R-97 - 37 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NUMBER 96-5 TO THE CONTRACT WITH MONTGOMERY WATSON TO PROVIDE PRELIMINARY DESIGN, FINAL DESIGN, BIDDING SERVICES AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE TELEMETRY IMPROVEMENTS FOR A PROPOSED AMOUNT NOT TO EXCEED $157,182 IN ACCORDANCE WITH THE CITY CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-96-163 AND APPROVE FUNDING IN THE AMOUNT OF $157,182 FROM THE APPROPRIATE UTILITIES OPERATING AND CONTRIBUTION IN AID OF CONSTRUCTION ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the mission of the Utilities Department of the City of Tamarac is planning, design and operations of the water and wastewater Utilities which requires the treatment and distribution of potable water as well as the collection, transmission and disposal of wastewater in a safe, efficient and economical manner; and WHEREAS, a good level of service to the citizens and business owners of the City of Tamarac can be provided and maintained only if all the components of the water and wastewater systems are adequate for their duty and the operations of the systems are undertaken in an efficient and reliable manner; and WHEREAS, fluctuation in the water and sewage flows on an hourly basis demand Temp. Reso. #7640 - December 26, 1996 2 Rev. #1 2/10/97 that water and wastewater systems be monitored constantly to ensure continuous operations of the systems in the most optimum and efficient manner and that equipment malfunctions receive immediate maintenance attention before serious trouble develops; WHEREAS, recognizing the need to ensure that the operation of water treatment and wastewater collection systems are maintained in an efficient and economical manner as new development increases, telemetry systems were installed for monitoring pump stations and process control of water treatment in 1985 and 1990; and WHEREAS, in 1993, the City of Tamarac was notified that the manufacturer of the system installed in 1985 (Turbitrol) no longer supports the existing telemetry system nor provides spare parts or services; and WHEREAS, the current Motorola system needs to be reviewed for compatibility with the future needs of the Utilities Water and Wastewater Systems; and WHEREAS, substituting parts to an outdated system with many limitations compromises efficiency and reliability as current systems today are the state-of-the-art technology meeting current and future needs; and WHEREAS, City Commission approved the Telemetry Capital Project and Temp. Reso. #7640 - December 26, 1996 3 Rev. #1 2/10/97 appropriated funds in FY 96 and FY 97 out of the Utilities Operational and Contribution in Aid of Construction (CIAC) accounts to address and rectify the limitation and inadequacy of the existing telemetry system; and WHEREAS, the Utilities Department has requested Montgomery Watson, one of the City's consulting Engineers, to submit a proposal to provide preliminary design, final design, bidding services and construction administration services in accordance with the City consulting engineering agreement as authorized by the City on July 10, 1996, Resolution Number R-96-163; and WHEREAS, Montogmery Watson has submitted the following addendum to the consulting Engineering Agreement: Description Compensation 1) Addendum No. 96-5, Telemetry $157,182 Improvements to provide preliminary design, final design, bidding services and construction administration services. (Attached hereto as Exhibit 1) Utilities Project No. 96-05 Total Coml2ensatio $157,182 WHEREAS, it is the recommendation of the Director of Utilities that Addendum Number 96-05 providing for the preliminary design, final design, bidding services and construction administration services for the telemetry improvements project be approved and, executed and funded; and Temp. Reso. #7640 - December 26, 1996 4 Rev. #1 2/10/97 WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interest of the citizens and residents of the City of Tamarac to execute Addendum Number 96-5 to the Engineering Agreement with Montgomery Watson to provide preliminary design, final design, bidding services and construction administration services for the Telemetry Improvement project for a proposed amount not to exceed $157,182 and to provide for funding in the amount of $157,182 from the appropriate utilities operational and CIAC accounts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA. SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution. SECTION 2s The appropriate City Officials are hereby authorized to accept and execute Addendum Number 96-5 for $157,182 to the Engineering Agreement with Montgomery Watson to provide preliminary design, final design, bidding services and construction administration services for the telemetry improvements project for a proposed total amount not to exceed $157,182 in accordance with City Consulting Engineering Agreement as authorized by Resolution Number R-96-163 on July 10, 1996. SECTION 3: That $157,182 is approved to be funded from the appropriate budgeted Utilities Operational and CIAC Accounts. SECTION 4. That the City Manager or his designee be authorized to make changes, issue change orders not to exceed $10,000 per Section 6-156(b) of the City Code, and close the contract award including but not limited to making final payment and L_. 1 1 Temp. SECTION 5: All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6- If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution. TAM-2AG.DOC.mr IN 1� . 5 � 3 `1 Addendum No. 96-5 December 16, 1996 City of Tamarac Task Schedule Task Time of Order General Description Performance Compensation Preamble The City of Tamarac presently operates two independent Telemetry systems and an independent control system at the Water Treatment Plant. The Telemetry system is used to send alarm and status information from the wastewater pump stations and the remote potable water pump stations to Water Treatment Plant. The Remote Terminal Units (RTUs) monitor the pump stations and relay data to the Central Computer System (CCS) at the Water Treatment Plant over radio or telephone lines. This system consist of a Turbitrol Telemetry system, a Motorola Telemetry system, and a Sq-D based PLC system. The existing Turbitrol Telemetry system consist of 16 wastewater pump station RTUs. These RTUs report back to the Water Treatment Plant over leased phone lines. The Turbitrol system has the following significant limitations: • The City can no longer acquire new equipment, spare parts, or services from the original manufacturer • The RTUs relay data over unreliable leased phone lines. When the phone line fails the operator must confirm that the problem is a dead phone line and not a power outage at the wastewater pump station. TAM-2AG.DOC.mr -3- • Addendum No. 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation The existing Motorola Telemetry system consists of 46 pump station RTUs that reports back to the Water Treatment Plant. This system has the following significant limitations: • Motorola no longer sells this system and could stop supplying spare parts in the future. • The system uses hardware and software that only Motorola supports The Sq-D system monitors and controls the Water Treatment Plant. This system is based on hardware that will soon be phased out of production. A new Supervisory Control & Data Acquisition (SCADA) System is needed to overcome the above noted limitations of the existing system, and to provide the City with current technology that meets current and future needs. The new SCADA system will increase functional reliability, provide easier access to information and control by operations, maintenance and management staff. In that the City's infrastructure (water, wastewater, storm water) is distributed over a wide area, it is important that a reliable SCADA system be implemented to facilitate an integrated system for management and control. Preliminary Activities Montgomery Watson will conduct a preliminary inspection of the existing City facilities in order to gather preliminary information on the capabilities of the existing telemetry system. Additionally, Montgomery Watson will prepare a summary of typical design considerations for application to telemetry systems. The above -described will be summarized in the form of a handout for use during a subsequent workshop (Task 2) with the City's staff. Collectively, this information will establish a basis for identifying the limitations of the existing system as well as additional capabilities needed to improve the system's flexibility and reliability. 2. Development of System Requirement A workshop will be held between Montgomery Watson and the City's staff to review the capabilities of the existing system and identify necessary improvements. Specifically, the workshop objectives will be as follows: • Define objectives of the new/improved system. • Identify capabilities desired of the new system from each user. • Compare desired capabilities with those of the existing system. • Develop a prioritized list of requirements TAM-2AG.DOC.mr 51 20 days 30 days $5,232 $9,270 1�,.91- -37 Addendum No. 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation • Identify alternative system configuration that are applicable to the City. The workshop will provide an opportunity for all affected users of the telemetry system to collectively articulate existing and future needs. This will ensure that the proposed system enhancements will be most beneficial to the City's needs. Following the workshop, Montgomery Watson will prepare a draft technical report which will present the following information: + Workshop summary. • Prioritized list of desired capabilities. + Implementation requirements/options. • Proposed system architecture and options. • Establish a model RTU and model pump station. • Identify performance reporting data requirements • Implementation costs. Montgomery Watson will meet with the City's staff to review the technical report and receive comments. The report will be finalized within two (2) weeks of the review meeting. An objective of the technical report will be to define the desired system capabilities and architecture for implementation during Task 3 final design. Final Design 180 days $77,057 Montgomery Watson will prepare detailed design plans and specifications for the previously described SCADA system improvements for the City of Tamarac. As the details of the proposed system will not be definitively established until the conclusion of Task 2, this task was developed based on the anticipated level of effort required for a project construction cost in the range of $900,000 to $1 million together with our present understanding of the condition of your system and extent of improvements desired. The design basis for the SCADA system will be the Technical report prepared in Task 2. The new SCADA system will address the above noted limitations and provide the following additional functions: • Over and above the current features being monitored by the WTP operators, a number of additional may be monitored. Examples include parameters tank levels, chemical feed rates, and other process, operating and equipment parameters. The system will be designed with the capacity to accommodate all anticipated future monitoring requirements of the City. • Provide the WTP operators with the ability to take over manual operation of pump stations and there by give the maintenance crew additional time to respond to emergencies. • Provide for the remote monitoring of (75) pump stations with new RTUs • Provide a reliable system and reduce the number of maintenance calls for false alarms. TAM-2AG.DOC.mr -7- ,2.9'7- -3 Addendum No. 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation • Provide more detailed records of pump stations operations, flow rates and pressures. • Provide remote monitoring and operations of the Tract 27 and Grants ground storage tanks and water pump stations. • Provide remote monitoring of the wastewater booster pump station (three (3) booster pump stations). • Provide remote monitoring and control of the four (4) storm water pump stations (three (3) existing and one proposed). • The existing three (3) stormwater control gates on the east side of Tamarac might be replaced with valve actuators - potential remote control of these future valves will be considered in this design. Furthermore, an allowance for monitoring up to 10 locations for stormwater hydraulic grade line in canals (within the stormwater system) will be included. • Provide an open system based on hardware and software standards that several vendors support. • Provide workstations to which GIS capabilities may be added in the future. • Consolidate the three different computer systems into a common system running on standard PCs and Windows operating system. • New networked workstations will be provided at the Water Treatment Plant, City Hall MIS dept., the Public Works Dept. and the Utility Dept. TAM-2AG.DOC.mr -8- Addendum No, 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation • New workstations shall interface with the City's existing computer network (subject to verification). • Provide a portable computer with the provisions for remote connection to the network. • Provide an overhead projection of the display screens at City Hall • Repeater radios as required. • A phone dialer at the Water Treatment Plant to automatically alert the designated authorities. • Provide additional instrumentation at various sites. The following analyses and activities will also be performed by Montgomery Watson as part of detailed design: • Perform a computer radio survey to determine radio requirements. • Montgomery Watson will survey each site to determine the condition of existing equipment and location of new equipment. • Prepare a data base listing of all new and existing alarm, status, and control points to be added to the new SCADA system. • Prepare control diagrams showing new relays, switch contacts, and other control devices that must be added to existing control panel and motor starters. • Prepare typical termination diagrams for the pump stations, storage tanks, booster pump stations, storm water control stations, and the water treatment plant. TAM-2AG.DOC.mr -9- Addendum No. 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation • Prepare mounting details for new instruments. • Prepare block diagrams of the existing network and interface. • Prepare control room plans that show the location and elevations for the new workstations. • Prepare demolition plans for equipment that will be removed from service. • Provide drawings in AutoCAD-13 file format Specifications for all components of the project will be prepared using standard Montgomery Watson technical . specifications. Design deliverables will be submitted to the City at the 50% design level and the 90% level. The 50% submittal will include drawings for all major components of the project. These drawings will be developed in sufficient detail to convey the form and substance of the design. Draft technical specifications for key project components will also be included. The 90% submittal will essentially be a complete set of contract documents. A construction cost estimate will be prepared at the 50% and 90% design submittal. Ten (10) review sets of each deliverable will be furnished and twenty (20) sets of bid documents will be furnished to the City. Upon receipt of review comments from the City of Tamarac, a memorandum which addresses how each comment will be addressed will be prepared and submitted to the City of Tamarac. Bidding Services 60 days $8,460 • Montgomery Watson will assist the City in advertising for and obtaining bids for prime contractor for construction. Such assistance shall include the scheduling of pre -bid conferences and the attendance at same; the maintenance of a record of all prospective bidders to whom bidding documents have been issued; and the receipt and processing of payment for bidding documents. • Addenda Coordination. Montgomery Watson will receive and respond to questions from prospective bidders. Should it be determined that an addendum is required Montgomery Watson will prepare and issue an addendum. • Bid Opening. Montgomery will prepare a bid summary sheet and attend the Bid opening. Evaluation of Bidders. Montgomery Watson will prepare the bid tabulation sheets and assist the City in the evaluation of bids, bidders and subcontractors. Montgomery Watson will also assist the City in assembling the contract documents for execution and in awarding the contract. Construction Administration 300 days $57,162 Services Montgomery Watson will provide the following construction administration services in connection with the project. The scope of these services are subject to re-evaluation should the construction contract exceed the 300 day estimate by more than five (5) percent. Construction Meetings. Montgomery Watson will schedule and attend a pre - construction meeting which shall include, but shall not be limited to, Montgomery Watson, the City, the Contractor, and the major Subcontractors. The pre - construction meeting shall review and discuss any applicable procedures for contract administration as well as any other items deemed appropriate by Montgomery Watson or the City. During construction, Montgomery Watson will schedule additional meetings with the City, the Contractor, and others, when appropriate, to review the progress of the Project or as otherwise necessary to protect the interest of the City. Montgomery Watson will prepare, distribute and maintain detailed minutes of the pre -construction meeting and all other meetings relating to the construction of the project. Montgomery Watson will examine and review all construction schedules, and updates thereof, submitted by any Contractor or supplier in connection with the construction of the Project. Montgomery Watson will advise the City in writing with respect to the adequacy and accuracy of any such schedules or updates. • Shop Drawings and Submittals Review. Montgomery Watson in conjunction with the City will review, study, and approve, or take other necessary action upon, the Contractor's Shop Drawings, product data, samples, and other submittals. Approval by Montgomery Watson of the Contractor's submittal shall constitute Montgomery Watson's representation to the City that such submittal is in conformance with the Construction Contract. Such action shall be taken with reasonable promptness so as to cause no delay to the Contractor or the Project. • Approval of Request for Payment. Montgomery Watson will review Contractor's Request for Payment and issue approvals for payment to the CITY in such amount. TAM-2AG.DOC.mr -15- Addendum No. 96-5 December 16, 1996 Task Time of Order General Description Performance Compensation • Inspection of the Work and Startup. Montgomery Watson will inspect the Work of the Contractor whenever or wherever appropriate including any final inspection or startup required by the Contract Documents. The purpose of such inspections shall be to determine the quality, quantity and progress of the Work in comparison with the requirements of the Contract for Construction. This effort includes evaluation and responses to requests for clarification and project changes. Montgomery Watson will also observe field performance testing and startup. In making such inspections, Montgomery Watson shall exercise care to protect the City from defects or deficiencies in the Work, from unexcused delays in the Schedule and from overpayment to the Contractor. • Substantial Completion and Final Completion. Montgomery Watson, based upon an inspection of the Project, shall determine and certify in writing to the City the date of Substantial Completion of the Project and the date of Final Completion of the Project. Montgomery Watson shall also receive, compile, and forward to the City any and all written warranties, guarantees, bonds, certificates of inspection, tests, required approvals, operation manuals, maintenance manuals, and any other related documents required by the Construction Contract. Montgomery Watson will review any updated reproducible record drawings furnished by the Contractor or Subcontractor hired by the Contractor and submit to the City that said drawings are adequate, accurate and complete.
