R-2000-271 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPOINTING JOE SCHREIBER AS THE CITY OF TAMARAC'S VOTING DELEGATE TO THE NATIONAL LEAGUE OF CITIES' ANNUAL BUSINESS MEETING AT THE CONGRESS OF CITIES IN BOSTON, MASSACHUSETTS; APPOINTING COMMISSIONER EDWARD C. PORTNER AS ALTERNATE DELEGATE TO THE NATIONAL LEAGUE OF CITIES' ANNUAL BUSINESS MEETING AT THE CONGRESS OF CITIES IN BOSTON, MASSACHUSETTS; DIRECTING THE CITY CLERK TO SEND A COPY OF THIS RESOLUTION TO THE NATIONAL LEAGUE OF CITIES; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac is a member of the National League of Cities (League); and WHEREAS, the National League of Cities' Annual Business Meeting will be held at the Congress of Cities in Boston, Massachusetts on December 9, 2000; and WHEREAS, policy development and adoption of resolutions will be undertaken during the business meeting at this Conference; and WHEREAS, the Voting Delegate from each city will cast votes on behalf of their appointing city and make decisions that determine the direction of the League; and WHEREAS, League By -Laws require that each city select one person to serve as the city's Voting Delegate; and WHEREAS, the City is allowed to select two Alternate Delegates, who may serve in the absence of the Voting Delegate; and C 1 Temp. Reso #9167 October 2, 2000 Page 2 WHEREAS, the League, through a Memorandum dated August 17, 2000 (attached hereto as Exhibit A), has requested that the City appoint a Voting Delegate to the National League of Cities' Annual Business Meeting at the Congress of Cities in Boston, Massachusetts; and WHEREAS, the City Manager recommends that the City appoint one Voting Delegate and one Alternate Delegate to the National League of Cities' Annual Business Meeting at the Congress of Cities in Boston, Massachusetts; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to appoint Mayor Joe Schreiber as the City of Tamarac's Voting Delegate and Commissioner Edward C. Portner as the Delegate to the National League of Cities' Annual Business Meeting at the Congress of Cities in Boston, Massachusetts, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: That the foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. Section 2: That the City Commission of the City of Tamarac appoints Mayor Joe Scrheiber as the City of Tamarac's Voting Delegate to the National League of Cities' Annual Business Meeting at the Congress of Cities in Boston, Massachusetts. Portner as the Alternate Delegate to the National League of Cities' Annual Business Meeting at the Congress of Cities in Boston, Massachusetts. Section 4: That the City Clerk is directed to send a copy of this resolution to the National League of Cities. Section 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portion or applications of this Resolution. Mayor, South Bay, Florida Executive Director Donald J 8orut To be eligible to cast a city's vote(s), each voting delegate and alternate voting delegate must be designated by the city using the attached credentials form which will be forwarded to NLC's Credentials Committee. NLC's Bylaws a rest rohibit voting by proxy. Thus, the designated voting delegate(s) must be present at the Annual Business Meeting to cast the city's vote(s). In mid November, NLC will send a special edition of the Policy Informer summarizing proposed National Municipal Policy amendments and proposed resolutions. This information should be shared with your voting delegation. To establish your city's credentials and facilitate preparation of your voting delegate(s) for the Congress of Cities, we ask that you return the completed form to NLC on or before October 13, 2000.
