RESOLUTION NO. R-2000 149
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA,
APPROVING
CREATION AND IMPLEMENTATION
OF AN
INCENTIVE PROGRAM RELATING TO THE TAMARAC
AUTOMATIC PAYMENT PLAN (TAPP
PROGRAM);
PROVIDING FOR A COMPLETION
DATE AND
HALTING OF THIS INCENTIVE
PROGRAM,
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING
FOR AN
EFFECTIVE DATE.
WHEREAS, The City of Tamarac has implemented the Tamarac
Automatic Payment Plan (TAPP) that allows City customers to have their City
utility bill payments automatically debited from their bank account, and
WHEREAS, the City believes it would be in the best interests of the
residents of Tamarac and the City to further promote TAPP through an incentive
program, and
WHEREAS an incentive program provides a public benefit to the City's
residential water utility account holders, and
WHEREAS, the City has reviewed the costs and benefits of the Incentive
Program and found it feasible to implement the Incentive Program, and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it
to be in the best interest of the citizens and residents of the City of Tamarac to
implement the Incentive Program and,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: The foregoing "WHEREAS" clauses are hereby
ratified and confirmed as being true and correct and is hereby made a specific
part of this Resolution.
SECTION 2: The City Commission authorizes creation and
implementation of the Incentive Program by the Utility Customer Service Division.
SECTION 3: The TAPP Incentive Program shall be offered to
residential water accounts as a one-time account credit in the amount of ten
dollars ($10) for those residential accounts enrolling into the City's TAPP
electronic bill payment program on or before June 30, 2000. Residential
customers may only receive one (1) incentive credit per utility account. The ten
dollar ($10) incentive credit shall be applied retroactively for all residential
accounts enrolled in the TAPP prior to the creation of the Incentive Program.
SECTION 4: All resolutions or parts of resolutions in conflict
herewith are hereby repealed to the extent of such conflict.
SECTION 5: If any clause, section, other part or application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.

SECTION 6: This Resolution shall become effective immediately
upon its passage and adoption.
