R2000-221 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, SUPPORTING AN INDEPENDENT TAXING DISTRICT FOR CHILDREN'S SERVICES IN BROWARD COUNTY GOVERNED BY A CHILDREN'S SERVICES COUNCIL; URGING OTHER BROWARD COUNTY CITIES TO SUPPORT SUCH A DISTRICT; DIRECTING THE CITY CLERK TO DISTRIBUTE A COPY OF THIS RESOLUTION TO INTERESTED PARTIES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, according to the Department of Children and Families at least 5,854 Broward children were abused and neglected in Broward County in fiscal year 1998-99; and WHEREAS, statistics from the Department of Health show 1,305 births to girls younger than 19 years of age in Broward County in 1998; and WHEREAS, at the end of February 2000, 437 young people, aged birth to 19, were infected with HIV and AIDS in Broward County; and WHEREAS, the challenges facing our children and youth need our immediate attention; and WHEREAS, local funding for children's programs has not kept pace with local children's needs. Broward County currently serves over 360,000 children at only $39 per child, in contrast to Palm Beach County's independent taxing district that provides services valued at $191 per child; and 1 Temp. Reso. #9118 Page 2 August 15, 2000 Rev. #1 August 17, 2000 WHEREAS, a Local Option Bill was passed in the 2000 legislative session that places a referendum on the September 5t" ballot to provide voters with the opportunity to decide if they wish to make an investment in Broward's children by creating an independent taxing district for children's services governed by a ten (10) member independent Children's Services Council; and WHEREAS, the independent taxing district will provide a dedicated source of revenue that can only be used to fund organizations serving our children, and cannot be allocated to other needs in the County; and WHEREAS, an independent taxing district headed by a Children's Services Council can leverage dollars from national foundations and corporations that will not give to a county bureaucracy; and WHEREAS, an independent taxing district provides greater fiscal and programmatic accountability and more flexibility to respond to emergency needs than there is with a County bureaucracy; and WHEREAS, the City Commission of the City of Tamarac, deems it to be in the best interests of the citizens and residents of the City of Tamarac to support an Independent Taxing District for Children's Services in Broward County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Ll Temp. Reso. #9118 Page 3 August 15, 2000 Rev. #1 August 17, 2000 SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the City Commission of the City of Tamarac does hereby endorse and support the passage of the September 5th referendum on an independent taxing district for children's services governed by a Children's Services Council. SECTION 3: That the City of Tamarac does hereby urge other Broward cities to endorse and support the September 5th referendum on an independent taxing district for children's services governed by a Children's Services Council. SECTION 4: That the City Clerk is hereby directed to distribute a copy of this resolution to all Broward cities, the Broward League of Cities, the Citizens for Broward's Children, the Broward County Legislative Delegation, the Broward County Board of County Commissioners, the Broward County School Board, and such other persons as may have an interest. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. 1 1 Temp.
