A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE AMOUNT OF $175,000 FOR A TOTAL PROJECT COST OF $350,000 IN ORDER TO PROVIDE THE RESIDENTS AND VISITORS ENHANCED PARKS AND RECREATION PROGRAMS AT MCNAB PARK; AUTHORIZING THE CITY CASH MATCH OF $175,000 TO BE ALLOCATED FROM THE GRANTS MATCHING ACCOUNT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Tamarac desires to provide its residents and visitors a higher level of service by enhancing and improving its outdoor recreation facilities and environment; and WHEREAS, the Florida Department of Environmental Protection, through the Florida Recreation Development Assistance Program (FRDAP), provides grants to local governments to acquire or develop land for public outdoor recreation; and WHEREAS, the City of Tamarac is submitting an application to the Florida Department of Environmental Protection for the Florida Recreation Development Assistance Program grant, attached hereto as Exhibit A; and WHEREAS, the City Commission of the City of Tamarac has an on -going program of public participation through the activities of the Tamarac Parks and Recreation Board; and WHEREAS, the Tamarac Parks and Recreation Board recommends the improvements that will be accomplished if the grant were awarded to the City of Tamarac; and Temp. Reso #9148 September 18, 2000 Page 2 WHEREAS, it is requirement of the grant program that a public meeting regarding the proposed development of McNab Park be held; and WHEREAS, a public meeting regarding the proposed development of McNab Park is scheduled to be held on September 28,2000; and WHEREAS, the City Commission of the City of Tamarac, Florida is willing to match the grant request of $175,000 with local funds in the amount of $175,000; and WHEREAS, the enhancements of McNab Park include a universally accessible playground with safety surface and sunshade, restrooms/pavilion and which are included in the Proposed Five Year Capital Improvement Program; and WHEREAS, it is a requirement of the grant program that this Resolution be adopted and become an official part of the application; and WHEREAS, the City Manager and Director of Parks and Recreation recommend approval; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to enhance recreation and park facilities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. Section 2: The appropriate City Officials are hereby authorized to execute the Florida Recreation Development Assistance Program grant application for $175,000 from the Florida Department of Environmental Protection providing for a City match of $175,000 for a total project cost of $350,000, attached hereto as Exhibit A. 1 Temp. MISIpQNy Ot8'f S COIA11. auANOR,dv„ OAT k VIM R0V1f �� EXHIBIT A TR 9148 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT APPLICATION PACKAGE INTRODUCTION The Florida Recreation Development Assistance Program (FRDAP) provides grants to local governmental entities to acquire or develop land for public outdoor recreation. The Florida Department of Environmental Protection (DEP), Bureau of Design and Recreation Services administers FRDAP. DEP evaluates grant applications according to policies and procedures described in Chapter 62D-5, Part V, Florida Administrative Code (F.A.C.). This is commonly known as the FRDAP Rule. Applicants should familiarize themselves with these policies and procedures. This packet will assist all applicants in preparing and presenting the information needed for DEP to evaluate proposed FRDAP applications. GENERAL APPLICATION INFORMATION Please submit the application in a SOFT COVER 3 prong binder (please, no HARD 3-ring binders). To facilitate the review and scoring process, label or tab all support documents or attachments. We appreciate your cooperation. A proposed FRDAP project must be for either acquisition or development of land for public outdoor recreational purposes. If an acquisition project receives a FRDAP grant, the applicant must develop the acquired site for public outdoor recreation use within three (3) years. A development proposal should consist of the complete or partial development of the site for public outdoor recreational use. The grantee will have up to two (2) years from the effective date of the project agreement to complete the project. A development project may consist of one improvement or a group of related improvements designed to provide primary facilities for outdoor recreation. Secondary or support facilities or improvements for access, safety and protection of the project are viable project components, but should not dominate the proposed project. Primary facility costs must be greater than or equal to fifty percent of the total project cost. Support facilities alone do not constitute an eligible project, except projects which provide or improve sandy beach access. Eligible areas and facilities are described in the FRDAP Rule. The Department's performance and obligation to award program grants is contingent upon an annual appropriation by the Florida Legislature. Page 1 of 19 FPS-A033 EVALUATION PROCESS Following DEP staff review of the applications, DEP will notify applicants of any deficiencies. Missing or incomplete documentation will usually constitute a deficiency. Applicants must submit requested deficiency information within fifteen (15) working days from date of deficiency notification. After the deficiency period. DEP ranks all eligible applications in accordance with the evaluation criteria set forth in the FRDAP Rule. APPLICATION SUBMISSION INFORMATION Applicants must submit proposals for FRDAP grants on application form FPS-A033. DEP evaluates applications on the basis of the information provided by the applicants, except where such data is superseded by official DEP information. Failure by an applicant to present all required application information and documentation may result in the application being declared ineligible for funding consideration. Failure by an applicant to provide accurate information and documentation relating to the evaluation criteria for the proposed project set forth in the FRDAP Rule may result in a loss of points for the applicant's competitive score. Applicants must submit three copies (I original and 2 copies) of the completed application and all supporting documents during the announced submission period of September 13, 2000, through October 1.3, 2000. Include land resources, vegetation, fish and wildlife, historical, archaeological resources, previous land usage and transportation access as well as other pertinent information. The project site is a 7.968 acre, currently undeveloped, parcel located at the westernmost end of McNab Road, an arterial road. The project site is located in the most rapidly growing section of Tamarac. Residential development is a mixture of senior citizens and families with children. The Sawgrass Expressway on the west, undeveloped commercial property on the east and residential development on the north border the park. A 9-acre wetland mitigation project on the south separates the parcel from the Tamarac Commerce Park. The project area is best described as a remnant of the East Everglades Sawgrass Prarie. Past practices have contributed to invasion by exotics, and disturbed the wildlife habitat. Exotics will be cleared and replaced with native plantings as part of the development of the project site and one acre on the south, adjoining the 9-acre mitigation project, will be restored as wetland in an effort to attract wildlife, most notably wading birds back to the area. 3.
