R-91- C A RESOLUTION OF THE CITY OF TAMARAC, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A LETTER AGREEMENT BETWEEN THE CITY OF TAMARAC AND THE FEDERATION OF PUBLIC EMPLOYEES REGARDING AN INCENTIVE PROGRAM ASSOCIATED WITH A NEW PERFORMANCE EVALUATION SYSTEM AND PROV112ING AN -EFFECTIVE DATE, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION, That the appropriate City officials are hereby authorized to execute a letter agreement between the City of Tamarac and the Federation of Public Employees regarding an incentive program associated with a new performance evaluation system, a copy of the letter is attached hereto and made a part hereof as "Exhibit 111. LETTER AGREEMENT The parties to this Agreement believe that it is in the best interest of the Employees of the City of Tamarac to encourage and support efforts to establish and implement, on a trial basis, an incentive program associated with a new performance evaluation system. agree to the following: To these ends, the parties 1. Ratings will be accomplished on all Federation employees on January 15th and July 15th. 2. All Federation employees will be rated on five (5) performance factors: Job Knowledge and Development, Quality of Work, Interpersonal Relations, Initiative, and- Work Habits. 3. All Federation employees will be considered for an annual incentive bonus on January 15th based on established peformance standards. Only above average and outstanding performance shall be rewarded. A Bonus shall be awarded as follows: Outstanding - 4% of Annual Salary Above Average - 3% of Annual Salary Those not recommended for the bonus on January 15th will be reconsidered on July 15th. A Bonus recommended on July 15th shall be awarded as follows: Outstanding - 3% of Annual Salary Above Average - 2% of Annual Salary 4. Probationary employees will be evaluated at 2, 4 and-6 months, but will not be eligible for Bonus consideration until the evaluation period following one (1) full year of service. 0 F 1 LJ ,,p_91-a1(a„ 5. The incentive recommendation is subject to the contract grievance/arbitration procedure. 6. Levels of Performance are; Assigned Points Outstanding 5 Above Average 4 Average 3 Below Average 2 Unsatisfactory I 7. The annual bonus is numerically determined based on a point average scale. B. There will be no change in the City's policies with respect to the above without collective bargaining. 9. This agreement will remain in effect through September 30, 1993.
