RESOLUTION NO. haW- 47
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO SEEK GRANT
FUNDING FROM THE DEPARTMENT OF HEALTH IN THE
AMOUNT OF $24,900 TO INCREASE EXISTING LEVELS
OF EMERGENCY MEDICAL SERVICE THROUGH THE
PLACEMENT OF AUTOMATED EXTERNAL
DEFIBRILLATORS (AED'S) AT COMMUNITY LOCATIONS,
AUTHORIZING A CITY MATCH IN THE AMOUNT OF
$8,300 TO BE ALLOCATED FROM THE GRANT
MATCHING FUND FOR A TOTAL PROJECT COST OF
$33,200; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Tamarac desires to increase the
existing levels of emergency medical services provided within the City; and
WHEREAS, the Florida Department of Health Bureau of Emergency Medical Services
provides grants to local governments for projects and services to treat sudden critical illness
or injury and to provide emergency medical care and pre -hospital emergency medical
transport to sick, injured or otherwise incapacitated persons within the state of Florida; and
WHEREAS, the Florida Emergency Medical Services State Plan has established a
goal to improve patient outcome related to cardiac and stoke events and establishes an
objective to make automated external defibrillators (AED's) accessible for public use; and
WHEREAS, the City Commission of the City of Tamarac wishes to expand the
Emergency Medical Services provided within the City through submission of an application

to the Florida Department of Health EMS Matching Grant Program, attached hereto as
Exhibit A for the enhancement and expansion of the City of Tamarac EMS system through
placement of Automated External Defibrillators (AED'S) in community locations; and
WHEREAS, the City Commission of the City of Tamarac, Florida is willing to match the
grant request of $24,900 with local funds in the amount of $8,300 to be allocated through
the Grant Matching Fund for a total project cost of $33,200, and
WHEREAS, the City Manager and the Fire Chief, recommend approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the
best interest of the citizens and residents of the City of Tamarac to expand the City's EMS
capabilities;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The City Manager is hereby authorized to seek grant funding from the
Florida Department Health Bureau of Emergency Medical Services In the amount of
$10,675.43 with a cash match of $3,558.48 from the Grant Matching Fund for a total project
cost of $14,233.91 to improve and expand the City of Tamarac's EMS capabilities.
Section 3: All resolutions in conflict herewith are hereby repealed to the extent of such
conflict.

Section 4: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.
Section 5: This Resolution shall become effective immediately upon its adoption.

PROJECT DESCRIPTION AND JUSTIFICATION

6. State Plan: Brief synopsis and relationship to state plan goal, if applicable.
This project relates to state plan goal #14 "Reduce the Incident Rate of Cardiac and Stroke Events
and Improve Morbidity and Mortality Outcomes When Cardiac and Stroke Events Occur" through location
of Automatic External Defibrillators (AED's) in public places and integration of AED into
Cardiopulmonary Resuscitation (CPR) Classes and public education lectures.
The City of Tamarac has already begun this process through the recent purchase of five AED's,
which will be placed in municipal buildings and on police and public works vehicles. The proposed project
calls for the location of eight automated external defibrillators (AED's) in the clubhouses of retirement
communities within the City of Tamarac. The communities selected for participation will have CPR
trained security staff and residents, who have also been familiarized with the use of AED's.
Tamarac Fire and Rescue currently provides CPR training to 700 residents annually. These classes
are typically held at the various retirement communities. If this project is funded, Tamarac Fire and
Rescue will incorporate AED training into these classes, to further ensure that the general public is familiar
with the AED equipment use and location.
7. Project Description/Justification: This is the NEED STATEMENT. Describe and justify the project.
Include: (1) all available numerical data, time frames for the data, data source; (2) number of people
directly impacted by the grant(s); (3) whether the project will serve single municipality, county,
multicounty, or regional area; and, (4) whether the project will coordinate with other EMS
organizations.
NEED STATEMENT: (use only the space provided)
Thirty two percent of all deaths in the U.S. are the result of heart disease. Per the AHA 2000 Heart and
Stroke Statistical Update, 84.9 percent of all people who die of heart disease are 65 or older. Per the most
recent census data, 47.6 percent of Tamarac's population, or approximately 25,000 residents, are within
this high -risk category. Twenty five percent of Tamarac's population, or 13,100 people are between the
ages of 65 and 74.
A review of the Broward County Fire and Rescue Dispatch reports for the period of 1/1/99 through
12/31/99 reveals that Tamarac responded to 7,279 medical emergencies, 123 of which were phoned in as
heart attack and 753 as chest pain. Analysis of the Tamarac's EMS run reports for the period 12/1/99
through 12/31/99 shows that paramedics were dispatched on 729 medical calls. Analysis of these 729 run
reports shows that 13 of these patients were cardiac arrest cases. Of the thirteen cases analyzed three died
prior to hospital admission. Of the remaining ten, paramedics defibrillated five but were unable to
determine how long the patient had been in arrest prior to first shock. Medication was administered to the
remaining five and they did not go into VFIB so paramedics did not need to defibrillate. Per the hospital, of
the ten patients admitted, 6 died prior to discharge. This translates to a total of 13 cardiac arrest cases, nine
of which resulted in death during the month of December.
Given the analysis of the sample period, true cases of cardiac arrest in Tamarac would extrapolate to
130 for all of 1999, with a mortality rate of 69 % . According to the AHA, survival rates decrease 10 % for
each minute defibrillation is delayed. This project would coordinate with AHA plan for public access
defibrillation and increase public awareness through inclusion of AED training as part of the CPR classes
as well as information on AED's in public education lectures. The project would further compliment with
Broward County EMS' efforts to place defibrillators in public places.

8. Outcome measurable: Degree to which need will be met or changed. (use only the space
provided)
Per the American Heart Association, the survival rate following cardiac arrest decreases 10 % for
each minute that defibrillation is delayed with chances of revival with normal brain function rapidly
deteriorating after b minutes. The average EMS response time in Tamarac is 5.4 minutes. While all
units are equipped with defibrillators, adding the time it takes for the caregiver to place the call to
the response time, it is doubtful that defibrillation will occur within the six to ten minute "window
of opportunity".
It is estimated that locating AED equipment on site would decrease defibrillation delay by an
average of 4 minutes. Given the American Heart Association estimates, this could decrease patient
mortality due to cardiac arrest in these instances by 40 % . Given the data extrapolated from the
sample period, this project could potentially save 37 lives annually in the City of Tamarac.
If this grant is funded, equipment recipients will be required to record use and document patient
outcome as a means to further determine the benefits of AED placement in the community.
By integrating AED training into CPR classes, an estimated 700 residents would be trained in use of
the equipment each year and an additional 2,500 annually would be familiarized through public
lectures.
