RESOLUTION NO. R--91-- //D
A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA
AUTHORIZING THE CITY MANAGER TO APPLY FOR
FINANCIAL ASSISTANCE FROM THE STATE OF
FLORIDA DEPARTMENT OF AGRICULTURE AND CON-
SUMER SERVICES FOR THE DEVELOPMENT OF A
DEMONSTRATION TREE PLANTING PROJECT ON NOB
HILL ROAD IN THE AMOUNT OF $20,000; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac, Florida has prepared a
grant application for the development of a Demonstration Tree
Planting Project on Nob Hill Road under the Florida Urban and
Community Forestry Grant Program; and
WHEREAS, it is a requirement of the program that this
Resolution be adopted and become an official part of the
application; and
WHEREAS, the City Manager is authorized to submit an
application requesting $20,000 in financial assistance from
the State of Florida Department of Agriculture and Consumer
Services for a Demonstration Tree Planting Project on Nob
Hill Road; and
WHEREAS, the City of Tamarac supports the development,
enhancement and continuation of urban and community forestry
programs within the State of Florida;
WHEREAS, the City of Tamarac has an on --going program of
public participation which encourages involvement by all
segments of the population within its jurisdiction in the
planning for and expand of the City's Tree Planting and Urban
Forestry Program.
WHEREAS, the City of Tamarac is in a fiscally and
legally responsible position to satisfactorily develop,
operate and maintain the project site in accordance with the

program requirements; and
WHEREAS, the total cost of the grant project is expected
to be $ acd pa.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF TAMARAC, FLORIDA:
SECTION 1 : That all whereas covenants are part of and
herein included in this resolution:
SECTION 2 : That the administration is hereby autho-
rized to apply for financial assistance in the amount of
$20,000 from the State of Florida Department of Agriculture
and Consumer Services for the development of a Demonstration
Tree Planting Project on Nob Hill Road.
SECTION 3 : That the City Council supports its Urban
Forestry Tree Grant Application and will enter into a Grant
maintenance memorandum of Agreement relating to this project.
SECTION 4 This Resolution shall become effective
immediately upon its passage.

URBAN AND COMMUNITY FORESTRY
GRANT PROGRAM
The City of Tamarac which was incorporated in 1963, has prospered and grown into a well -
planned community. Tamarac is 12 square miles located in Central Broward County. The
approximate population of the City is 44,822. The City's projected population at build -out is over
60,000.
The City of Tamarac has a long-standing commitment to maintain a balance between
environmental and resource conservation protection. Our major goal is the continuation of
beautification and tree preservation in the City through landscaping public medians, rights -of -way
and enhancing the City's demonstration projects, expansion of our mulching program, public
education and participation.
The Nob Hill Road Beatification Tree Demonstration project would encompass prime examples of
applied urban forestry principles.
The design concept consists of using plant material to define the entrance to the City of Tamarac
at Commercial Boulevard and continue northward to our newly constructed Public Service
Administration Complex. By improving the aesthetic, environmental, and ecological qualities of
the roadway and entry corridor into the City, Tamarac will adopt an improved environmental
awareness and conservation as a blueprint and model to guide their future development.
The design concept consists of using plant material to define the entrances to the City with
supplemental plantings along streets and highways to:
Add natural character to our community
Provide colors, flowers, beautiful shapes, forms and textures
- Screen harsh scenery
- Soften the outline of roads and buildings
- Provide space definition and landscape continuity
- Reduce air pollution
- Fight the atmospheric Greenhouse effect
- Conserve water and reduce soil erosion

Increase economic stability
Reduce noise pollution
Create wildlife and plant diversity
Increase property values
The project includes the following:
- Planting site analysis and selection
- Utility line compatibility with appropriate tree species
- Energy conservation considerations
- Improvement of entrance way
- Street tree planting
- Planting for encouragement and support of economic development
- Xeriscape principles
- Preservation of natural resouroes-through mulch on the
model median and right-of-way, and mulching center located
adjacent to the project
The above principles will be applied and presented to the community through on -site tours,
educational brochures and a residential mulching program designed to reduce the amount of tree
trimmings from entering the landfill. Mulching will be conducted for the residents adjacent to the
demonstration site on a monthly basis.
Criteria for plant material selection includes ease of maintenance, proven hardiness, and lack of
supplemental watering requirements based on soils and drainage patterns.
In order to provide continuity between planting areas, an annual mow area of native wild flowers, is
delineated. This area is in the primarily wet center of the median, and lack of mowing will
encourage native grasses and flowering plants to flourish. Maintenance should consist of routine
maintenance to control woody plants. At the entrance, the plan provides Washingtonia palms
underplanted with bougainvillea for color. The median plantings consist of Live Oak tree form wax
myrtle, cabbage palm, and sweetbay magnolia, underplanted with spider lilies and falchatchee
grass. "Annual mow" areas usually connect the median plantings. The design concept proposes
to keep the viewer focused inward toward the median by providing color and accentuated with
palms, and away from the proposed industrial park toward the west.
The City of Tamarac will be responsible for the maintenance, the promotion of xeriscape and tree
40 protection principles and mulching of conservation to area residents.
