A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE THE LAND
AND WATER CONSERVATION FUND PROGRAM GRANT
APPLICATION TO THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION IN THE AMOUNT OF
$100,000; PROVIDING FOR THE USE OF THE VALUE OF
THE LAND AS A MATCH; IN ORDER TO PROVIDE THE
RESIDENTS AND VISITORS ENHANCED PARKS AND
RECREATION PROGRAMS AT THE MCNAB PARK
PARCEL; AUTHORIZING THE INCLUSION OF $100,000 IN
FISCAL YEAR 2001 FROM RESOURCES OF THIS GRANT
AND APPROVING AN ADDITION TO THE FIVE YEAR
CAPITAL IMPROVEMENTS SCHEDULE PORTION OF THE
CITY'S COMPREHENSIVE PLAN TO PROVIDE FOR
IMPROVEMENTS AT THE MCNAB PARK PARCEL;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Tamarac desires to provide its
residents and visitors a higher level of service by enhancing and improving its outdoor
recreation facilities and environment; and
WHEREAS, the Florida Department of Environmental Protection, through the federal
Land and Water Conservation Fund Program, provides grants to local governments to
acquire or develop land for public outdoor recreation; and
WHEREAS, the City of Tamarac is submitting an application to the Florida
Department of Environmental Protection for a Land and Water Conservation Fund grant,
attached hereto as Exhibit A; and

WHEREAS, the City Commission of the City of Tamarac has an on -going program of
public participation through the activities of the Tamarac Parks and Recreation Board; and
WHEREAS, the Tamarac Parks and Recreation Board recommends the
improvements that will be accomplished if the grant were awarded to the City of Tamarac;
and
WHEREAS, it is requirement of the grant program that a public meeting regarding
the proposed development of the McNab Park parcel; and
WHEREAS, a public meeting regarding the proposed development of the McNab
Park parcel as outlined in the grant application was held on March 2, 2000; and
WHEREAS, the City Commission of the City of Tamarac, Florida acquired the parcel
for $635,000 and is willing to match the grant request of $100,000 with the value of the land;
and
WHEREAS, the proposed improvements and additions to the McNab Park Parcel
include picnic shelters, a trail with exercise stations, a wetlands demonstration area, native
landscaping and a nature study kiosk; and
WHEREAS, the City Commission of the City of Tamarac, Florida is willing to include
improvements and additions at the McNab Park parcel in the amount of $100,000 in its
plans for Capital Improvement Projects for Fiscal Year 2001 as recorded in the five-year
Capital Improvements Schedule portion of the City's Comprehensive Plan, providing state
and/or federal grants to fund such additions and improvements are received; and
WHEREAS, it is a requirement of the grant program that this Resolution be adopted
and become an official part of the application; and

WHEREAS, the City Manager and Director of Parks and Recreation recommend
approval; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to enhance recreation
and park facilities
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this resolution.
Section 2: The City shall include improvements and additions at the McNab Park parcel
in the amount of $100,000 in the Capital Improvements Projects for Fiscal Year 2001 as
recorded in the five-year Capital Improvements Schedule portion of the City's
Comprehensive Plan, providing state and/or federal grants to fund such improvements and
additions are received.
Section 3: The City Manager is hereby authorized to execute the Land and Water
Conservation Fund Program grant application for $100,000 from the Florida Department of
Environmental Protection providing for a City match in the form of land value, a copy of said
application is attached hereto as Exhibit A.

Section 5: If any clause, section, other part of application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or in application,
it shall not affect the validity of the remaining portion or applications of this Resolution.
Section 6: This Resolution shall become effective immediately upon its adoption.

1999 - 2000 GRANT APPLICATION PACKET
INTRODUCTION
The purpose of the Land and Water Conservation Fund Program (LWCF) is to provide grants to local governmental entities to
acquire and/or develop land for outdoor recreational purposes. The program is administered by the Florida Department of
Environmental Protection (DEP) on behalf of the U.S. Department of the Interior, National Park Service (NPS). Grant application
proposals are evaluated in accordance with policies and procedures set forth in Chapter 62D-5, Land and Water Conservation Fund
Program, Florida Administrative Code (F.A.C.). All applicants should be familiar with these policies and procedures. This packet is
designed to assist all applicants in presenting the necessary data needed for DEP to evaluate a proposed grant application under
LWCF.
GENERAL APPLICATION INFORMATION
A request for financial assistance must be for acquisition and/or development of land for outdoor recreational purposes. An
acquisition project approved for funding must be acquired within one (1) year of the effective date of the project agreement and
must be developed for public use within three (3) years of completion of acquisition. Also, for acquisition projects, appraisals and a
mean or ordinary high water survey are required prior to project commencement. These expenses are not eligible for
reimbursement under the LWCF program.
A development proposal should consist of the complete or partial development of the project site. The grantee shall have up to two
(2) years from the effective date of the project agreement to complete the project. A development project, when completed, must
be a useable recreation area. A development application may consist of one improvement or a group of related improvements
designed to provide basic primary facilities for outdoor recreational purposes. Secondary or support facilities and improvements for
access, safety and protection of the project visitors are viable project components but should not dominate the proposed project.
Primary facility costs must be equal to or greater than fifty percent of the total project cost. Support facilities alone do not constitute
an eligible project, except projects which provide or improve sand beach access. Eligible facilities are described in 62D-5.062(5),
F.A.C.

If the proposed project is approved at the state level, and the property must be acquired or developed prior to NPS approval, a
waiver of retroactivity must be obtained from DEP to ensure eligibility of the project. Granting of a waiver does not imply funding
will be granted.
The applicant must take steps to assure that small and minority owned businesses are utilized when possible. Contracts between
the grantee and contractors must allow DEP auditors access to records relating to the grant project.
Pursuant to Chapter 215.195, Florida Statutes, applicants receiving LWCF funds are subject to an indirect cost rate. This
deduction will be made during the reimbursement process for an approved project and may vary from year-to-year.

The McNab Park parcel was recently acquired by the City to increase recreational opportunities and augment open space to meet
Comprehensive Plan standards. This land is located in the southwest quadrant of Tamarac Commerce Park, the largest area of
undeveloped property left in the City. The site is approximately 8 acres bordered in the south by wetlands, the east by an
undeveloped parcel, to the west the Sawgrass Expressway and the north by residential sections of Tamarac.
There is excellent access to the site. The parcel faces north on McNab, a two lane public road, offering direct access for the
residential communities to the north and east. The newly constructed Hiatus Road to the east will allow easy access from the
Sawgrass Expressway, which borders the Everglades and Frances S. Taylor Wildlife Management Area.
To the north, the City will be constructing a bike and pedestrian path along the C-14 canal. Additional sidewalks are to be built
through the residential areas from the north to south to connect to this park and the Sports Complex northeast of this park area.
Areas of the plot are densely covered with vegetation. Many varieties of trees were observed, including Australian Pine,
Melaleuca, Brazilian Pepper, Florida Holly and Thatch Palm. Part of the project is to restore native vegetation to the area.
Butterflies and birds were abundant.
A canal is to be constructed in the south to connect with a canal adjacent to the property. There is a small area of wetlands on this
plot and a larger area to the south.

There are none. Site was recently acquired and is undeveloped.

The three planned facilities fulfill deficiencies in our current outdoor recreation facilities.
Tamarac does not have shelters for picnicking in any other parks. This addition will allow for increased use of the
parks by families and groups. Tamarac does not presently have an exercise station trail for the many outdoor fitness
buffs who frequent our parks system. The Wetlands Nature Kiosk will illustrate and educate the public on our local
environment.
3. List any existing types of outdoor recreation facilities which will be renovated by the proposed project:
Water conserving native plant material indigenous to South Florida will be planted along the trail for the enjoyment of
hikers, bikers and rollerbladers. The same concept will apply to picnic facilities where landscaping will be utilized to
shade and beautify area surrounding shelters.
4. List any support facilities (i.e. parking, restrooms, utilities) which will be constructed or renovated by the proposed
project:
Picnic shelters will be equipped with water and electricity. Native landscaping will be installed around the shelters
and along trail.
