R-97-- '16 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE ADDENDUM NUMBER 96-08 TO THE CONTRACT WITH HAZEN AND SAWYER TO PROVIDE THE DESIGN, BIDDING SERVICES AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE GREENLEAF FILTER REHABILITATION FOR A PROPOSED AMOUNT NOT TO EXCEED $29,000 IN ACCORDANCE WITH THE CITY CONSULTING ENGINEERING AGREEMENT AS AUTHORIZED BY RESOLUTION NO. R-96-163 AND APPROVE FUNDING IN THE AMOUNT OF $29,000 FROM THE APPROPRIATE UTILITIES OPERATING ACCOUNTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the mission of the Utilities Department of the City of Tamarac is planning, design and operations of the water and wastewater Utilities which requires the treatment and distribution of potable water as well as the collection, transmission and disposal of wastewater in a safe, efficient and economical manner; and WHEREAS, a good level of service to the citizens and business owners of the City of Tamarac can be provided and maintained only if all the components of the water treatment system is adequate for their duty and the operation of the system is undertaken in an efficient and reliable manner; and WHEREAS, fluctuation in the filtration of treated water on a continuous basis demands that the water system be monitored constantly to ensure continuous operation of the system in an optimum and efficient manner and that equipment malfunctions receive immediate maintenance attention before serious trouble develops; and Temp. Reso. #7666, February 3, 1997 2 WHEREAS, City Commission approved the Water Treatment Plant Improvements and appropriated funds in FY97 out of the Utilities Operating Account to address and rectify the inadequacies of the Greenleaf filter; and WHEREAS, the Utilities Department has requested Hazen and Sawyer, one of the City's Consulting Engineers, to submit a proposal to provide the design, bidding services and construction administration services in accordance with the City consulting engineering agreement as authorized by the City on July 10,1996, Resolution Number R-96-163; and WHEREAS, Hazen and Sawyer has submitted the following addendum to the Consulting Engineering Agreement: Description Compensation Addendum No. 96-09, Greenleaf $29,000 Filter Rehabilitation to provide the design, bidding services and Construction administration services (attached hereto as Exhibit 1). Utilities Project No. 97-10 Total Compensation $29,000 WHEREAS, it is the recommendation of the Director of Utilities that Addendum Number 96-08 providing for the design, bidding services and construction administration services for the Greenleaf Filter Rehabilitation Project be approved, executed and funded; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in Temp. Reso. #7666, February 3, 1997 3 the best interest of the citizens and residents of the City of Tamarac to execute Addendum Number 96-08 to the Engineering Agreement with Hazen and Sawyer to provide the design, bidding services and construction administration services for the Greenleaf Filter Rehabilitation project for a proposed amount not to exceed $29,000 and provide for funding in the amount of $29,000 from the appropriate Utilities Operational Account. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Section 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution. Section 22 The appropriate City Officials are hereby authorized to accept and execute Addendum Number 96-08 for $29,000 to the Engineering Agreement with Hazen and Sawyer to provide the design, bidding services and construction administration services for the Greenleaf Filter Rehabilitation project for a proposed total amount not to exceed $29,000 in accordance with City Consulting Engineering Agreement as authorized by Resolution Number R-96-163 on July 10,1996. Section 3: That the City Manager or his designee be authorized to make changes, issue change orders not to exceed $10,000 per Section 6-156 (b) of the City Code, and close the contract award including but not limited to making final payment and releasing bonds when the work has been successfully completed within the terms and conditions of the contract and within the contract price. Section : All Resolutions or parts of Resolution in conflict herewith are hereby repealed to the extent of such conflict. Section 5: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or Temp. Reso. #7666, February 3, 1997 4 application, it shall not affect the validity of the remaining portions or application of this Resolution. The package filter has recently been rehabilitated. The condition of the Greenleaf filter is showing deterioration and the media is in need of replacement. The water filtering process is a basic part of the City's water treatment process. The filter will be taken out of service for inspection by Hazen and Sawyer (H&S). Major elements requiring repair will be identified. The rehabilitation of the filter has been identified in the 1997 Fiscal Year Capital Improvement Plan. The City has requested H&S to prepare a proposal for the predesign, design and limited construction management engineering services for this project. DESIGN 90 Days H&S will review the elements of the filter requiring repair. The City will take the filter out of service in order for H&S to inspect the filter. H&S shall meet with the City to discuss the findings of the detailed investigation and to discuss the elements for a construction contract. Prepare construction drawings, suitable for use in the competitive bidding process, for the rehabilitation of existing water treatment plant Greenleaf Filter, including removal and disposal of existing filter media; replacement of new filter media; removal and replacement of existing filter bottom tiles, replacement of spray nozzles, replacement of vacuum pumps, if required, painting all interior surfaces including interior piping, and disinfection. The City will provide a set of City front specifications on disk. The final review submittal shall also be utilized as the permitting submittal and the City Plan / Specification Review Committee submittal. Based on discussions with the Broward County Public Health Unit, a permit will not be required. 2 BIDDING AND AWARD 150 Days $3,000 H&S shall prepare and print bidding documents, entertain questions from bidders, conduct a prebid conference, prepare addenda as required, and prepare a bid tabulation. The City will sell and distribute bidding documents to prospective bidders and suppliers. The City will review the bid proposals and check bidder responsiveness. H&S shall check the references of the lowest responsive bidder and prepare a recommendation for award. H&S shall transmit to the City the plans and specifications on computer disk and one set of printed originals of the plans and specifications to the City. 3 GENERAL CONSTRUCTION SERVICES 270 Days(3) $10,000 NOTE: The following general services during the construction phase shall be performed by H&S for the work described in this Addendum. It is understood that daily monitoring of construction activities including review of contractor partial payment requests will be performed by City personnel. 3.1 Schedule and conduct a preconstruction conference. 3.2 Attend up to two meetings with City and construction contractor as called for by the City. 3.3 Receive and evaluate reports by laboratories in the inspection and testing of materials used in the construction. Furnish three sets of all reviewed Documents to the City. 3.5 Prepare any necessary change orders and accepting written guarantees required of the construction contractor. 3.6 Provide a limited number of site visits for inspection as requested by the City. 3.7 Witness field tests of equipment as required. 3.8 Review the Contractor -prepared as -built drawings after completion of the construction. Record Drawings shall be prepared from the contractor as -built drawings. Two sets of blueline drawings, or set of vellum reproducible drawings and an AutoCADD disk of the Record Drawings shall be supplied to the City within thirty days after completion of construction. 3.9 Declare that the project has been built in accordance with the plans and specifications based upon available construction records. 1% [IFA4 Notes: Time of Performance(') Comnensation(2) 270 Days $29,000 (1) Time of performance is measured in calendar days subsequent to the Notice -to -Proceed.
