R-97- 149 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A PARTNERSHIP AGREEMENT BETWEEN THE CITY OF TAMARAC AND THE SCHOOL BOARD OF BROWARD COUNTY, FLORIDA FOR DEVELOPING COMMUNICATION INFRASTRUCTURE IN THE SCHOOL SYSTEM; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, cities and schools may share resources to support each other's goals and objectives; and WHEREAS, this collaboration provides the opportunity to develop a seamless, communication infrastructure between City Officials, City Staff and their counterparts in the School District; and WHEREAS, better educated, highly skilled employees will enhance the quality of the workforce and the community; and WHEREAS, partnerships instill a sense of civic pride and responsibility in students that will last far beyond their educational experience; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to authorize the appropriate City Officials to execute an agreement with the School Board of Broward County, Florida for developing communication infrastructure in the school system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: 1 1 1 2 Temp. Reso. #7923 E TION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. SECTION 2: That the appropriate City Officials are hereby authorized to execute the attached Partnership Agreement between the City of Tamarac and the School Board of Broward County, Florida for developing communication infrastructure in the school system (attached hereto as "Exhibit 1"). SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. SUMMARY EXPLANATION AND Since 1994, the Partnerships Department has been working with municipalities in Broward County to enrich intergovernmental relazionships. The Partnership Agreements are executed for the purpose of developing a seamless, communication infrastucture between city officials, city staff and their counterparts in the school system. As a result of these Partnerships, cities are updated on local and districtwide programs, projects and opportunities as well as districtwide initiatives available to students. In addition, the School District and staff are able to reply to requests for assistance in a more cooperative and expeditious manner. Several programs are addressed through this agreement, including a pride/recognition program for students and school staff members caught doing something positive, use of city facilities as a living classroom, and incorporation of the School Board's industry services training into the city's training plans, -41 Participating Schools: Tamarac Elementary, Silver Lakes Middle, Taravella High School, and Alternative Centers. WHEREAS, cities and schools may share resources to support each other's goals and objectives, and, WHEREAS, this collaboration provides the opportunity to develop a seamless, communication infrastructure between city officials, city staff and their counterparts in the School District, and, WHEREAS, better educated, highly skilled employees will enhance the quality of the workforce and the community, and, WHEREAS, partnerships instill a sense of civic pride and responsibility in students that will last far beyond their education experience. NOW THEREFORE therefore, in consideration of the covenants and conditions set forth herein, the parties agree as follows: The parties agree that the foregoing recitals are true and correct and incorporated herein by reference. The City of Tamarac will: I. Provide recognition for students, teachers and/or other school staff or volunteers that have achieved good deeds on behalf of the city and education; 2. Work with area secondary school students to establish internships, mentorships, shadowing programs and community service opportunities with City staff; 0 3. Where appropriate, allow the use of City facilities as teaching centers, with actual real issues and programs incorporated into lesson plans; • 4. Provide exposure to school programs at city events or in city publications, including, but not limited to display of student artwork and other cultural arts or academic presentations; 5. Allow/Recruit schools to participate in city events; 6. jointly offer community education programs on topics of common interest, including but not limited to; homework assistance, recreation programs, available city services, civic involvement, Kids Voting, Student Government Day, etc.; 7. Encourage area high school journalists to cover city issues in school publications and include high school pieces in city publications; 8. Encourage area residents to become volunteers in schools, and when possible, provide support to senior volunteers that, may have difficulty getting to schools; 9. Use City time on local cable television to promote joint activities; 10. Assist schools in developing school improvement plans, conducting needs assessments, and providing support for identification of community resources, 11. Incorporate School Board Industry Services trainingprograms into City Human Resources Programs. P ro tY The School Board will: 1. Provide recognition through local schools for City staff who have achieved good deeds in the community on behalf of the community and education; 2. Identify students from area secondary schools for participation in internships, mentorships, shadowing programs and community service opportunities with City staff; 3. Identify City facilities that can enhance the curriculum by serving as living laboratories/off campus classrooms; 2 4. Provide exposure to community programs at school events or ;n school publications; is5. Allow/recruit schools to participate in city events; 6. Jointly offer community education programs on topics of common interest, including but not limited to: homework assistance, recreation programs, available City services, Student Government Day, Kids Voting etc.; C� 7. Encourage area high school journalists to cover city issues in school publications and include high school pieces in city publications; 8. Encourage City employees to take an active role in schools improvement efforts, providing training for individuals participating in schools programs; 9. Provide the City with the opportunity to lease school facilities during non -school hours and according to school board policies. Neither party shall discriminate against any employee or participant in this program because of race, age, religion, color, gender, national origin, marital status, physical or mental disability. Affirmative action shall be taken to insure equal treatment without regard to race, age, religion, color, gender, national origin, marital status, physical or mental disability, or other considerations arising from the Americans with Disabilities Act. Each party assumes responsibility for the negligence of its own respective employees, appointees, or agents; and, in the event of any claims for damages or lawsuits for any remedy, each party will defend its own respective employees, appointees, or agents. There is no financial impact to the School Board of Broward County, Florida for this program. The term of this contract shall be from May 20 ,1997 to May 30, 1999. rc! 0 �J This contract may be terminated by either party upon thirty (30) days written notice to the other party with or without cause. All notice of this contract shall be given to the Superintendent of the School Board of Broward County, Florida at 600 Southeast East Third Avenue, Fort Lauderdale, Florida 33301 and to the City of Tamarac, at 7525 N.W. 88 Avenue, Tamarac, Florida 33321-2401.
