R-2000-238 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, ENDORSING THE SAFE PARKS AND LAND PRESERVATION BOND PROGRAM AND URGING THE VOTERS TO APPROVE THE SAFE PARKS AND LAND PRESERVATION BOND REFERENDUM ON NOVEMBER 7, 2000; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac, Florida is a City of more than 50,000 residents located in Broward County; and WHEREAS, the City of Tamarac City Commission recognizes the economic, environmental and quality of life values provided to the community by safe parks and the preservation of natural lands; and WHEREAS, the residents of the City of Tamarac have strongly supported parks and land conservation programs such as Preservation 2000, Florida Forever, the Broward County's Parks and Recreation Bond Initiative, the Environmentally Sensitive Lands Bond Program, and outstanding City Parks; and WHEREAS, Broward County's bourgeoning population has created a need to renovate and enhance an aging parks system and to preserve remaining natural lands that provide benefits for endangered wildlife, clean water and clean air; and E Temp. Reso. #9137 September 6, 2000 Page 2 WHEREAS, without preserving land for future generations now, within five years the remaining 1,400 acres of ecologically valuable lands in Broward County may be lost forever to development; and WHEREAS, the Broward County Board of County Commissioners on May 23, 2000 voted to place a $400 million Safe Parks and Land Preservation Bond Referendum on the November 7, 2000 ballot; and WHEREAS, the Safe Parks and Land Preservation Bond Program will provide $200 million for regional and neighborhood park repairs, new park amenities and expansion, and new amenities for natural areas, benefiting all citizens; and WHEREAS, the Safe Parks and Land Preservation Bond Program will provide for an expanded Swim Central Program and partnership programs with the cities for neighborhood parks; and WHEREAS, the Safe Parks and Land Preservation Bond Program will provide for Challenge Grants to cities for capital construction funds to renovate, repair or expand their park systems; and WHEREAS, the Safe Parks and Land Preservation Bond Program will provide $200 million for purchasing undeveloped natural lands and acquiring and restoring green and open spaces to preserve ecologically valuable land and diminish the impacts of overdevelopment; and WHEREAS, the Safe Parks and Land Preservation Bond Program will acquire land to enhance water quality and recharge, and improve air quality by enhancing tree resources; and 1 1 Temp. Reso. #9137 September 6, 2000 Page 3 WHEREAS, on July 20, 2000 the Broward League of Cities endorsed the Safe Parks and Land Preservation Bond Referendum; and WHEREAS, the City Manager recommends the support of the Safe Parks and Land Preservation Bond; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to endorse the Safe Parks and Land Preservation Bond Program and urges the voters to approve the Safe Parks and Land Preservation Bond Referendum on November 7, 2000. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: The City Commission of the City of Tamarac, Florida, endorses the Safe Parks and Land Preservation Bond Program and urges the voters to approve the Safe Parks and Land Preservation Bond Referendum on November 7, 2000. SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. 1-1 Temp. Reso. #9137 September 6, 2000 Page 4 SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SECTION 5: This Resolution shall become effective immediately upon its passage and adoption. PASSED, ADOPTED AND APPROVED this 15t" day of September, 2000. ATTEST.
