R-97-c-?-(� D A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA APPROVING THE SERVICE FEES FOR MEDICAL TRANSPORT, FIRE INSPECTIONS, HAZARDOUS MATERIALS, SPECIAL HAZARDS, PUBLIC EDUCATION, FIRE ALARMS, PARKING IN FIRE LANES, AND SPECIAL DETAILS, COMMENCING WITH THE NOVEMBER 1, 1997; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Tamarac is providing services including, but not limited to, Advanced Life Support Transport, Basic Life Support Transport, Fire inspections, Plan Review, and Emergency Responses in the City of Tamarac; and WHEREAS, the City Commission passed Temporary Ordinance #1781 requiring service fees be established by resolution; and WHEREAS, the City must determine rates for services commencing on November 1, 1997; and WHEREAS, medical treatment and transportation services may be provided by either the Tamarac Fire Department or a private provider; and WHEREAS, the cost for each patient transported should be established at a reasonable and competitive rate; and WHEREAS, when the use of oxygen is medically indicated, it is appropriate and necessary to charge for this treatment; and WHEREAS, when special handling consisting of advanced life support treatment is necessary, it is appropriate to charge for a portion of the supplies and equipment used; and Temp. Reso # 7943 Page 2 Revision #6 10/15/97 WHEREAS, the distance from the hospital is an indicator of the time and efforts required of the staff and the use of the emergency vehicles, it is appropriate to impose a mileage charge; and WHEREAS, all fees for oxygen, special handling and mileage shall be in addition to the transport service charge; and WHEREAS, the City also responds to non -emergency patient assists; and WHEREAS, these calls for assistance may delay the response to actual emergencies and increase the medical service costs to the city; and WHEREAS, the City has determined a reasonable fee for these services for non - emergency patient assist after three assists in a six month period; and WHEREAS, the City conducts plan reviews and annual inspections; and WHEREAS, the size and complexity of the occupancy are indicators of the effort and time needed to complete; and WHEREAS, a fair portion of the costs for these services should be paid by the occupants being inspected; and WHEREAS, other requests for assistance can be varied, these costs should be based on time and materials, and WHEREAS, it is the recommendation of the Eire Chief that the following fees be established; and WHEREAS , Tamarac surveyed other fire departments in the county and found these rates consistent with other cities; and WHEREAS, fees should be established at the beginning of the fiscal year; and Temp. Reso # 7943 Page 3 Revision #6 10/15/97 WHEREAS, the Fire Chief and the Finance Director recommend the adoption of the fee structure effective 11 /1 /97; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the City of Tamarac to authorize the fire rescue services fee schedule for services commencing on November 1,1997. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2: That Fire Rescue fees currently levied shall remain in place until the following fees become effective and that Fire Rescue fees for service provided in the City Of Tamarac, effective 11/1/97, shall be as follows: EMS ALS Emergency Transport $285.00 BLS Emergency Transport $285.00 Oxygen $ 25.00 Per Mile $ 7.00 Non Emergency Patient Assist (after 3 in a six month period) $ 50.00 OPERATIONS Firefighter Per Hour Rate $ 48.00 Inspector Per Hour Rate $ 43.00 Emergency Vehicle (Vehicle only) per hour rate $ 50.00 Materials cost + 10% FIRE PREVENTION Plan Review Fee Minimum $ 65.00 Plan Review Fee >12K Sq. SECTION 4: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not effect the validity of the remaining portions or applications of this Resolution.
