thereby ensuring that the needs of all segments of the population,
including the elderly are met.

The DOEA assessment instrument includes a variety of factors including healthcare,
housing, crime transportation, leisure services and government accessibility.
As part of its Master Planning evaluation process, the City of Tamarac proposes to
utilize and evaluate the DOEA Elder Ready Community Survey.
The following activities are proposed for the First Phase of the evaluation process:
• Adapt the DOEA approved elder ready survey instrument for use by the City.
• Administer the survey to the target population.
• Collect and analyze the data
• Report the results back to DOEA
• Analyze the strengths and weaknesses of the research tool and make
recommendations for revision as appropriate.
Requested funding for above; $24,500
Time frame for completion of Phase I: NOA - 12/15/00
It is hoped that the information gathered in the first phase activities described above will
lay the groundwork for the further evaluation of existing facilities, and the ultimate
development and implementation of a community wide master plan.
