R-97 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, APPROVING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM 97-01 TO THE CONTRACT WITH HAZEN AND SAWYER TO PROVIDE PREDESIGN, STANDARD DRAWINGS, UPGRADE DESIGN, BIDDING SERVICES AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE INSTALLATION OF ELECTRICAL PANELS AT PUMP STATIONS NUMBERS 23, 31, 32, 20, 27, 34 AND 35 FOR A PROPOSED AMOUNT NOT TO EXCEED $52,000 IN ACCORDANCE WITH THE CITY CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-96-163 AND APPROVE FUNDING IN THE AMOUNT OF $52,000 FROM THE APPROPRIATE UTILITIES OPERATIONAL ACCOUNTS; PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, one of the missions of the Utilities Department of the City of Tamarac is the planning, design and operation of the wastewater collection system which requires the proper operation of the pump stations to pump wastewater to the Broward County Treatment Plant at all times; and WHEREAS, the electrical control panels play an integral role in the overall operation of the wastewater collection system; and WHEREAS, Pump Stations 23, 31, 32, 20, 27, 34 and 35 were installed in the 1970's; and Temp. Reso. #8013 September 17, 1997 2 Revision #1, October 15, 1997 WHEREAS, these pump stations have electrical panels with electrical components that are no longer manufactured or available and rusted steel cabinets that need replacement; and WHEREAS, these electrical panels do not meet the present needs of the wastewater collection system or the future needs of the telemetry system; and WHEREAS, the Utilities Wastewater Division is in need of standard electrical design and drawings for its seventy-three pump stations utilizing components that are readily available and compatible with the proposed telemetry system; and WHEREAS, the City Commission approved Capital Improvement Program Budgets in FY96 and FY97 to permit the design and installation of these electrical panels; and WHEREAS, the Utilities Department has requested Hazen and Sawyer, one of the City's Consulting Engineers, to submit a proposal to provide an overall standard pump station electrical control panel design that would be incorporated into the design, drawings, bidding services and construction administration services for the installation of electrical panels for Pump Stations 23, 31, 32, 20, 27, 34 and 35 in accordance with the City Consulting Engineering Agreement as authorized by the City on July 10, 1996, Resolution No. R-96-163; and WHEREAS, Hazen and Sawyer has submitted Addendum No. 97-01 to the Consulting Engineering Agreement (attached hereto as "Exhibit V) to provide predesign, standard pump station control panel drawings, final design, bidding services and construction administration services for the installation of pump station electrical panels at an amount not to exceed $52,000; and Temp. Reso. #8013 September 17, 1997 3 Revision #1, October 15, 1997 WHEREAS, it is the recommendation of the Director of Utilities that Addendum No. 97-01 from Hazen and Sawyer, be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum No. 97-01 to the Consulting Engineering Agreement with Hazen and Sawyer to provide predesign, standard drawings, final design, bidding services and construction administration services for the installation of pump station electrical panels for a proposed amount not to exceed $52,000 and to provide for funding in the amount of $52,000 from the appropriate Utilities Operational accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That the appropriate City Officials are hereby authorized to accept and execute Addendum No. 97-01 to the Engineering Agreement with Hazen and Sawyer to provide predesign, standard drawings, final design, bidding services and construction administration services for the installation of pump station electrical panels at Pump Stations Nos. 23, 31, 32, 20, 27, 34 and 35 for a proposed amount not to exceed $52,000 in accordance with the City Consulting Engineering Agreement as authorized by Resolution No. R-96-163 on July 10, 1996 (attached hereto as "Exhibit 1"). SECTION 3: That $52,000 is approved to be funded from the appropriate budgeted Utilities Operational accounts. SECTION 4: That the City Manager or his designee be authorized to make changes, issue Change Orders not to exceed $10,000 per Section 6-156(b) of the City Code, and close the contract award including but not limited to making final payment and Temp. Reso. #8013 September 17, 1997 4 releasing bonds when the work has been successfully completed within the terms and conditions of the contract and within the contract price. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. Woika August 25, 1997 - CITY OF TAMARAC PUMP STATION ELECTRICAL PANELS _ TASK SCHEDULE Task Time of Order General Description Performance(') Compensation(Z) PREAMBLE _ The City has identified the need to perform electrical T upgrades on six pump stations in the City's wastewater collection system. These upgrades consist of replacing the electrical control panels that service the -pump stations. In addition, the City has identified the need to review the standard electrical components included in the control panel because of the age of the panels, the limited availability of replacement parts and the possible need of technology upgrade. The City requested Hazen and Sawyer, P.C. (H&S) to prepare a proposal to review the City's standard electrical panel details, make recommendations for improvements, prepare a new set of standard pump station electrical component design and construction drawings and to design the electrical upgrade of Pump Stations: No. 23, (Project No. 96-08); No. 31, (Project No. 96-20); No. 32, (Project No. 96-21); No. 20, (Project No. 97-08); No. 27, (Project No. 97-18); No. 34, (Project No. 97-19); and No. 35, (Project No. 97-20). The Pump Station 34 upgrade will utilize an electrical panel provided by the City and the other station upgrades will be designed based on the new standard panel. Considerations for new standards will be: ■ Optimizing cabinet size and component layout to provide the minimum size without sacrificing internal room for maintenance and worker safety; ■ Utilizing standard cabinet and components whenever possible; ■ Using cabinet materials that are corrosion -proof and designing entire system to be corrosion resistant Page 2 of 7 Hwd.8637C004 HAZENAND SAWYER • Mr. M, Woika August 25, 1997 Task Order General Description The standards will be compatible with other system -wide improvements (such as updating the SCADA system) which are planned for the future. 1 PUMP STATIONS PANEL PREDESIGN H&S shall compare the present City standard pump _ station_ details to the standard details of other municipalities in South Florida. H&S shall photograph some of the other municipalities' electrical control boxes. H&S shall meet with staff -to discuss the principal differences between the City's standard pump station details and details used by other municipalities, and to agree on the elements for a new panel design. H&S shall prepare a memorandum recommending . elements to be contained in a new standard pump station electrical panel. The memorandum shall make recommendations for new standard details. H&S shall meet with City to discuss memorandum. • 2 STANDARD PS ELECTRICAL DRAWINGS Based on the discussions at the final predesign. meeting, H&S shall prepare a new set of standard electrical panel details for the City's pump stations. The drawings shall be suitable for incorporating as standard sheets in construction contract documents. The drawings will include all electrical single -line diagrams, electrical construction details and panel fabrication/installation details. Included in this task is one meeting with the City and their telemetry consultant. The purpose of this meeting is to obtain information about the telemetry system that is required for the electrical panel. Mika August 25, 1997 Task Order Gen r I Description PUMP STATION ELECTRICAL UPGRADE DESIGN H&S shall prepare bidding construction documents for the electrical upgrade of Pump Station Nos. 23, 31, 32, 20, 27, 34, and 35 to be bid as a single project. The City will provide background drawings on the existing stations and the standard City front end documents on disk. Each pump station site will be surveyed. Site plans will be prepared for the location of the panels and feeder lines. Bid documents and drawings will describe interfacing the new facilities with existing facilities with a minimum of downtime. H&S shall perform a construction cost estimate for the project. At the 30 percent (predesign) stage of completion, H&S will prepare a letter report on the above information_ H&S will attend a meeting with the City's staff to review the content of this submittal and received comments. The detailed design for the pump station electrical design will incorporate the City's preferences identified at this meeting. H&S shall prepare review sets of the contract documents for City review and comment at the 90 percent (final design) stage. This submittal will be a complete set of contract documents. Ten (10) review sets of these documents will be transmitted to the City for their review. The City will return a set with comments to H&S. H&S shall prepare contract documents for the City Plan / Specification Review Committee at the 100 percent stage which will also serve as the final review submittal to the City. Six (6) review sets of these documents will be transmitted to the City for their review. The City will return a set with final comments to H&S. Because these are only electrical upgrades, permits from FDEP and BCDNRP will not be required. Note that after bidding, the construction contractor may be required to pull Building permits including electrical. The bidding documents must be adequate for the required Building permits. Mika August 25, 1997 Task Order General Description 4 BIDDING AND AWARD H&S shall prepare and print bidding documents, entertain questions from bidders, conduct a prebid conference, prepare addenda as required, and prepare a bid tabulation. The City will sell and distribute bidding documents to prospective bidders and suppliers. The City will review the bid proposals and check bidder responsiveness. H&S shall check the references of the lowest responsive bidder and prepare a recommendation for award. H&S shall transmit to the City the plans and specifications on computer disk and one set of reproducible originals of the plans and specifications to the City. 5 GENERAL CONSTRUCTION SERVICES NOTE: The following general services during the construction phase shall be performed by H&S for the work described in this Addendum. It is understood that daily monitoring of construction activities including review of contractor partial payment requests will be performed by City personnel. 5.1 Schedule and conduct a preconstruction conference. 5.2 Attend up to two progress meetings with City and construction contractor as called for by the City. 5.3 Check and receive samples, construction schedules, shop drawings and other submissions for conformance with the Contract Documents. Furnish three sets of all reviewed Documents to the City. 5.4 Prepare any necessary change orders and accepting written guarantees required of the construction contractor. 5.5 Perform periodic site visits at pump stations for construction related inspection as requested by the City (up to 40 hours total). It is assumed that pump station work will be concurrent and that inspection may be requested at more than one pump station per visit. Woika August 25, 1997 Task Order General Description - 5.6 Witness field tests of equipment as part of punch list walk through inspection. This task includes one (1) field visit per pump station to witness field tests and to establish beneficial occupancy. _ 5.7 Review the Contractor -prepared as -built drawings after completion of the construction. Record Drawings shall be prepared from the contractor as -built drawings. Two sets of blueline drawings, or set of vellum reproducible drawings and an AutoCAD disk of the Record Drawings shall be supplied to the City within thirty days after completion of construction. - 5.8 Perform one final inspection of each station. 5.9 Declare that the project has been built in accordance with the plans and specifications based upon available construction records.
