CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-97- c� p
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO
APPROVE A 13.39% INCREASE IN PREMIUM FOR
THE RENEWAL OF THE CITY'S DENTAL
INSURANCE PROGRAM WITH THE PRUDENTIAL;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECIIVE,QATE.
WHEREAS, the dental insurance was awarded to the Prudential Insurance Company effective
October 1, 1996 through an expression of interest process; and
WHEREAS, the rates for the group dental insurance program has increased this renewal period;
and
WHEREAS, the group dental insurance rates will increase approximately 13.39% effective October
1, 1997 due to the loss ratio of 96.4% for the last six months; and
WHEREAS, The Risk Manager recommends approval of the group dental insurance program for
employee dental insurance benefits effective October 1, 1997; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests
of the citizens and residents of the City of Tamarac to provide low cost group dental insurance benefits for
City employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
-SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and is hereby made a specific part of this Resolution.

increase in the monthly rate the City contributes for dental insurance coverage for City of Tamarac
employees. The monthly rates shall be increased from $13.20 to $14.97 for single coverage; from $26.60
to $30.16 for employees plus one; and from $37.16 to $42.14 for family coverage effective October 1,
1997.
SECTION 3: All resolutions or parts of resolutions in conflict herewith are hereby repealed
to the extent of such conflict.
SECTION 4: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect
the validity of the remaining portions or applications of this Resolution.
SECTION 5: This Resolution shall become effective immediately upon its passage and
adoption.

Our underwriters have just completed their review of the case demographics and
experience for City of Tamarac. The renewal calls for a premium increase of 13.39%.
Effective October 1, 1997 the new rates will be:
Employee: $14.97 Employee + One: $30.16 Family: $42.14
Our records indicate that there are currently 169 employees enrolled in our plan. In spite
of having 89% penetration in the DMO , the loss ratios for the most recent 5 months are
98%, 64%, 100%, 114% and 106%, which resulted in the 13.39% increase.
Susan, please review this information and contact either myself or Alina if you would like
to discuss this further. We appreciate our relationship with The City of Tamarac and look
forward to the opportunity to continue to provide the dental care services to their
employees and their families in the future.
