R-97— 14f A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE AWARD OF BID #96-22 FOR THE PURCHASE OF A COMPUTERIZED SPRAY RIG TO WEED SYSTEMS EQUIPMENT INC. OF KEYSTONE HEIGHTS, FLORIDA; AUTHORIZING A BUDGET TRANSFER WITHIN THE STORMWATER UTILITY FUND; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac publicly advertised Bid #96-22 for the purchase of a computerized spray rig in the Sun -Sentinel on November 24, 1996 and December 1, 1996; and WHEREAS, on December 5, 1996, two bids were opened with the results as follows: 1. Kilpatrick Turf Equipment: No Bid 2. Weed Systems Equipment: $20,720 WHEREAS, Weed Systems Equipment, Inc. of Keystone Heights, Florida submitted the lowest responsive bid proposal at $20,720; and WHEREAS, a budget transfer is required within the Stormwater Utility Fund in order to award this bid; and Temp. Reso. #7637 Page 2 January 7, 1997 WHEREAS, it is the recommendation of the Director of Public Works, the Public Works Operations Manager and the Purchasing/Contracts Manager that Bid #96-22 be awarded to the lowest responsive and responsible bidder, Weed Systems Equipment, Inc; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to approve the award of Bid #96-22 for the purchase of a computerized spray rig in the amount of $20,720 to Weed Systems Equipment, Inc. of Keystone Heights, Florida. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof. SECTION 2: A budget transfer in the amount of $720 from Stormwater Utility Fund account entitled "Contingency -Special Projects" to Stormwater Utility Fund account entitled "Machinery and Equipment" is hereby approved for correct accounting purposes. fl Temp. Reso. #7637 Page 3 January 7, 1997 SECTION 3: The award of Bid #96-22 to Weed Systems Equipment in the amount of $20,720 is hereby approved,a copy of the Bid Opening being hereto attached as Exhibit "'I". SECTION 4: Authorizing an expenditure in the Stormwater Utility Fund in the amount of $20,720 from the account entitled "Machinery and Equipment." SECTION 5: Authorizing the City Manager or his designee to close the bid award, including but not limited to making final payment and releasing of funds, once the installation of the computerized spray equipment has been satisfactorily completed, staff has been provided sufficient training, and the vehicle is returned to the City in good working condition with all equipment functioning as stipulated in the bid specifications. SECTION 6: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 7: If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of this Resolution that can be given effect without the invalid provision or application, and to this end the provisions of this Resolution are declared to be severable. No..ZLjZ CITY OF TAMARAC BID OPENING - BID NO. 96-22 COMPUTERIZED SPRAY RIG & RETRO-FIT OF EXISTING UNIT THURSDAY, DECEMBER 5, 1996 The above titled bid opening was advertised in the Sun Sentinel on Sunday, November 24, 1996 and Sunday, December 1, 1996. The bid opening was held at 2:00 P.M. on Thursday, December 5, 1996 in Conference Room #1 of Tamarac City Hall, 7525 N.W. 88th Avenue, Tamarac, Florida_ PRESENT: Lynda Flurry, Purchasing -Contracts Manager Paul Nash, Purchasing Assistant Eric Bisnow, Stormwater/Canals Supervisor Phyllis Polikoff, Office Specialist The first bid opened was a "No Bid" from Kilpatrick Turf Equipment, 7700 High Ridge Road, Boynton Beach, FL 33462. There was an indication that the bid did not meet specifications. The second bid opened was from Weed Systems Equipment, Inc., 260 Commercial Circle, Keystone Heights, FL 32656. Tel. #352-473-0404, Fax #352-473-0406. The proposal was signed by Ty Paulk, President. One original and three copies were submitted. Total bid quoted was: $19,875.00 Optional Equipment: 250,00 (2 additional booms for rear of spray truck) 595.00 (one front -mounted platform to hold one sprayer, spray gun attachment, all control valves) computer carries 2-1/2 years manufacturer's warranty tank carries 5 year manufacturer's warranty.
