R-97- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A PARTNERSHIP AGREEMENT BETWEEN THE CITY OF TAMARAC AND THE MENTAL HEALTH ASSOCIATION OF BROWARD COUNTY TO ALLOW A "LISTEN TO THE CHILDREN" PROGRAM INTO THE CITY OF TAMARAC CHILD CARE PROGRAMS PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, The City of Tamarac, Florida, Parks and Recreation Department offers several child care programs including Before School, After School and Summer Camp; and WHEREAS, the Mental Health Association of Broward County offers a "Listen to the Children" program for the purpose of facilitating a relationship where children may experience enhanced self-esteem and improved communication skills and also learn problem solving and decision making skills appropriate to the child's age and development level; and WHEREAS, the Acting Parks and Recreation Director recommends approval; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interests of the citizens and residents of the City of Tamarac to adopt the partnership agreement between the Mental Health Association of Broward County and the City of Tamarac for PARK-REC-IZS Page 2 Temp. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. Section 2: That the City Commission authorize the appropriate City officials to execute a partnership agreement with the Mental Health Association of Broward County (attached hereto as Exhibit 1) for a "Listen to the Children" program. Section 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. ROBERT i9f7-41 L] PARTNERSHIP AGREEMENT between Exhibit 1 MENTAL HEALTH ASSOCIATION OF BROWARD COUNTY TR 7899 and City of Tamarac The Mental Health Association of Broward County, Inc. (MHA) and the City of Tamarac (City) share a common goal to promote the health and mental well-being of citizens in Broward County through their respective programs and services. As a part of this partnership agreement, MHA shall work with the City to recruit, train and supervise volunteers who, using the MHA's Listen to Children program model, will provide individualized and/or small group mentor support to children at City Parks sites. The Listen to Children (LISTENER) program pairs trained, supervised adult mentors to children who, with parent/guardian consent, meet regularly at a scheduled time and place for the purpose of facilitating a relationship where the child may experience enhanced self-esteem and improved communication skills and also learn problem solving and decision making skills appropriate to the child's age and developmental level. The City provides services to children who may benefit from involvement in a relationship with an adult mentor as defined above. To provide this service, MHA will: • Recruit, train and supervise Listeners to be assigned to City parks sites" • Cooperate in screening of Listeners (local fingerprint/background check). • Conduct pre and post assessment of participating children to determine the benefit of the Listener contact. (Screening tool is a brief questionnaire developed by MHA for this project.) • Conduct "consumer satisfaction" interviews with participating children to determine their perception of the program's benefit. To facilitate this service, the City shall: • Provide a worksite on premises suitable for Listener/child activity. • Assign a staff person on site to serve as Liaison to the Listener program. • Assist in identifying children who might be targeted for participation in the .Listener program. • Arrange for parent/guardian permission for participating children. • Cooperate in screening of volunteers (local background check and fingerprinting). s Partnership Agreement shall be in effect from the date of signing and may be terminated by either wi ity of Tamarac obert S . 14cV, Jr .
